包頭市農(nóng)村學(xué)前教育發(fā)展現(xiàn)狀與對策研究

【摘要】:學(xué)齡前階段是人生發(fā)展的成型和基礎(chǔ)時(shí)期,良好的學(xué)前教育對促進(jìn)身體發(fā)育、心智養(yǎng)成具有很大的推動作用。大力發(fā)展學(xué)前教育對促進(jìn)兒童全面健康發(fā)展,提升教育發(fā)展水平,提高大眾綜合素質(zhì),實(shí)現(xiàn)全面建成小康社會的奮斗目標(biāo)具有重要意義。進(jìn)入新時(shí)期以來,我國學(xué)前教育事業(yè)發(fā)展呈現(xiàn)出良好的發(fā)展態(tài)勢,大部分城區(qū)已基本滿足了適齡兒童的入園需求,許多農(nóng)村通過多種實(shí)現(xiàn)形式,為學(xué)齡前兒童提供了良好的接受學(xué)前教育機(jī)會。但是,學(xué)前教育總體水平還不高,地區(qū)之間、城鄉(xiāng)之間發(fā)展不平衡,學(xué)前教育事業(yè)發(fā)展水平與經(jīng)濟(jì)社會發(fā)展水平和大眾需求還不相適應(yīng),尤其是農(nóng)村學(xué)前教育的供需矛盾顯得更加突出。從包頭市來講,在市委、市政府的正確領(lǐng)導(dǎo)下,在社會力量的廣泛參與下,在各級教育機(jī)構(gòu)和廣大幼教工作者的不懈努力下,全市學(xué)前教育質(zhì)量、規(guī)模以及適齡兒童受教育率不斷提高,學(xué)前教育事業(yè)穩(wěn)步發(fā)展。近年來,全市經(jīng)濟(jì)體量不斷擴(kuò)大,城鎮(zhèn)化進(jìn)程不斷加快,城鎮(zhèn)居民人均可支配收入和農(nóng)牧民人均純收入不斷提升,群眾對學(xué)前教育,特別是優(yōu)質(zhì)學(xué)前教育資源的需求也不斷擴(kuò)大。但是,從實(shí)際情況看,學(xué)前教育事業(yè)的發(fā)展明顯滯后于經(jīng)濟(jì)社會的發(fā)展速度,農(nóng)村學(xué)前教育更是一塊全市學(xué)前教育的一塊“短板”。本文首先在學(xué)習(xí)、借鑒前人研究成果的基礎(chǔ)上,綜述了國內(nèi)外關(guān)于學(xué)前教育研究的現(xiàn)狀,闡述了國內(nèi)學(xué)前教育發(fā)展演變和國外學(xué)前教育發(fā)展對我國的啟示。同時(shí),以包頭市農(nóng)村學(xué)前教育事業(yè)發(fā)展實(shí)際為例,分析了包頭市農(nóng)村學(xué)前教育的基本情況和存在形式,找出了基礎(chǔ)設(shè)施落后、教師隊(duì)伍薄弱、經(jīng)費(fèi)投入不足、辦園水平不高等四個(gè)方面的存在問題;分析了重視程度不高、扶持資金不足、政策扶持不夠、督導(dǎo)體系不全等四個(gè)方面存在問題的原因;提出了注重規(guī)劃、統(tǒng)籌推進(jìn)基礎(chǔ)設(shè)施建設(shè),注重政策、優(yōu)先保障學(xué)前教育發(fā)展,注重師資、著力夯實(shí)保教質(zhì)量基礎(chǔ),注重管理、切實(shí)規(guī)范教育教學(xué)行為,注重創(chuàng)新、廣泛動員社會力量參與,注重共建、全面提升學(xué)前教育水平等六個(gè)方面的發(fā)展對策,以期對有關(guān)部門在制定發(fā)展規(guī)劃、出臺扶持政策、完善創(chuàng)新措施提供必要的參考,同時(shí)力求對全國其他地區(qū)在推動農(nóng)村學(xué)前教育事業(yè)發(fā)展工作中時(shí)提供有益的借鑒。
[Abstract]:Preschool stage is the forming and foundation period of life development. Good preschool education plays an important role in promoting physical development and mental development. The development of preschool education is of great significance to promote the healthy development of children, improve the level of educational development, improve the comprehensive quality of the public, and achieve the goal of building a well-off society in an all-round way. Since entering the new era, the development of preschool education in China has shown a good development trend, most of the urban areas have basically met the needs of school-age children to enter the garden, many rural areas through a variety of forms of realization, It provides a good opportunity for pre-school children to receive pre-school education. However, the overall level of preschool education is still not high, the development between regions and between urban and rural areas is not balanced, and the level of development of pre-school education is not commensurate with the level of economic and social development and the needs of the public. Especially the contradiction between supply and demand of rural preschool education is more prominent. As far as Baotou City is concerned, under the correct leadership of the municipal party committee and municipal government, with the extensive participation of social forces, with the unremitting efforts of educational institutions at all levels and with the unremitting efforts of the vast number of preschool education workers, the quality of preschool education in the whole city has been achieved. The scale and the rate of education for children of school age are increasing, and the cause of preschool education is developing steadily. In recent years, the economic volume of the whole city has been continuously expanded, the process of urbanization has been speeding up, the per capita disposable income of urban residents and the per capita net income of farmers and herdsmen have been continuously increased, In particular, the demand for high-quality pre-school education resources is also expanding. However, from the actual situation, the development of preschool education obviously lags behind the speed of economic and social development, and rural pre-school education is a "short board" of pre-school education in the whole city. This paper firstly summarizes the current situation of pre-school education research at home and abroad on the basis of learning and drawing lessons from previous research results, and expounds the evolution of pre-school education in China and the enlightenment of pre-school education development abroad to our country. At the same time, taking the actual development of rural preschool education in Baotou city as an example, this paper analyzes the basic situation and existing forms of rural preschool education in Baotou city, finds out that the infrastructure is backward, the teaching staff is weak, and the funds are insufficient. The problems in four aspects, such as the low level of running the garden, the lack of support fund, the insufficient policy support, the incomplete supervision system, etc., are analyzed. To promote infrastructure construction as a whole, pay attention to policies, give priority to ensuring the development of pre-school education, pay attention to teachers, lay stress on strengthening the foundation for the quality of education, pay attention to management, effectively standardize educational and teaching behaviors, pay attention to innovation, and extensively mobilize social forces to participate. We should pay attention to co-construction and comprehensively raise the level of pre-school education so as to provide necessary references for relevant departments in formulating development plans, issuing supportive policies, and perfecting innovative measures. At the same time, it aims to provide useful reference for other regions of the country in promoting the development of rural preschool education.
