【摘要】:我國(guó)各大高校正在積極地進(jìn)行研究生培養(yǎng)體制改革。研究生獎(jiǎng)助政策作為此次改革的重點(diǎn),影響著優(yōu)秀學(xué)生的選擇,關(guān)乎研究生的切身利益,因而得到了身處高等教育的管理者們與學(xué)生們的廣泛關(guān)注。愛(ài)爾蘭研究生獎(jiǎng)助政策從國(guó)家經(jīng)濟(jì)長(zhǎng)遠(yuǎn)發(fā)展的內(nèi)在需求出發(fā),深受高等教育國(guó)際化浪潮的影響。伴隨著愛(ài)爾蘭高等教育財(cái)政體系的變革,愛(ài)爾蘭研究生獎(jiǎng)助政策與愛(ài)爾蘭高校的戰(zhàn)略發(fā)展定位趨向及愛(ài)爾蘭高,F(xiàn)行的學(xué)費(fèi)政策更加緊密地聯(lián)系在一起?傮w而言,愛(ài)爾蘭研究生獎(jiǎng)助政策是具有鮮明時(shí)代特征的教育政策。鑒于研究的目標(biāo)政策并非傳統(tǒng)的由國(guó)家政府統(tǒng)一實(shí)施的單獨(dú)的文本性政策,而是散布于各個(gè)具體的獎(jiǎng)助項(xiàng)目當(dāng)中的規(guī)定與要求。因而,本文十分注重例證與歸納,力求由多個(gè)案例中總結(jié)出共性特征。根據(jù)“背景——是什么——為什么——怎么樣——可能的發(fā)展趨勢(shì)”的研究思路,文章的主體結(jié)構(gòu)由以下六個(gè)部分組成:第一,愛(ài)爾蘭研究生獎(jiǎng)助政策的背景。從經(jīng)濟(jì)、政治、教育等方面入手,闡述愛(ài)爾蘭研究生獎(jiǎng)助政策的背景。第二,愛(ài)爾蘭現(xiàn)行的研究生獎(jiǎng)助政策的內(nèi)涵與特點(diǎn)。分別從資金來(lái)源、管理機(jī)制、獎(jiǎng)助額度、申請(qǐng)條件等方面闡釋獎(jiǎng)助政策的內(nèi)涵,并歸納出其主要特點(diǎn)。第三,愛(ài)爾蘭研究生獎(jiǎng)助政策的理論依據(jù)。在人力資本理論、社會(huì)公平理論和高等教育成本分擔(dān)理論等經(jīng)典的資助理論框架下,依據(jù)事實(shí)分析政策的理論依據(jù)。第四,愛(ài)爾蘭研究生獎(jiǎng)助政策的SWOT分析。運(yùn)用經(jīng)濟(jì)學(xué)和管理學(xué)領(lǐng)域內(nèi)常用的SWOT方法對(duì)政策本身的優(yōu)勢(shì)、劣勢(shì)、機(jī)會(huì)和威脅進(jìn)行全面的分析。第五,愛(ài)爾蘭研究生獎(jiǎng)助政策未來(lái)發(fā)展趨勢(shì)的展望。把愛(ài)爾蘭研究生獎(jiǎng)助政策置于世界范圍內(nèi),將其與美國(guó)、英國(guó)、澳大利亞等國(guó)的獎(jiǎng)助政策進(jìn)行橫向的比較,從而對(duì)愛(ài)爾蘭研究生獎(jiǎng)助政策未來(lái)可能的發(fā)展趨勢(shì)進(jìn)行合理的展望。第六,借鑒與啟示。基于我國(guó)現(xiàn)行的研究生獎(jiǎng)學(xué)金與助學(xué)金政策的現(xiàn)狀與普遍問(wèn)題,比較總結(jié)出愛(ài)爾蘭研究生獎(jiǎng)助政策對(duì)我國(guó)的借鑒意義和有益的啟示。 通過(guò)研究發(fā)現(xiàn),愛(ài)爾蘭的研究生獎(jiǎng)助政策的根本定位是以公平為初衷、以發(fā)展為訴求。值得注意的是,政策所追求的公平并不等同于簡(jiǎn)單的均等,而是取決于教育成本的相對(duì)公平。而高額獎(jiǎng)學(xué)金則是愛(ài)爾蘭研究生獎(jiǎng)助政策的傳統(tǒng)優(yōu)勢(shì),借此,愛(ài)爾蘭吸引了大量的海外優(yōu)秀留學(xué)生,為其研究生教育和國(guó)家的長(zhǎng)遠(yuǎn)發(fā)展提供了良好的平臺(tái)。
[Abstract]:Colleges and universities in China are actively carrying out graduate training system reform. As the focus of this reform, the policy of award and aid for graduate students affects the choice of excellent students and the vital interests of graduate students, so it has been widely concerned by the administrators and students in higher education. The policy of postgraduate award and aid in Ireland is deeply influenced by the internationalization of higher education, proceeding from the internal demand of the long-term development of the national economy. With the reform of Ireland's higher education financial system, the Irish Postgraduate Award Policy is more closely related to the orientation of the strategic development of Irish colleges and universities and the current tuition policy of Irish colleges and universities. In general, the Ireland Postgraduate Award Policy is an educational policy with distinctive characteristics of the times. In view of the fact that the objective policy of the study is not a traditional policy of text which is implemented by the national government uniformly, it is a stipulation and requirement which is scattered in each specific award project. Therefore, this paper attaches great importance to illustration and induction, trying to sum up the common features from many cases. According to the research idea of "background-what is why-how-possible development trend", the main structure of this paper is composed of the following six parts: first, the background of Irish graduate student award policy. From the aspects of economy, politics, education and so on, this paper expounds the background of Irish graduate student award policy. Second, the connotation and characteristics of Ireland's current postgraduate award policy. The connotation of the policy is explained from the sources of funds, the management mechanism, the amount of rewards and aid, the conditions of application, and its main characteristics are summarized. Third, the theoretical basis of Irish postgraduate award policy. Under the framework of human capital theory, social equity theory and higher education cost sharing theory, this paper analyzes the theoretical basis of policy according to the facts. Fourth, the SWOT analysis of the Irish Postgraduate Award Policy. A comprehensive analysis of the strengths, weaknesses, opportunities and threats of policy itself is carried out using the SWOT method commonly used in the fields of economics and management. Fifth, the prospect of the future development trend of the Irish Postgraduate Award Policy. This paper puts the Irish postgraduate award policy in the world and compares it horizontally with that of the United States, Britain, Australia and other countries, so as to make a reasonable prospect of the possible future development trend of the Irish graduate student award policy. Sixth, draw lessons from and enlighten. Based on the present situation and general problems of the current graduate scholarship and grant policy in China, this paper compares and summarizes the reference significance and beneficial enlightenment of Ireland graduate scholarship policy. Through the research, it is found that the fundamental orientation of Ireland's postgraduate award policy is to take equity as the original intention and development as the demand. It is worth noting that the fairness pursued by policy is not equal to simple parity, but depends on the relative fairness of educational costs. And the high scholarship is the traditional advantage of the Irish graduate student award policy. In this way, Ireland attracts a large number of outstanding overseas students, which provides a good platform for its graduate education and the long-term development of the country.
