基于Preker-Harding模型的大型公共體育場(chǎng)館事業(yè)單位體制改革模式評(píng)價(jià)

【摘要】:采用典型案例調(diào)查法、專(zhuān)家訪(fǎng)談法,借鑒Preker-Harding模型理論對(duì)我國(guó)大型公共體育場(chǎng)館事業(yè)單位管理體制改革模式進(jìn)行評(píng)價(jià)。結(jié)果顯示,我國(guó)事業(yè)單位場(chǎng)館管理體制改革模式可總結(jié)為體制內(nèi)部改革模式、事業(yè)單位企業(yè)化管理改革模式、企事業(yè)并軌改革模式、BCO改革模式、"事轉(zhuǎn)企"改革模式、事業(yè)單位委托管理模式6種。結(jié)合Preker-Harding模型設(shè)計(jì)了評(píng)價(jià)的8個(gè)緯度。分析認(rèn)為,體制內(nèi)部改革模式、事業(yè)單位企業(yè)化管理改革模式屬于事業(yè)單位自主化運(yùn)營(yíng)模式,企事業(yè)并軌改革模式、BCO改革模式屬于管理機(jī)構(gòu)法人化模式,"事轉(zhuǎn)企"改革模式屬于企業(yè)法人模式,事業(yè)單位委托管理模式屬于委托法人化模式。4種模式在政府作為所有者和監(jiān)管者方面的職能不同,未來(lái)我國(guó)事業(yè)場(chǎng)館改革目標(biāo)和思路是分類(lèi)改革,改革方向的近期目標(biāo)是采用事業(yè)單位企業(yè)化管理模式,中期發(fā)展目標(biāo)是借鑒BCO管理改革模式,長(zhǎng)期發(fā)展目標(biāo)是完善委托管理模式。
[Abstract]:The typical case investigation method, expert interview method and Preker-Harding model theory are used to evaluate the management system reform mode of large public stadiums and gymnasiums in China. The results show that the reform mode of venue management system in public institutions in China can be summarized as the internal reform mode, the enterprise management reform mode, the enterprise and enterprise merger reform mode, the BCO reform mode and the "event to enterprise" reform mode. There are six modes of entrustment management in public institutions. Combined with Preker-Harding model, eight latitudes of evaluation are designed. It is considered that the reform mode within the system, the reform mode of enterprise management in public institutions belongs to the mode of independent operation of institutions, the mode of enterprise and enterprise reform, and the mode of BCO reform belongs to the mode of legalization of management institutions. The reform mode of "transforming affairs into enterprises" belongs to the mode of enterprise legal person, and the mode of entrustment management of public institutions belongs to the mode of entrustment legalization. The functions of the four models are different in terms of government as owner and regulator. In the future, the goal and train of thought of the reform of enterprise stadiums and gymnasiums in our country is classified reform, the short-term goal of the reform direction is to adopt the enterprise management mode of public institutions, and the medium-term development goal is to draw lessons from the BCO management reform mode. The long-term development goal is to improve the entrustment management model.
