【摘要】：城鎮(zhèn)化是現(xiàn)代化的一個(gè)重要標(biāo)志,推進(jìn)城鎮(zhèn)化有助于解決“三農(nóng)”問(wèn)題,消除農(nóng)村貧困,促進(jìn)經(jīng)濟(jì)持續(xù)快速增長(zhǎng),推動(dòng)區(qū)域協(xié)調(diào)發(fā)展,擴(kuò)大內(nèi)需和促進(jìn)產(chǎn)業(yè)升級(jí)。積極推進(jìn)中國(guó)特色新型城鎮(zhèn)化建設(shè),這是我國(guó)城鎮(zhèn)化轉(zhuǎn)型發(fā)展的新思路,是中國(guó)廣大農(nóng)民的迫切愿望,是富裕農(nóng)民、造福人民的重要途徑,這將助推我國(guó)早日實(shí)現(xiàn)中華民族偉大復(fù)興的中國(guó)夢(mèng)。在實(shí)踐基礎(chǔ)上經(jīng)過(guò)不斷探索,當(dāng)前我國(guó)立足于基本國(guó)情,從實(shí)際出發(fā),提出發(fā)展中國(guó)特色新型城鎮(zhèn)化,走具有中國(guó)特色的新型城鎮(zhèn)化道路。這是我國(guó)當(dāng)前城鎮(zhèn)化戰(zhàn)略的主要方向,它具有深厚的理論基礎(chǔ)。一方面,馬克思、恩格斯堅(jiān)持唯物史觀,立足于社會(huì)歷史發(fā)展規(guī)律,著眼于未來(lái),提出了自己的城鄉(xiāng)融合理論,指出城鄉(xiāng)關(guān)系由分離到對(duì)立再到實(shí)現(xiàn)城鄉(xiāng)融合是社會(huì)歷史發(fā)展的必然,且是一個(gè)漫長(zhǎng)復(fù)雜的過(guò)程,闡明了城鄉(xiāng)關(guān)系發(fā)展的一般規(guī)律。這為中國(guó)特色新型城鎮(zhèn)化建設(shè)提供了基本的理論依據(jù)和方法論指導(dǎo)。另一方面,改革開放以來(lái),中國(guó)共產(chǎn)黨從我國(guó)國(guó)情出發(fā),以馬克思主義的城鄉(xiāng)融合思想為指導(dǎo),通過(guò)對(duì)城鎮(zhèn)化發(fā)展規(guī)律的不斷探索,創(chuàng)新性地提出了中國(guó)特色城鎮(zhèn)化的發(fā)展思想,這為中國(guó)特色新型城鎮(zhèn)化建設(shè)提供了直接理論指導(dǎo)。中國(guó)特色新型城鎮(zhèn)化,就是在科學(xué)發(fā)展觀的指導(dǎo)下,立足于我國(guó)基本國(guó)情,堅(jiān)持以人為核心,著重解決民生問(wèn)題,以城鄉(xiāng)居民的根本利益為焦點(diǎn),以推進(jìn)農(nóng)業(yè)轉(zhuǎn)移人口市民化為主要任務(wù),促進(jìn)城鄉(xiāng)居民機(jī)會(huì)均等和成果共享,走健康、均衡、和諧、可持續(xù)發(fā)展的城鎮(zhèn)化之路。當(dāng)前我國(guó)積極推進(jìn)中國(guó)特色新型城鎮(zhèn)化建設(shè)并初見(jiàn)成效,對(duì)其理論的認(rèn)識(shí)有所提高,體制機(jī)制有所改善,中國(guó)特色新型城鎮(zhèn)化建設(shè)格局逐漸形成,未來(lái)發(fā)展空間很大。然而,目前其建設(shè)過(guò)程中也存在許多問(wèn)題,主要表現(xiàn)在城鎮(zhèn)化質(zhì)量不高、存在不完全城鎮(zhèn)化問(wèn)題,農(nóng)民市民化嚴(yán)重滯后,城市內(nèi)部發(fā)展不平衡。究其原因主要是制度、體制方面的局限,當(dāng)然還有思想認(rèn)識(shí)以及個(gè)人自身方面的原因。如果這些問(wèn)題得不到解決,中國(guó)特色新型城鎮(zhèn)化建設(shè)將舉步維艱,最終實(shí)現(xiàn)人的城鎮(zhèn)化,提高城鎮(zhèn)化質(zhì)量任重而道遠(yuǎn)。鑒于此,推進(jìn)中國(guó)特色新型城鎮(zhèn)化建設(shè),必須轉(zhuǎn)變觀念,采取新的總體戰(zhàn)略思路,積極探索新的有效路徑,完善發(fā)展機(jī)制,加快推進(jìn)相關(guān)制度改革,切實(shí)提高城鎮(zhèn)化質(zhì)量,推動(dòng)城鎮(zhèn)化健康、有序發(fā)展,最終實(shí)現(xiàn)城鎮(zhèn)化質(zhì)量的全面提升。
[Abstract]:Urbanization is an important symbol of modernization, urbanization helps to solve the "three rural issues", the elimination of rural poverty, and promote the sustained and rapid economic growth, promoting coordinated regional development, expanding domestic demand and promote industrial upgrading. China actively promote the new urbanization characteristics construction, this is a new idea of transformation and development of China's urbanization that is the urgent desire of China farmers, rich farmers benefit an important way for the people, this will boost China's early realization of the great rejuvenation of the Chinese nation Chinese dream. After continuous exploration on the basis of practice, the current our country based on the basic national conditions, from the actual situation, proposed the development of China new urbanization characteristics, go new urbanization with Chinese characteristics. This is the main direction of China's current urbanization strategy, it has a profound theoretical basis. On the one hand, Marx, Engels Jan to the historical materialism, based on In the law of the development of social history, focus on the future, put forward his own theory of urban-rural integration, points out the relationship between urban and rural areas from separate to the opposition to realize the integration of urban and rural areas is the inevitable development of history, and is a long and complex process, expounds the relationship between urban and rural development in general law. It provides the theoretical basis and basic methods for the construction of the new town of Chinese features. On the other hand, since the reform and opening up, the Communist Party of Chinese from China's national conditions, to the Marx doctrine of integration of urban and rural areas as guiding ideology, based on the law of urbanization continuously explore, innovatively put forward the development thought of Chinese characteristic urbanization, which provides the direct theoretical guidance for the construction of the new town. The current our country to actively promote the construction of new urbanization and Chinese characteristics of initial success, understanding the theory of improved system has improved, China features new urbanization pattern gradually formed, the future development of space is very large. However, at present there are many problems in the process of its construction, the main performance in the Urbanization quality is not high, there is the problem of incomplete towns, urbanization lag, inner city the development is not balanced. The main reason is system, system limitations, of course, ideology and individual reasons. If these problems can not be solved, Chinese The characteristics of the construction of the new urbanization will be difficult, the ultimate realization of urbanization, improve the quality of urbanization go15. In view of this, to promote the construction of new towns Chinese characteristics, must change the idea, adopt the new strategic thinking, and actively explore effective path, perfect development mechanism, accelerating system reform, and effectively improve the the quality of urbanization, promote the healthy and orderly development of urbanization, and ultimately enhance the quality of urbanization.
