從“外源型”均衡走向“內(nèi)生型”均衡——論城鄉(xiāng)教師資源均衡發(fā)展路徑

【摘要】:城鄉(xiāng)教師資源的不均衡狀態(tài)是阻礙城鄉(xiāng)教育均衡發(fā)展的重要瓶頸。為解決城鄉(xiāng)教師資源的均衡發(fā)展問題,"外源型"均衡發(fā)展模式主張依靠制度力量來推動外部的、城市的優(yōu)秀教師到農(nóng)村任教,以此來平衡城鄉(xiāng)之間的師資公平配置。"外源型"均衡發(fā)展模式的缺陷在于,單純依靠外部的師資輸入,難以保證輸入的教師在觀念上認同農(nóng)村文化和農(nóng)村教育,也難以保證他們能夠扎根于農(nóng)村學(xué)校,為農(nóng)村教育作出持久而穩(wěn)定的貢獻。建立一種"內(nèi)生型"均衡發(fā)展模式,可以避免單純依靠外部師資力量的輸入,而是通過多種途徑來有效地促進農(nóng)村教師的專業(yè)發(fā)展,吸收和培養(yǎng)屬于農(nóng)村學(xué)校自己的優(yōu)秀教師隊伍,從而變"外部輸入"為"內(nèi)生發(fā)展",促進城鄉(xiāng)教師資源的均衡發(fā)展。
[Abstract]:The unbalanced state of teachers' resources in urban and rural areas is an important bottleneck hindering the balanced development of urban and rural education. In order to solve the problem of balanced development of teachers' resources in urban and rural areas, the "exogenous" balanced development model advocates relying on institutional forces to promote external, urban excellent teachers to teach in rural areas, so as to balance the fair allocation of teachers between urban and rural areas. " The defect of exogenous "balanced development model" lies in the fact that it is difficult to ensure that the imported teachers can identify with rural culture and rural education in concept and that they can take root in rural schools simply by relying on external teachers' input. To make a lasting and stable contribution to rural education. The establishment of an "endogenetic" balanced development model can avoid relying solely on the input of external teachers, but effectively promote the professional development of rural teachers through a variety of ways. Absorbing and cultivating the excellent teachers who belong to the rural schools, thus changing "external input" into "endogenous development", and promoting the balanced development of teachers' resources in urban and rural areas.
