【摘要】：為保障適齡兒童入園以及弱勢群體平等接受學前教育的機會,世界上許多國家和地區(qū)都推行了不同程度的免費學前教育政策。2010年以來我國部分地區(qū)如西安、青海等開始推行不同形式的免費學前教育政策,以進一步推進學前教育的普及。研究選取江蘇省H市的免費學前教育政策進行過程分析,采用拉斯韋爾的階段性啟發(fā)框架,綜合運用訪談、問卷調(diào)查和文獻分析方法展開全文論述,再現(xiàn)和分析免費學前教育政策的制定、執(zhí)行、評估過程。 研究分為三部分。第一部分再現(xiàn)了H市的免費學前教育政策制定過程,并采取約翰·金登的多源流分析框架,對政策制定過程進行分析,揭示政策形成中問題源流、政策源流和政治源流的三方作用。第二部分通過H市免費學前教育政策的執(zhí)行主體、內(nèi)容、方式解構(gòu)整個執(zhí)行過程,通過分析指出政策執(zhí)行中可能會出現(xiàn)的問題。第三部分通過不同人群對政策的評估內(nèi)容以及方式,對H市的免費學前教育政策做出事實與價值的評估分析。 研究認為,地方免費學前教育政策需量力而行；政府是免費學前教育政策的制度、財政保障；要完善地方學前教育政策的架構(gòu),不斷促進政策過程合法化。
[Abstract]:In order to ensure that school-age children attend school and vulnerable groups have equal access to pre-school education, many countries and regions in the world have implemented free preschool education policies of varying degrees. Since 2010, some regions of China, such as Xi'an, Qinghai and other countries began to implement different forms of free preschool education policies in order to further promote the popularization of pre-school education. The study selected the free pre-school education policy of H City in Jiangsu Province for process analysis, and adopted Raswell's stage inspiration framework. Comprehensive use of interviews, questionnaires and literature analysis methods to carry out the full text, reproduction and analysis of free preschool education policy formulation, implementation, evaluation process. The study is divided into three parts. The first part reproduces the policy making process of free preschool education in H City, and adopts John Kinden's multi-source analysis framework to analyze the policy making process and reveal the source of the problems in policy formation. The tripartite role of the policy source and the political origin. The second part deconstructs the whole implementation process through the implementation of the free preschool education policy in H city. The third part is to analyze the facts and value of the free preschool education policy in H city by analyzing the contents and methods of different people's evaluation of the policy. The research holds that the local policy of free preschool education needs to be carried out within the limits of its capacity; the government is the system of free preschool education policy and the financial guarantee; and it is necessary to perfect the framework of the local preschool education policy and continuously promote the legalization of the policy process.
