高校內(nèi)部研究生招生指標(biāo)資源配置研究

【摘要】:碩士研究生招生指標(biāo)是高校發(fā)展的一個(gè)重要資源,是滿足社會(huì)經(jīng)濟(jì)發(fā)展和知識(shí)經(jīng)濟(jì)時(shí)代對(duì)高層次人才需求的重要調(diào)控手段。當(dāng)前高校(院系)在編制研究生招生指標(biāo)分配管理辦法(方案)時(shí)會(huì)把指導(dǎo)教師的數(shù)量和崗位等級(jí)作為主要的指標(biāo)觀測(cè)權(quán)重,同時(shí)會(huì)綜合考評(píng)指導(dǎo)教師的科研平臺(tái)、科研經(jīng)費(fèi)、課題項(xiàng)目和學(xué)術(shù)科研產(chǎn)出,再結(jié)合學(xué)科門類差異性等因素多方面的指標(biāo)觀測(cè)系數(shù)來進(jìn)行定量分配。整體上研究生招生指標(biāo)分配會(huì)考慮學(xué)科門類特點(diǎn)和學(xué)科發(fā)展需求,根據(jù)不同發(fā)展需求進(jìn)行差異性指標(biāo)分配,但這種差異性在沒有科學(xué)合理的招生指標(biāo)分配方案的約束就會(huì)產(chǎn)生招生指標(biāo)分配不公平的問題,這讓高校研究生招生指標(biāo)配置問題面臨著巨大的挑戰(zhàn)。招生指標(biāo)的合理配置是發(fā)展研究生教育的基礎(chǔ),直接影響著高校研究生教育的發(fā)展方向,也會(huì)給高校的發(fā)展帶來更廣闊的拓展力和影響力。為了全面、客觀的了解當(dāng)前教育政策背景下各個(gè)高校學(xué)術(shù)型研究生招生計(jì)劃的現(xiàn)狀,本文采用理論與實(shí)踐相結(jié)合的研究方法。首先,對(duì)國內(nèi)外相關(guān)方面的研究、實(shí)時(shí)政策以及新聞報(bào)道等文獻(xiàn)進(jìn)行梳理,再結(jié)合收集到的多所高,F(xiàn)行研究生招生指標(biāo)分配方案,總結(jié)出對(duì)高校研究生招生指標(biāo)分配方案細(xì)則的清晰認(rèn)識(shí);其次,編制《高校內(nèi)部研究生招生指標(biāo)資源配置研究》的訪談提綱和調(diào)查問卷,結(jié)合對(duì)不同院系類型、不同學(xué)科門類和不同崗位類別的教職工進(jìn)行面對(duì)面的訪談提問,再利用SPSS和AMOS統(tǒng)計(jì)軟件對(duì)316份調(diào)查問卷內(nèi)容進(jìn)行數(shù)據(jù)處理,對(duì)研究生招生指標(biāo)分配現(xiàn)狀提出的假設(shè)進(jìn)行驗(yàn)證;最后,根據(jù)問卷調(diào)查分析結(jié)果對(duì)高校研究生招生指標(biāo)分配面臨的困境和原因進(jìn)行了綜合的分析和歸納,并提出了相關(guān)的意見和對(duì)策。數(shù)據(jù)表明,高校在研究生招生指標(biāo)分配過程中主要根據(jù)導(dǎo)師的數(shù)量和崗位等級(jí)進(jìn)行定量分配,同時(shí)綜合考量指導(dǎo)教師的科研平臺(tái)、科研經(jīng)費(fèi)、課題項(xiàng)目和學(xué)術(shù)科研產(chǎn)出成果,再結(jié)合學(xué)科門類差異性因素等多方面的指標(biāo)觀測(cè)系數(shù)來進(jìn)行定量分配?傮w上教職工對(duì)高校研究生招生指標(biāo)分配方案持認(rèn)可態(tài)度,但在一些方面還存在著挑戰(zhàn),為此筆者提出了幾點(diǎn)建議:(1)明確招生指標(biāo)分配的院系差異;(2)強(qiáng)化招生指標(biāo)分配的學(xué)科布局;(3)豐富招生指標(biāo)分配的考評(píng)體系;(4)健全招生指標(biāo)分配的競(jìng)爭(zhēng)機(jī)制。
[Abstract]:The graduate enrollment index is an important resource for the development of colleges and universities. It is an important means to meet the needs of high level talents in the era of social and economic development and knowledge economy. At present, colleges and universities (departments) will guide the number of teachers when compiling the management method (scheme) for the allocation of graduate enrollment indicators. And the post level as the main indicator observation weights, At the same time, they will comprehensively evaluate and guide teachers' scientific research platforms, research funds, subject items and academic scientific research outputs, Combining with the observation coefficient of many factors, such as the difference of subject category and other factors, the quantitative distribution will be carried out. On the whole, the graduate enrollment index allocation will take into account the characteristics of the subject category and the needs of the development of the subject. According to different development needs, the distribution of different indicators is different, but this difference will lead to the unfair distribution of enrollment indicators without the restriction of scientific and reasonable allocation scheme of enrollment indicators. The reasonable allocation of enrollment index is the basis of the development of graduate education, which directly affects the development direction of graduate education. It will also bring greater expansion and influence to the development of colleges and universities. In order to comprehensively and objectively understand the current situation of enrollment plans for academic graduate students in various colleges and universities under the background of current educational policies, This paper adopts the research method of combining theory and practice. Firstly, it combs the relevant research, real-time policy and news reports, and then combines the current graduate enrollment index allocation scheme of many colleges and universities. It summarizes the clear understanding of the allocation scheme of graduate student enrollment index. Secondly, it compiles the interview outline and questionnaire of "Research on the Resource allocation of Graduate Student enrollment Index in Colleges and Universities", and combines with the different types of colleges and departments. The teaching staff of different disciplines and different posts were interviewed and questioned face to face. Then the data of 316 questionnaires were processed by SPSS and AMOS, and the hypotheses of the distribution of graduate enrollment index were verified. Finally, according to the results of the questionnaire survey, the paper makes a comprehensive analysis and induction of the difficulties and reasons faced by the allocation of graduate enrollment indicators in colleges and universities, and puts forward some relevant opinions and countermeasures. In the process of allocation of graduate enrollment indicators, colleges and universities are mainly assigned quantitatively according to the number of tutors and their post grades, and at the same time, they comprehensively consider the scientific research platform, research funds, project items and academic scientific research output of the teachers. In general, faculty members hold an approbatory attitude to the allocation scheme of graduate student enrollment index, but there are still challenges in some aspects. For this reason, the author puts forward several suggestions: 1) making clear the difference between departments and colleges in the allocation of enrollment index. (2) strengthening the subject layout of the assignment of enrollment index and enriching the examination and evaluation system of the allocation of enrollment index; 4) perfecting the competitive mechanism of the allocation of enrollment index.
