天津市塘沽區(qū)域教育政策個(gè)案研究

【摘要】:教育政策作為政府干預(yù)教育發(fā)展的重要手段,在現(xiàn)代社會(huì)中其對(duì)于教育發(fā)展的作用愈益重要。我國(guó)對(duì)于教育政策的研究雖然起步較晚,但是發(fā)展速度較快。在現(xiàn)有的教育政策研究中,對(duì)區(qū)縣教育政策的研究較少、重視不夠,與區(qū)縣教育在國(guó)家教育發(fā)展中的作用和地位不相匹配。區(qū)縣是我國(guó)行政區(qū)劃中最基本的行政單位,區(qū)縣是我國(guó)國(guó)民經(jīng)濟(jì)和社會(huì)發(fā)展最基本的獨(dú)立系統(tǒng)。按照我國(guó)教育管理體制實(shí)行的“基礎(chǔ)教育由地方負(fù)責(zé)、分級(jí)管理的原則”和義務(wù)教育“實(shí)行在國(guó)務(wù)院領(lǐng)導(dǎo)下,由地方政府負(fù)責(zé)、分級(jí)管理、以縣為主”的體制,國(guó)家全部基礎(chǔ)教育、大部分中等職業(yè)教育和小部分的高等職業(yè)教育的教育發(fā)展重任,就落在區(qū)縣這一級(jí)行政區(qū)域。因此,國(guó)家宏觀和省市中觀教育政策的貫徹落實(shí)也就主要依靠區(qū)縣。區(qū)縣執(zhí)行國(guó)家和省市教育政策的質(zhì)量和水平,決定了國(guó)家和省市教育政策目標(biāo)實(shí)現(xiàn)的質(zhì)量和水平,也決定了國(guó)家和省市教育發(fā)展的質(zhì)量和水平。 論文選取了一個(gè)具體的“區(qū)縣”,即天津塘沽區(qū)。在塘沽區(qū)域教育政策中選取教師獎(jiǎng)勵(lì)補(bǔ)貼政策、學(xué)校布局調(diào)整政策、校車午餐政策三個(gè)典型案例,通過自己對(duì)塘沽這個(gè)區(qū)域教育發(fā)展十年(2000-2009年)中三個(gè)具體教育政策案例的參與和觀察,努力展示三個(gè)政策從無到有、由淺入深,從不完善到完善的發(fā)展過程,盡力呈現(xiàn)區(qū)縣這個(gè)層面教育政策的動(dòng)態(tài)運(yùn)行場(chǎng)景,竭力描繪出區(qū)域教育政策的真實(shí)活動(dòng)畫面。 本文運(yùn)用質(zhì)的研究方法,利用自己“內(nèi)部人”的便利條件,運(yùn)用掌握的大量、豐富的第一手資料和珍貴的現(xiàn)場(chǎng)感受,把這三個(gè)具體的區(qū)域教育政策放到整個(gè)塘沽大區(qū)域的背景下來分析、解讀。文中分別通過對(duì)這三個(gè)政策的源起、發(fā)展、變化、結(jié)局等的“敘事”描述,反映三個(gè)政策制定實(shí)施過程中不同的矛盾運(yùn)行規(guī)律。塘沽教師獎(jiǎng)勵(lì)補(bǔ)貼政策是在國(guó)家和上級(jí)教師政策指引下、區(qū)域“主動(dòng)作為”的地方性政策,政策發(fā)展的過程中貫穿著政策不斷調(diào)適、漸進(jìn)發(fā)展的矛盾過程。塘沽學(xué)校布局調(diào)整政策是區(qū)域在執(zhí)行上級(jí)政策過程中,如何結(jié)合自身實(shí)際超越自我,整個(gè)政策過程貫穿著“如何使區(qū)域教育效益最大化”的區(qū)域政策指導(dǎo)思想。塘沽校車午餐政策是塘沽經(jīng)濟(jì)社會(huì)實(shí)力增強(qiáng)以后,區(qū)域關(guān)注和解決教育民生的個(gè)性化政策過程,反映了一個(gè)區(qū)域教育政策各方利益博弈的真實(shí)過程。 論文從三個(gè)區(qū)域教育政策的個(gè)案研究中,認(rèn)為區(qū)域教育政策具有相對(duì)獨(dú)立性、關(guān)聯(lián)性、自主性的本質(zhì)特征。同時(shí),還結(jié)合塘沽三個(gè)具體的政策案例對(duì)區(qū)域教育政策制定與實(shí)施過程中的漸進(jìn)調(diào)適、利益最大化、部門利益博弈等矛盾運(yùn)動(dòng)規(guī)律進(jìn)行深入的剖析。對(duì)教育行政部門領(lǐng)導(dǎo)、分管領(lǐng)導(dǎo)、政府一把手等政策關(guān)鍵人物在區(qū)域教育政策不同階段的重要職能和作用進(jìn)行展示、深描。最后從政策問題提出和確認(rèn)、政策方案制定、政策執(zhí)行與反饋調(diào)整等方面,全面總結(jié)了塘沽區(qū)域教育政策過程的成功運(yùn)行經(jīng)驗(yàn),同時(shí)也分析指出了當(dāng)前區(qū)域教育政策實(shí)踐中需要進(jìn)一步關(guān)注的主要問題。
[Abstract]:As an important means of government intervention education, education policy is more and more important in the modern society. The research of our country's education policy is very late, but the development speed is fast. In the present study of education policy, the study on the education policy of the district and county is less, the attention is not enough, and the role and position of the district and county education in the development of the national education do not match. The district county is the most basic administrative unit in the administrative division of our country, and the district county is the most basic independent system of the national economy and the social development of our country. An in-depth analysis of the law is carried out. In this paper, the successful operation experience of the process of the education policy in Tanggu is summarized from the aspects of policy issue and confirmation, policy formulation, policy implementation and feedback adjustment.
