【摘要】:美國是世界上研究生教育發(fā)達的國家,其培養(yǎng)的研究生為美國的發(fā)展做出了巨大的貢獻。然而美國并沒有全國統(tǒng)一的學(xué)位授權(quán)管理機構(gòu),研究生學(xué)位主要是由大學(xué)授予,而大學(xué)的學(xué)位授予權(quán)主要是向所在州的立法機關(guān)申請。 本文從歷史的角度考察了美國研究生教育的學(xué)位授予權(quán)管理,并對其管理的思想進行了分析。美國研究生學(xué)位授予權(quán)管理屬于學(xué)術(shù)管理范疇,大學(xué)自治、學(xué)術(shù)自由和教授治校是學(xué)術(shù)管理的三項基本原則,而且美國高校管理體制又是地方分權(quán)制,這樣便限制了州政府全面干預(yù)學(xué)術(shù)事務(wù)。大學(xué)在獲得辦學(xué)許可與學(xué)位授予權(quán)后,只要不違背法律,便可獨自管理。大學(xué)擁有具體學(xué)科的學(xué)位授予權(quán),授予的學(xué)位質(zhì)量是由非官方的認證組織進行評價。沒有通過評價的學(xué)科,學(xué)位授予權(quán)就會被取消。另外,學(xué)校也會根據(jù)市場的需求調(diào)整學(xué)科的設(shè)置。美國有其獨特的教育制度,雖然大學(xué)高度自治,政府不直接管理,但是美國形成了一套嚴格的評價制度,以保證大學(xué)的教育質(zhì)量。采用第三方評價的方式使美國研究生學(xué)位授予權(quán)不是一成不變,而是處于動態(tài)的管理中。
[Abstract]:The United States is a developed country of graduate education in the world, and its graduate students have made great contributions to the development of the United States. However, the United States does not have a unified national authority for the granting of degrees. Graduate degrees are mainly awarded by universities, which mainly apply to the legislature of the state in which they are granted. From the historical point of view, this paper investigates the management of the degree granting right in American graduate education, and analyzes its management thought. The administration of the right to grant degrees to graduate students in the United States belongs to the scope of academic management. The autonomy of universities, academic freedom and the management of universities by professors are three basic principles of academic management, and the administrative system of American colleges and universities is a decentralized system. This limits the state's overall intervention in academic affairs. The university can be managed independently if it does not violate the law after obtaining the right to run a school and grant a degree. Universities have the right to award degrees in specific disciplines, and the quality of degrees awarded is evaluated by unofficial certification organizations. If the subject is not evaluated, the right to grant a degree will be revoked. In addition, the school will adjust to the needs of the market discipline settings. The United States has its own unique educational system. Although universities have a high degree of autonomy and the government does not directly manage, the United States has formed a set of strict evaluation system to ensure the quality of university education. The adoption of third-party evaluation makes the right to grant graduate degrees in the United States not static, but in the dynamic management.
