論義務教育公共服務均等化政策取向——以山東省為例

【摘要】:公共經(jīng)濟學認為義務教育屬于準公共物品,應由政府與市場共同提供。義務教育均等化是基本公共服務均等化的組成部分,是實現(xiàn)教育公平的重要途徑。財政助推機制、資源配置機制以及政策實施機制是義務教育公共服務均等化的實現(xiàn)機制?傮w上看,盡管山東省義務教育基本公共服務均等化水平在2005年之前有下降的趨勢,但卻始終保持在0.8之上,即均等化程度還是較高的,但存在供給差異。實現(xiàn)山東省義務教育公共服務均等化的對策建議:完善財政支持機制保障義務教育公共服務均等化,改革山東省省級以下的財政轉移支付制度,繼續(xù)堅持多渠道籌資發(fā)展義務教育的戰(zhàn)略思路;優(yōu)化資源配置機制推進義務教育公共服務均等化,逐步實現(xiàn)義務教育資源配置的標準化,推進城鄉(xiāng)中小學教師資源的均衡配置;建立健全義務教育公共服務均等化的政策實施機制,教育政策適當向中西部傾斜,建立與完善監(jiān)督機制,保證政策的實施效果。
[Abstract]:Public economics holds that compulsory education is a kind of quasi-public goods, which should be provided by the government and the market. The equalization of compulsory education is an integral part of the equalization of basic public services and an important way to realize the equity of education. Financial booster mechanism, resource allocation mechanism and policy implementation mechanism are the realization mechanism of equalization of public service in compulsory education. On the whole, although the level of basic public service equalization of compulsory education in Shandong Province has a downward trend before 2005, it has always remained above 0.8, that is, the degree of equalization is still relatively high, but there is a difference in supply. The countermeasures to realize the equalization of public services in compulsory education in Shandong Province are as follows: perfecting the financial support mechanism to ensure the equalization of public services in compulsory education, and reforming the financial transfer payment system below the provincial level in Shandong Province, We should continue to adhere to the strategic idea of multi-channel financing for the development of compulsory education, optimize the mechanism of allocation of resources to promote the equalization of public services in compulsory education, gradually realize the standardization of the allocation of compulsory education resources, and promote the balanced allocation of teachers' resources in urban and rural primary and secondary schools. We should establish and perfect the policy implementation mechanism of equalization of public service in compulsory education, the education policy should be inclined to the central and western regions, and establish and perfect the supervision mechanism to ensure the implementation effect of the policy.
