西安市民辦學(xué)前師資問題及對(duì)策研究

【摘要】:百年大計(jì),教育為本;教育大計(jì),教師為本。一支結(jié)構(gòu)合理、素質(zhì)過硬、專業(yè)水平不斷提高的學(xué)前教師隊(duì)伍是學(xué)前教育質(zhì)量提升的關(guān)鍵,也是我國學(xué)前事業(yè)長(zhǎng)遠(yuǎn)發(fā)展的保證。伴隨著改革開放和中國經(jīng)濟(jì)的發(fā)展,為了滿足不斷增長(zhǎng)的對(duì)學(xué)前教育的迫切需求,國家發(fā)展學(xué)前教育的“放開”政策,調(diào)動(dòng)了社會(huì)力量投資辦園的積極性。在很多地方,民辦幼兒園的數(shù)量遠(yuǎn)遠(yuǎn)超過公辦幼兒園,民辦學(xué)前教師成為學(xué)前教育師資的主體。因此,民辦學(xué)前師資的質(zhì)量不僅直接關(guān)系到民辦學(xué)前教育的質(zhì)量,也直接關(guān)系到中國學(xué)前教育的整體質(zhì)量。研究民辦學(xué)前師資的現(xiàn)狀,發(fā)現(xiàn)其存在的問題和矛盾,積極尋求有效的解決策略,對(duì)促進(jìn)學(xué)前教師隊(duì)伍整體質(zhì)量提高和學(xué)前教育事業(yè)發(fā)展都具有重要意義。 本研究選取西安市十三所民辦幼兒園,向民辦幼兒園教師發(fā)放調(diào)查問卷,運(yùn)用文獻(xiàn)法、問卷法、訪談法和比較法對(duì)西安市民辦學(xué)前教師隊(duì)伍現(xiàn)狀進(jìn)行深入地調(diào)查,研究結(jié)論如下: 1.目前民辦學(xué)前教師隊(duì)伍的結(jié)構(gòu)、質(zhì)量和生存狀況與現(xiàn)行幼兒教師政策法規(guī)中的目標(biāo)要求存在不同程度的差距。 2.這些差距中,以民辦學(xué)前教師隊(duì)伍結(jié)構(gòu)不合理、專業(yè)素養(yǎng)偏低、工資待遇低、福利保障缺失等問題最為突出。 3.引發(fā)民辦學(xué)前教師隊(duì)伍諸多問題的核心原因是政府在學(xué)前教師管理政策制度上的“所有制身份”管理特征!八兄粕矸荨钡牟煌,導(dǎo)致公辦、民辦學(xué)前教師享有的管理政策、薪資待遇、發(fā)展機(jī)會(huì)、社會(huì)地位等存在較大差異。 4.造成民辦學(xué)前教師隊(duì)伍存在問題的原因,除了上述的不同所有制身份學(xué)前教師管理機(jī)制的不同外,還有民辦園所和教師自身的原因。 針對(duì)民辦學(xué)前教師隊(duì)伍的問題及其成因的分析,研究者結(jié)合目前實(shí)際提出了相應(yīng)的對(duì)策。要使民辦學(xué)前教師隊(duì)伍的問題得到根本解決,政府首先要打破身份制管理的壁壘,將所有合格教師納入管理范圍,推行行業(yè)管理,并為實(shí)現(xiàn)這一目標(biāo)提供必要的制度安排和管理服務(wù)。
[Abstract]:A hundred-year plan is based on education; a great plan of education is based on teachers. A group of preschool teachers with reasonable structure, excellent quality and high professional level is the key to the improvement of preschool education quality and the guarantee of the long-term development of preschool education in China. With the reform and opening up and the development of China's economy, in order to meet the increasing demand for preschool education, the "opening up" policy of the state to develop preschool education has mobilized the enthusiasm of social forces to invest in running a garden. In many places, the number of private kindergartens is far more than public kindergartens, private preschool teachers become the main body of preschool teachers. Therefore, the quality of private preschool teachers is not only directly related to the quality of private preschool education, but also directly related to the overall quality of pre-school education in China. It is of great significance to study the present situation of private preschool teachers, to find out the existing problems and contradictions, and to actively seek effective solutions to improve the overall quality of pre-school teachers and the development of preschool education. In this study, 13 private kindergartens in Xi'an were selected to distribute questionnaires to teachers of private kindergartens. The present situation of private preschool teachers in Xi'an was investigated by literature, questionnaire, interview and comparison. The conclusions are as follows: 1. At present, the structure, quality and living condition of the private preschool teachers are different from the goals and requirements of the current preschool teachers' policies and regulations. 2. Among these differences, the irrational structure of private pre-school teachers, low professional literacy, low salary, lack of welfare guarantee and other problems are the most prominent. 3. The key reason that causes many problems of private preschool teachers is the "ownership identity" management characteristic of the government in the management policy system of preschool teachers. The difference of "ownership status" leads to great differences in management policy, salary treatment, development opportunity, social status and so on. In addition to the above different ownership status, the management mechanism of preschool teachers is different, as well as the reasons of the private garden institutions and teachers themselves. Based on the analysis of the problems and causes of the private preschool teachers, the researcher puts forward the corresponding countermeasures according to the actual situation at present. In order to solve the problem of private pre-school teachers, the government must first break down the barriers of identity management, bring all qualified teachers into the management scope, and carry out trade management. And to achieve this goal to provide the necessary institutional arrangements and management services.
