摘要:

針對美國部分中學懲戒失當?shù)默F(xiàn)實問題,《學校懲戒共識報告》建議采取多種方式創(chuàng)設有助于學習的環(huán)境,調(diào)動校內(nèi)外資源實施有針對性的行為干預,優(yōu)化學校與警務系統(tǒng)的伙伴協(xié)作,適當發(fā)揮法院和司法系統(tǒng)的作用,使學生管理更具支持性.《報告》啟示我國應確立以引導為主、懲戒為輔的學生管理立場,建立多層級的懲戒體系,在制度層面防止懲戒權濫用;多方聯(lián)動,打通壁壘,建立學生管理共同體;持續(xù)收集數(shù)據(jù),做好大數(shù)據(jù)時代的學生管理.

Abstract:

Facing the problems of school discipline, The School Discipline Consensus Report put forward splendid suggestions such as improving conditions for learning, implementing targeted behavioral interventions, building school-police partnership, and lessening the use of courts and juvenile justice. The enlightenments of the report are as follows:we should confirm the cultivating oriented student management, design multi-level discipline system, establish student management community, and carry out data-based student management in the big data era.
