【摘要】： 學(xué)位與研究生教育作為教育的最高層次，其地位隨著社會、經(jīng)濟的發(fā)展顯 得越來越重要。對其進行專門研究也尤顯必要。本文分三個部分對學(xué)位與研究 生教育管理做了試探性的研究。第一部分，介紹了學(xué)位與研究生教育的產(chǎn)生與 發(fā)展，從國外學(xué)位與研究生的歷史和現(xiàn)狀中吸取了有益的經(jīng)驗；從我國學(xué)位與 研究生教育的產(chǎn)生、形成和發(fā)展中，既看到了我國學(xué)位與研究生教育的前進步 伐，也從中外對比中發(fā)現(xiàn)了我國學(xué)位與研究生教育管理方面存在的差距，完善 我國學(xué)位與研究生教育管理是必要的。第二部分，對現(xiàn)代學(xué)位與研究生教育的 目標(biāo)及其價值取向進行了探討。學(xué)位與研究生教育必須服務(wù)于知識經(jīng)濟對人才 的需求，服務(wù)于高等教育大眾化的需求，服務(wù)于實現(xiàn)人的最高自身價值的需求。 價值取向研究是目標(biāo)研究的延伸和具體化。實現(xiàn)學(xué)位與研究生教育目標(biāo)，必須 處理好博與專、理論與應(yīng)用、課程與論文、科學(xué)與人文的關(guān)系。第三部分，對 完善我國學(xué)位與研究生教育管理進行了對策性研究。這一研究從四個方面進 行。完善學(xué)位與研究生教育的法規(guī)建設(shè)，著重體現(xiàn)于法規(guī)的權(quán)威性、法規(guī)的完 備性、法律責(zé)任的明確規(guī)定性、法規(guī)效力的監(jiān)督性。健全學(xué)位與研究生教育的 管理體制，國家宏觀管理必須遵循規(guī)范性、有效性和服務(wù)性的原則。搞活學(xué)位 與研究生教育的運行機制，要處理好中央和地方、行政管理部門和研究生培養(yǎng) 單位以及培養(yǎng)單位和導(dǎo)師三個方面的關(guān)系。確立學(xué)位與研究生教育的考核、評 價體系，，為了提高評估的權(quán)威性、客觀公正性和科學(xué)民主性，需要建立評估中 介機構(gòu)，完善其功能，規(guī)范其行為。

The management of degree and postgraduate education in China is necessary. The second part is about the modern degree and graduate education.
The goal and its value orientation are discussed. Degree and graduate education must serve the knowledge-based economy for talents
The demand is to serve the needs of the higher education and to realize the highest self value of the person.
The study of value orientation is the extension and concretion of target research. It is necessary to realize the goal of degree and graduate education.
The third part is to deal with the relationship between science and technology, the theory and the application, the course and the thesis, the relationship between science and the humanities.
The research on the improvement of the degree and graduate education management in China has been carried out in four aspects.
The law construction of the degree and graduate education should be perfected, which is mainly embodied in the authority of the laws and regulations, and the regulations are finished.
The clarity of the legal responsibility, the supervision of the effectiveness of the law, and the improvement of the degree and postgraduate education
Management system, national macro management must follow the principles of standardization, effectiveness and service.
And the operation mechanism of postgraduate education should be handled well by the central and local areas, the administrative departments and the graduate students
The relationship between the unit and the three aspects of the training unit and the tutor. The assessment of the degree and graduate education is established.
The price system, in order to improve the authority of evaluation, objective justice and scientific democracy, needs to be established in the evaluation.
The intermediary, improve its function, regulate its behavior.
