【摘要】：殘疾人問題是目前世界關(guān)注的熱點(diǎn),發(fā)展殘疾人事業(yè)也納入我國“十三五”發(fā)展計(jì)劃內(nèi)�？v觀我國殘疾人體育發(fā)展現(xiàn)狀,雖整體取得不錯(cuò)成績(jī),但仍存在一些發(fā)展遲緩的項(xiàng)目,殘疾人羽毛球與其他殘疾人體育項(xiàng)目相比,發(fā)展形勢(shì)相差甚遠(yuǎn)。2015年四川成都成功承辦第9屆全國殘運(yùn)會(huì),羽毛球?qū)⑹状纬蔀?020年東京殘奧會(huì)比賽項(xiàng)目,國家和各省市開始重視殘疾人羽毛球發(fā)展。四川省經(jīng)歷震驚世界的2008年“5·12”汶川大地震和2013年“4·20”雅安地震,造成四川省殘疾人數(shù)量居我國首位,殘疾人在社會(huì)上仍遭受嘲諷、歧視、冷眼等各種不公平待遇。本文以四川省殘疾人羽毛球運(yùn)動(dòng)隊(duì)為研究對(duì)象,收集近兩屆省殘運(yùn)會(huì)羽毛球賽事資料,對(duì)四川省殘疾人羽毛球運(yùn)動(dòng)隊(duì)教練員、運(yùn)動(dòng)員、省殘運(yùn)會(huì)裁判長(zhǎng)、省殘聯(lián)宣文處處長(zhǎng)等進(jìn)行訪談,獲得相關(guān)資料運(yùn)用文獻(xiàn)資料、比較分析等方法進(jìn)行研究。目的:通過殘疾人羽毛球運(yùn)動(dòng)隊(duì)現(xiàn)狀發(fā)現(xiàn)隊(duì)伍面臨的問題,為其提出建設(shè)性的發(fā)展對(duì)策及相關(guān)政策、方針的制定提供參考依據(jù),促進(jìn)四川省殘疾人羽毛球事業(yè)適應(yīng)國家發(fā)展趨勢(shì)。結(jié)果:羽毛球不是殘奧會(huì)項(xiàng)目,不受政府重視;管理體制不科學(xué);缺少訓(xùn)練基地;教練員、后備人才缺失問題嚴(yán)重;賽事少,缺乏實(shí)戰(zhàn)經(jīng)驗(yàn);運(yùn)動(dòng)員生活無保障等問題。發(fā)展對(duì)策:1.發(fā)現(xiàn)拓寬資金來源途徑以增加自身財(cái)政儲(chǔ)備;2.重點(diǎn)先抓運(yùn)動(dòng)隊(duì)管理團(tuán)隊(duì)的建設(shè);3.號(hào)召公共體育場(chǎng)館配備無障礙設(shè)施,加大各市(州)訓(xùn)練基地建設(shè);4.加強(qiáng)教練隊(duì)伍組建,重視科研學(xué)習(xí);5.設(shè)立科學(xué)選拔機(jī)制培養(yǎng)后備人才;6.定期舉辦各種級(jí)別的賽事,促進(jìn)實(shí)戰(zhàn)經(jīng)驗(yàn)學(xué)習(xí);7.力爭(zhēng)向健全運(yùn)動(dòng)員保障體制看齊;8.為殘疾人羽毛球推廣建立完善的網(wǎng)絡(luò)宣傳平臺(tái)。結(jié)論:1.由近兩屆四川省殘運(yùn)會(huì)羽毛球賽事來看,其逐漸向好的趨勢(shì)發(fā)展。2.四川省殘疾人羽毛球代表隊(duì)缺少相應(yīng)的設(shè)施設(shè)備、管理機(jī)制等,政府應(yīng)加強(qiáng)完善隊(duì)伍面臨的以上缺陷。3.隊(duì)伍面臨新老交替階段,為適應(yīng)國際時(shí)勢(shì)的發(fā)展,省殘聯(lián)正大力重新籌建該隊(duì)伍。4.政府對(duì)殘疾人體育項(xiàng)目投入大量資金,但均用到殘奧會(huì)項(xiàng)目上,忽略了羽毛球的存在。面對(duì)羽毛球即將成為2020年殘奧會(huì)項(xiàng)目,開始受政府部門的重視,加強(qiáng)隊(duì)伍的選拔、推廣和宣傳。
[Abstract]:The disabled problem is a hot spot in the world at present, and the development of the disabled cause is also included in the 13th Five-Year Plan of our country. Looking at the present situation of sports development for the disabled in our country, although we have achieved good results on the whole, there are still some slow development events. Compared with other sports for the disabled, Chengdu, Sichuan Province successfully hosted the 9th National Paralympic Games in 2015, and badminton will become the first event of the Tokyo Paralympic Games in 2020. The country and provinces and cities have begun to attach importance to the development of badminton for the disabled. Sichuan Province experienced the 2008 "5 12" Wenchuan earthquake and the 2013 "4 20" Ya'an earthquake, which shocked the world. As a result, the number of people with disabilities in Sichuan Province ranks first in China, and people with disabilities are still being ridiculed and discriminated against in society. To treat unfairly with a cold eye. This article takes Sichuan disabled Badminton team as the research object, collects the recent two provincial Paralympic Games Badminton Games data, to Sichuan disabled Badminton team coaches, athletes, provincial disabled Badminton Association referee, The director of the propaganda Department of the Federation of disabled people's Republic of China, etc., conducted interviews, obtained relevant materials and used literature, comparative analysis and other methods to carry out research. Objective: to find out the problems faced by the disabled badminton teams in order to provide a reference for their constructive development countermeasures and related policies, as well as the formulation of the guidelines. To promote the disabled badminton industry in Sichuan Province to adapt to the trend of national development. Results: badminton is not a Paralympic event and is not attached importance to by the government; the management system is unscientific; the lack of training base; the lack of coaches and reserve talents; the lack of actual combat experience; and the lack of guarantee of athletes' life. Development countermeasures: 1. Find ways to broaden the source of funds to increase their own fiscal reserves; 2. Focus on the construction of sports team management team; 3. Call on public stadiums and gymnasiums to be equipped with barrier-free facilities and increase the construction of training bases in cities (states); 4. Strengthen the formation of coaches, attach importance to scientific research; 5. Set up scientific selection mechanism to train reserve talents; 6. Organize regular competitions at various levels to promote practical experience learning; 7. Strive to improve the athlete security system; 8. Establish a perfect network propaganda platform for the disabled badminton promotion. Conclusion: 1. From the recent two Sichuan Paralympic Games badminton events, the trend is gradually good. 2. The Sichuan disabled badminton team lacks the corresponding facilities, the management mechanism and so on, the government should strengthen the consummation team to face above defect.. The team faces new and old alternate stage, in order to adapt to the development of the international situation, the provincial disabled and disabled federation is vigorously preparing to build the team. 4. 4. The government has invested a lot of money in sports for the disabled, but the Paralympic Games have ignored the existence of badminton. In the face of badminton is about to become the 2020 Paralympic Games, the government began to attach importance to strengthen the team selection, promotion and publicity.
