【摘要】：本文主要通過對相關(guān)文獻資料的查閱和專家訪談法,以及對臺灣地區(qū)“國民運動中心”進行實地考察等方法,以分析PPP模式在臺灣“國民運動中心”的應(yīng)用及啟示為研究目標(biāo),主要研究臺灣地區(qū)近幾年快速發(fā)展的“國民運動中心”是如何使用PPP模式,了解其實施的環(huán)境,如政策環(huán)境、群眾基礎(chǔ)等,有助于更好的將PPP模式應(yīng)用于大陸地區(qū)體育場館提供啟發(fā)和借鑒。本文首先探討了PPP模式的定義、基本概念、應(yīng)用模式的分類及其基本特征。進而,論述了PPP模式在臺灣“國民運動中心”的具體應(yīng)用,這一部分討論了“國民運動中心”這一項目的特征,臺灣地區(qū)應(yīng)用PPP模式于“國民運動中心”的有利條件,PPP模式在“國民運動中心”中如何應(yīng)用等具體問題。通過分析研究了解到PPP模式在臺灣“國民運動中心”的應(yīng)用概況:1、政府對其提供政策支持;2、政府對其進行全程監(jiān)管指導(dǎo);3、政府為“國民運動中心”項目提供適量補助;4、政府向運營商收取權(quán)利金;5、政府與運營商嚴(yán)謹(jǐn)制定契約;6、政府組建專家團隊;7、運營商啟用專業(yè)人員。本篇論文通過研究PPP模式在臺灣“國民運動中心”中的應(yīng)用,認(rèn)為大陸地區(qū)公共體育場館運用PPP模式有如下7點啟示:1、完善相關(guān)政策支持,提供良好的政策環(huán)境;2、建立完善的法律制度,提供公平的法律環(huán)境;3、建立監(jiān)督管理機制,有效防止風(fēng)險的發(fā)生;4、運營權(quán)招標(biāo)前置,提供運營商參與建設(shè)體育場館的權(quán)利;5、邀請專家團隊輔導(dǎo),及時查漏補缺;6、提高運營團隊專業(yè)素質(zhì),促進體育場館運營效益;7、提供智能化互動服務(wù),滿足顧客需求。
[Abstract]:This paper mainly analyzes the application and enlightenment of PPP model in Taiwan's National Sports Center by means of consulting relevant literature and interview with experts, as well as on-the-spot investigation of "National Sports Center" in Taiwan, and so on, in order to analyze the application and enlightenment of the "National Sports Center" in Taiwan. This paper mainly studies how the "National Sports Center", which has developed rapidly in Taiwan in recent years, uses the PPP model to understand the environment in which it is implemented, such as the policy environment, the mass foundation, and so on. Help to better apply PPP model to mainland sports stadiums and stadiums to provide inspiration and reference. In this paper, we first discuss the definition, basic concept, classification and characteristics of PPP pattern. Furthermore, this paper discusses the concrete application of PPP model in Taiwan's "National Sports Center". In this part, it discusses the characteristics of the project "National Sports Center", and the favorable conditions of applying PPP model to "National Sports Center" in Taiwan. How to apply the PPP model in the National Sports Center. Through the analysis and research, we know the application of PPP model in Taiwan's National Sports Center: (1) the government provides policy support to it; (2) the government carries on the whole process supervision and guidance to it; (3) the government provides appropriate subsidies for the "National Sports Center" project; (4) the government collects royalties from the operators; (5) the government makes strict contracts with the operators; (6) the government forms an expert team; (7) the operators use professionals. By studying the application of PPP model in Taiwan's National Sports Center, this paper points out that the application of PPP model in public sports stadiums and stadiums in mainland China has 7 enlightenments as follows: (1) perfecting the relevant policy support and providing a good policy environment; (2) establish a perfect legal system to provide a fair legal environment; (3) establish a supervision and management mechanism to effectively prevent the occurrence of risks; 4, the right to invite tenders to provide operators with the right to participate in the construction of sports stadiums and stadiums; 5, invite expert team guidance, check the gaps in time; 6, improve the professional quality of the operation team, promote the operating efficiency of stadiums and stadiums; 7, provide intelligent interactive services to meet the needs of customers.
