【摘要】：公共體育事業(yè)是全民的事業(yè),是公共性得到最大限度彰顯的事業(yè)。公共體育文化作為公共體育服務(wù)的內(nèi)在價(jià)值,越來越受到人們的重視。國內(nèi)對(duì)體育文化的研究與實(shí)踐較多,但對(duì)“公共體育文化”一詞的并未涉及,相關(guān)研究也很少。本文采用文獻(xiàn)資料法、邏輯分析法、規(guī)范分析法、理論分析法,在公共體育服務(wù)視域下分析我國公共體育文化發(fā)展的理論基礎(chǔ),并以公共體育服務(wù)發(fā)展為研究背景,從物質(zhì)、制度、精神三個(gè)層面對(duì)公共體育文化發(fā)展現(xiàn)狀進(jìn)行研究。研究結(jié)論:第一,公共體育文化發(fā)展具有較好的理論基礎(chǔ)。如在特殊的公共體育文化發(fā)展時(shí)代背景下,具有客觀的理論依據(jù)、強(qiáng)有力的政策支持和與時(shí)俱進(jìn)的公共體育文化發(fā)展理念。第二,公共體育服務(wù)的發(fā)展仍然存在一定的問題。如公共體育服務(wù)和產(chǎn)品供給機(jī)制尚不健全,供給總量較低;優(yōu)質(zhì)公共體育產(chǎn)品缺位、功能不足、各地區(qū)間公共體育產(chǎn)品和服務(wù)供給發(fā)展失衡。第三,基于公共體育服務(wù)的公共體育文化在物質(zhì)、制度、精神層面都有一定程度的發(fā)展,但仍有不足。具體表現(xiàn)為:公共體育物質(zhì)文化發(fā)展的總體工作現(xiàn)狀良好,但公共體育設(shè)施建設(shè)和發(fā)展存在問題;缺乏公共體育文化行政機(jī)構(gòu),公共體育文化發(fā)展的法律保障體系健全,但弱勢群體公共體育利益的法律保障機(jī)制有待完善;大眾對(duì)于體育對(duì)人的深層價(jià)值與意義依然認(rèn)識(shí)不足,全社會(huì)缺少一個(gè)共守的公共體育精神。
[Abstract]:Public sports is the cause of the whole people, and it is the cause of publicity. As the intrinsic value of public sports service, public sports culture is paid more and more attention by people. There are many researches and practices on sports culture in our country, but the term "public sports culture" is not involved, and the related research is also few. This paper uses the methods of literature, logic analysis, normative analysis and theoretical analysis to analyze the theoretical basis of the development of public sports culture in the field of public sports service, and takes the development of public sports service as the research background. System, spirit of the three levels of public sports culture development status. Conclusions: first, the development of public sports culture has a good theoretical basis. For example, under the special background of the development of public sports culture, it has objective theoretical basis, strong policy support and the development concept of public sports culture. Second, there are still some problems in the development of public sports service. For example, the supply mechanism of public sports service and product is not perfect, the total quantity of supply is low, the high quality public sports product is absent, the function is insufficient, and the development of public sports product and service supply among different regions is out of balance. Third, the public sports culture based on public sports service has developed to a certain extent in material, institutional and spiritual aspects, but it still has some deficiencies. The concrete performance is as follows: the overall work situation of the material and cultural development of public sports is good, but there are some problems in the construction and development of public sports facilities; Lack of public sports culture administrative institutions, public sports culture development of the legal security system is sound, but the vulnerable groups of public sports interests of the legal protection mechanism needs to be improved; The general public still lacks understanding of the deep value and significance of sports to people, and the whole society lacks a common spirit of public sports.
