【摘要】：隨著我國大規(guī)模城鎮(zhèn)化對基礎(chǔ)設(shè)施建設(shè)融資需求的日益上升,作為撬動社會資本參與準(zhǔn)公共產(chǎn)品和服務(wù)提供的PPP模式也越來越得到廣泛采用,作用也越來越突出。本文重點運(yùn)用社會網(wǎng)絡(luò)分析(SNA)方法對PPP項目所涉及的眾多參與方及其之間的復(fù)雜網(wǎng)絡(luò)關(guān)系進(jìn)行分析,特別是運(yùn)用點度中心性、居間中心性和接近中心性這三個指標(biāo)對PPP項目各參與方在關(guān)系網(wǎng)絡(luò)中的地位和作用進(jìn)行了量化,建立了運(yùn)用SNA方法系統(tǒng)分析基礎(chǔ)設(shè)施PPP項目各參與方契約關(guān)系的普適性框架,并認(rèn)為PPP模式下公共部門和私人部門參與程度的不同造就了不同PPP項目所涉及的參與方及其之間契約關(guān)系的不同,進(jìn)而決定了PPP模式下不同項目參與方在整個網(wǎng)絡(luò)中的地位和作用的不同。因此,PPP模式的成功運(yùn)用,一方面要求完善參與方或利益相關(guān)者的參與機(jī)制,另一方面要根據(jù)PPP項目下各參與方職能作用的不同明確界定政府與項目公司以及其他參與方之間的責(zé)任和權(quán)利。
[Abstract]:With the increasing demand for infrastructure financing in China's large-scale urbanization, the PPP model, which can leverage social capital to participate in the provision of quasi-public goods and services, has been more and more widely used. This paper focuses on the use of social network analysis of the PPP project involved in a large number of participants and the complex network relationship between the analysis, especially the use of pointwise centrality. The status and role of each participant in the PPP project in the relational network are quantified by the three indicators of intermediation and neare-centrality. In this paper, a universal framework for analyzing the contractual relationship among the participants of the infrastructure PPP project is established by using the SNA method. It is concluded that the different degree of participation of the public sector and the private sector in the PPP mode leads to the difference of the parties involved in different PPP projects and the contractual relationship between them. Therefore, the successful application of the PPP model requires the improvement of the participation mechanism of the participants or stakeholders on the one hand. On the other hand, the responsibilities and rights between the government and the project company and other participants should be clearly defined according to the different roles of each participant under the PPP project.
