教育改革市場(chǎng)趨向中的政府責(zé)任研究

【摘要】:政府在國(guó)民教育中的公共責(zé)任是由教育的內(nèi)在特性及其效益作用和公眾對(duì)政府責(zé)任的確認(rèn)所決定的,而非教育服務(wù)的公共產(chǎn)品性質(zhì)。本文從分析政府在教育產(chǎn)業(yè)發(fā)展中的公共責(zé)任和教育服務(wù)的準(zhǔn)公共產(chǎn)品屬性入手,確認(rèn)政府在發(fā)展教育中承擔(dān)公共責(zé)任的理論依據(jù)所在,確認(rèn)教育改革市場(chǎng)趨向的邏輯起點(diǎn)及其可能性,進(jìn)而認(rèn)為在教育改革市場(chǎng)趨向中政府應(yīng)承擔(dān)起發(fā)展教育事業(yè),維護(hù)教育機(jī)會(huì)平等,保證教育權(quán)利實(shí)現(xiàn)的責(zé)任;同時(shí)還要以社會(huì)公共利益代言人的角色,充分利用市場(chǎng)和市場(chǎng)機(jī)制,提高教育產(chǎn)品服務(wù)的質(zhì)量和效益。但由于我國(guó)教育改革市場(chǎng)趨向的原動(dòng)力是減輕財(cái)政壓力和應(yīng)對(duì)教育高需求,改革措施往往是這兩種巨大壓力的誘致性產(chǎn)物,對(duì)教育市場(chǎng)化的內(nèi)在機(jī)理缺少充分的討論和把握,對(duì)教育市場(chǎng)化改革進(jìn)程缺少宏觀設(shè)計(jì),對(duì)教育市場(chǎng)化進(jìn)程中保障教育平等缺少制度性安排,在教育改革市場(chǎng)趨向中,注重社會(huì)資金的引入及收費(fèi)和價(jià)格機(jī)制的利用,而未著力于教育服務(wù)消費(fèi)者自主權(quán)和教育服務(wù)生產(chǎn)者自主權(quán)的實(shí)現(xiàn),以及教育市場(chǎng)競(jìng)爭(zhēng)機(jī)制的培育和確立,,雖通過各種改革措施擴(kuò)大了教育規(guī)模提高了經(jīng)濟(jì)效益,窮國(guó)辦起了大教育,但導(dǎo)致公立學(xué)校濫用壟斷權(quán)力,民辦學(xué)校欺詐性辦學(xué)及后續(xù)發(fā)展乏力,以及由亂收費(fèi)高學(xué)費(fèi)引致的教育公平問題日益突出,教育市場(chǎng)化競(jìng)爭(zhēng)機(jī)制尚未建立,政府教育公共責(zé)任已面臨危機(jī)。這些問題的產(chǎn)生是與教育市場(chǎng)化改革的舉措相伴而生的,要消除其不利影響,就必須充分認(rèn)知和把握政府在教育市場(chǎng)化改革中的定位和責(zé)任,認(rèn)清教育市場(chǎng)化改革的著力點(diǎn)和發(fā)展方向,充分重視教育市場(chǎng)化競(jìng)爭(zhēng)機(jī)制的建立和培育,充分重視教育平等制度的設(shè)計(jì)和落實(shí),進(jìn)一步利用競(jìng)爭(zhēng)機(jī)制發(fā)展壯大教育產(chǎn)業(yè)規(guī)模,提高教育服務(wù)的質(zhì)量和效益。
[Abstract]:The public responsibility of the government in the national education is determined by the inherent characteristics of education and its benefit function and the confirmation of the public responsibility of the government, rather than the nature of the public goods of the educational service. Starting with the analysis of the public responsibility of the government in the development of the education industry and the quasi-public product attribute of the educational service, this paper confirms the theoretical basis for the government to undertake the public responsibility in the development of education. The logical starting point and possibility of educational reform market trend are confirmed, and the government should assume the responsibility of developing education cause, maintaining equal educational opportunity and guaranteeing the realization of educational right. At the same time, we should make full use of the market and market mechanism to improve the quality and benefit of educational products and services. However, the original motive force of the market trend of education reform in our country is to reduce the financial pressure and to deal with the high demand of education. The reform measures are often the inductive products of these two kinds of great pressures, and the inherent mechanism of the education marketization is not fully discussed and grasped. There is a lack of macro design in the process of educational marketization reform, a lack of institutional arrangements to guarantee education equality in the process of educational marketization, and a focus on the introduction of social funds and the utilization of fee and price mechanisms in the educational reform market trend. But not focusing on the realization of consumer autonomy and producer autonomy of educational services, and the cultivation and establishment of competitive mechanism in the education market, although the scale of education has been expanded through various reform measures and the economic benefits have been improved. In poor countries, great education has been set up, but it has led to abuse of monopoly power in public schools, fraudulent running of private schools and lack of subsequent development, and the growing problem of educational fairness caused by excessive fees and high tuition fees. The market-oriented competition mechanism of education has not yet been established. The public responsibility of government education has been faced with crisis. The emergence of these problems is accompanied by the educational market-oriented reform. In order to eliminate its adverse effects, it is necessary to fully understand and grasp the position and responsibility of the government in the educational market-oriented reform. We should have a clear understanding of the focus and development direction of the market-oriented education reform, attach great importance to the establishment and cultivation of the educational market-oriented competitive mechanism, and pay full attention to the design and implementation of the educational equality system, and further utilize the competitive mechanism to develop and expand the scale of the educational industry. Improve the quality and efficiency of educational services.
