【摘要】：浙江省在進(jìn)入由投資驅(qū)動(dòng)向創(chuàng)新驅(qū)動(dòng)轉(zhuǎn)變的重要時(shí)期,提出了以科技自主創(chuàng)新為主要內(nèi)容的“創(chuàng)新強(qiáng)省”戰(zhàn)略。科技自主創(chuàng)新有賴于體制與機(jī)制的創(chuàng)新,而有助于促進(jìn)多學(xué)科融合、加快科技創(chuàng)新、成果轉(zhuǎn)化和技術(shù)轉(zhuǎn)移速度的學(xué)術(shù)組織變革是科技體制創(chuàng)新的重要內(nèi)容。作為科技創(chuàng)新的基礎(chǔ)和主力軍力量的浙江省高等學(xué)校,開(kāi)展學(xué)科整合改造和新型組織設(shè)計(jì),主動(dòng)參與或牽頭組織面向區(qū)域性重要戰(zhàn)略、重大問(wèn)題的科研大平臺(tái)應(yīng)成為其自覺(jué)的使命與責(zé)任。大學(xué)研究院是高校為適應(yīng)科技自主創(chuàng)新新要求而作出的學(xué)術(shù)響應(yīng)。由于大學(xué)研究院匯聚大學(xué)多學(xué)科優(yōu)勢(shì),集產(chǎn)學(xué)研合作于一體,集技術(shù)創(chuàng)新、組織創(chuàng)新和制度創(chuàng)新于一體,因此,面對(duì)科技、經(jīng)濟(jì)、政治、文化和生態(tài)環(huán)境的挑戰(zhàn),在浙江省有條件的省屬高校舉辦大學(xué)研究院,是管理和開(kāi)發(fā)智力資源去生產(chǎn)、傳遞和開(kāi)發(fā)應(yīng)用知識(shí)財(cái)富的有效途徑。 本文通過(guò)查閱大學(xué)學(xué)術(shù)組織發(fā)展演變的相關(guān)文獻(xiàn),揭示出大學(xué)學(xué)術(shù)組織變革的學(xué)科邏輯,進(jìn)而提出大學(xué)研究院是高校響應(yīng)跨學(xué)科研究興起而進(jìn)行的組織創(chuàng)新;然后在整理浙江高�？鐚W(xué)科科研機(jī)構(gòu)發(fā)展概況的基礎(chǔ)上,對(duì)浙江省屬高校構(gòu)建大學(xué)研究院的必要性展開(kāi)討論;接著選取國(guó)內(nèi)兩個(gè)成功運(yùn)作的大學(xué)研究院案例——深圳清華大學(xué)研究院、浙江大學(xué)中國(guó)西部發(fā)展研究院進(jìn)行研究分析,歸納出創(chuàng)建大學(xué)研究院的基本條件、組織框架及運(yùn)行機(jī)制等經(jīng)驗(yàn)啟示;隨后,基于浙江高校研究院的可行性分析,提出可以在部分有條件的省屬高校中建立大學(xué)研究院,并對(duì)其目標(biāo)、定位及構(gòu)建模式等作出界定;最后,詳細(xì)設(shè)計(jì)了浙江高校研究院的組織架構(gòu)及運(yùn)行機(jī)制,并從政府、高校角度提出外部支撐對(duì)策。
[Abstract]:Zhejiang province is entering an important period from investment driven to innovation driven, and put forward a "innovation and strong province" strategy with the main content of scientific and technological innovation as the main content. Independent innovation of science and technology depends on the innovation of system and mechanism, and the transformation of academic organization that helps to accelerate multidisciplinary integration, speed up technological innovation, achievement transformation and technology transfer is an important part of technological system innovation. As the foundation and main force of technological innovation, Zhejiang colleges and universities should carry out disciplinary transformation and new organization design, and actively participate in or take the lead in organizing a large research platform for regional important strategies and major issues, which should be their conscious mission and responsibility. The University Research Institute is an academic response to the new requirements of the independent innovation of science and technology. Because the University Institute brought together university multidisciplinary cooperation, set in one set of technical innovation, organizational innovation and system innovation in the development, therefore, in the face of science and technology, economy, politics, culture and ecological environment challenges, conditions in the province of Zhejiang provincial colleges and universities held University Research Institute, is an effective way to manage and develop intelligence resources to the production, development and application of knowledge transfer of wealth.
