我國城鄉(xiāng)體育公共服務(wù)的均等化目標(biāo)及實現(xiàn)路徑

【摘要】：實現(xiàn)我國城鄉(xiāng)體育公共服務(wù)的均等化發(fā)展已成為政府和社會大眾的廣泛共識,但是,對于"均等化"的具體內(nèi)涵是什么以及如何實現(xiàn)均等化的目標(biāo),政府和學(xué)界尚無定論。運用規(guī)范分析與實證分析相結(jié)合的方式對城鄉(xiāng)體育公共服務(wù)均等化的內(nèi)涵進(jìn)行解析,提出我國城鄉(xiāng)體育公共服務(wù)均等化的邏輯軌跡應(yīng)是以社區(qū)為單位構(gòu)建城鄉(xiāng)體育公共服務(wù)的均等化發(fā)展。以第六次全國體育場地普查數(shù)據(jù)和國家體育總局發(fā)布的其他數(shù)據(jù)為基礎(chǔ)分析了我國城鄉(xiāng)在占有的體育場地數(shù)量、質(zhì)量和社會體育指導(dǎo)員等方面存在巨大差距,并闡釋造成這種差距的重要原因有城鄉(xiāng)二元結(jié)構(gòu)的發(fā)展模式、體育"舉國體制"和城鄉(xiāng)人口密度不同等。提出要構(gòu)建我國城鄉(xiāng)體育公共服務(wù)的路徑,包括在起點上確定以社區(qū)為單位構(gòu)建城鄉(xiāng)體育服務(wù)均等化這個戰(zhàn)略目標(biāo),在過程上要注重財政投入向農(nóng)村傾斜,在結(jié)果上注重社區(qū)的差異性和群眾的滿意度。
[Abstract]:The realization of equalization of urban and rural sports public services has become a widespread consensus between the government and the public. However, there is no final conclusion on what the specific connotation of equalization is and how to achieve the goal of equalization. With the combination of normative analysis and empirical analysis, the connotation of equalization of urban and rural sports public services is analyzed. The logical track of equalization of urban and rural sports public services in China should be the development of equalization of urban and rural sports public services based on community. Based on the data of the sixth National Sports Field Survey and other data released by the State Sports Administration, this paper analyzes the huge gap in the number, quality and social sports instructors of the sports venues occupied by urban and rural areas in China. The main reasons for this disparity are the development mode of urban-rural dual structure, the different sports "national system" and the urban and rural population density. This paper puts forward the strategic goal of constructing the urban and rural sports public service in our country, including establishing the equalization of urban and rural sports services based on community at the starting point, and paying attention to the financial input to the rural areas in the process of constructing the equalization of urban and rural sports services. Focus on the results of community differences and the satisfaction of the masses.
