論義務(wù)教育公共服務(wù)均等化政策取向——以山東省為例

【摘要】:公共經(jīng)濟(jì)學(xué)認(rèn)為義務(wù)教育屬于準(zhǔn)公共物品,應(yīng)由政府與市場(chǎng)共同提供。義務(wù)教育均等化是基本公共服務(wù)均等化的組成部分,是實(shí)現(xiàn)教育公平的重要途徑。財(cái)政助推機(jī)制、資源配置機(jī)制以及政策實(shí)施機(jī)制是義務(wù)教育公共服務(wù)均等化的實(shí)現(xiàn)機(jī)制?傮w上看,盡管山東省義務(wù)教育基本公共服務(wù)均等化水平在2005年之前有下降的趨勢(shì),但卻始終保持在0.8之上,即均等化程度還是較高的,但存在供給差異。實(shí)現(xiàn)山東省義務(wù)教育公共服務(wù)均等化的對(duì)策建議:完善財(cái)政支持機(jī)制保障義務(wù)教育公共服務(wù)均等化,改革山東省省級(jí)以下的財(cái)政轉(zhuǎn)移支付制度,繼續(xù)堅(jiān)持多渠道籌資發(fā)展義務(wù)教育的戰(zhàn)略思路;優(yōu)化資源配置機(jī)制推進(jìn)義務(wù)教育公共服務(wù)均等化,逐步實(shí)現(xiàn)義務(wù)教育資源配置的標(biāo)準(zhǔn)化,推進(jìn)城鄉(xiāng)中小學(xué)教師資源的均衡配置;建立健全義務(wù)教育公共服務(wù)均等化的政策實(shí)施機(jī)制,教育政策適當(dāng)向中西部?jī)A斜,建立與完善監(jiān)督機(jī)制,保證政策的實(shí)施效果。
[Abstract]:Public economics holds that compulsory education is a kind of quasi-public goods, which should be provided by the government and the market. The equalization of compulsory education is an integral part of the equalization of basic public services and an important way to realize the equity of education. Financial booster mechanism, resource allocation mechanism and policy implementation mechanism are the realization mechanism of equalization of public service in compulsory education. On the whole, although the level of basic public service equalization of compulsory education in Shandong Province has a downward trend before 2005, it has always remained above 0.8, that is, the degree of equalization is still relatively high, but there is a difference in supply. The countermeasures to realize the equalization of public services in compulsory education in Shandong Province are as follows: perfecting the financial support mechanism to ensure the equalization of public services in compulsory education, and reforming the financial transfer payment system below the provincial level in Shandong Province, We should continue to adhere to the strategic idea of multi-channel financing for the development of compulsory education, optimize the mechanism of allocation of resources to promote the equalization of public services in compulsory education, gradually realize the standardization of the allocation of compulsory education resources, and promote the balanced allocation of teachers' resources in urban and rural primary and secondary schools. We should establish and perfect the policy implementation mechanism of equalization of public service in compulsory education, the education policy should be inclined to the central and western regions, and establish and perfect the supervision mechanism to ensure the implementation effect of the policy.
