【摘要】：全民健身運(yùn)動(dòng)是一項(xiàng)全民的事業(yè),規(guī)模宏大,在其組織管理上需要廣泛調(diào)動(dòng)各種社會(huì)力量,才能組織起波瀾壯闊的全民健身活動(dòng)。高度集中的體育行政管理體制,在新中國(guó)體育事業(yè)十分落后的情況下,曾經(jīng)起到過(guò)激活貧乏的社會(huì)資源,增強(qiáng)民眾的信任感,激發(fā)民眾的愛(ài)國(guó)熱情,增強(qiáng)社會(huì)凝聚力的積極作用。然而,在我國(guó)由計(jì)劃經(jīng)濟(jì)向市場(chǎng)經(jīng)濟(jì)過(guò)渡的時(shí)期,各種體育事業(yè)得到多元化發(fā)展,體育行政管理體制也在發(fā)生相應(yīng)的變化。政府職能轉(zhuǎn)變是推動(dòng)全民健身體系發(fā)展完善的根本前提和基礎(chǔ)保障,政府購(gòu)買服務(wù)的政策已經(jīng)出臺(tái)。由文化部、財(cái)政部、新聞出版廣電總局、體育總局草擬的《關(guān)于做好政府向社會(huì)力量購(gòu)買公共文化服務(wù)工作的意見(jiàn)》建議：到2020年,在全國(guó)基本建立比較完善的政府購(gòu)買大眾文化服務(wù)體系,構(gòu)成與經(jīng)濟(jì)社會(huì)發(fā)展程度相適應(yīng)、與人民群眾精神文化和體育健身需求相符合的大眾文化資源配置機(jī)制和供給機(jī)制。本文運(yùn)用社會(huì)學(xué)、管理學(xué)有關(guān)理論,堅(jiān)持“以人為本”的原則,通過(guò)項(xiàng)目評(píng)價(jià),結(jié)合社會(huì)體育活動(dòng)的具體內(nèi)容來(lái)分析和建立“社會(huì)體育項(xiàng)目資助評(píng)估指標(biāo)體系及實(shí)施辦法”,為我國(guó)全民健身事業(yè)政府購(gòu)買服務(wù)創(chuàng)新購(gòu)買方式、方法,為體育管理部門(mén)政府職能轉(zhuǎn)變以及全面健身運(yùn)動(dòng)的開(kāi)展提供理論與政策依據(jù)。本文主要運(yùn)用文獻(xiàn)資料法、專家調(diào)研法、調(diào)查法、數(shù)據(jù)統(tǒng)計(jì)法和層次分析法,從我國(guó)社會(huì)體育項(xiàng)目活動(dòng)的自身情況出發(fā),參考社會(huì)評(píng)估的知識(shí),研究得出：(1)我國(guó)社會(huì)體育項(xiàng)目資助評(píng)估原則應(yīng)遵循科學(xué)性原則、系統(tǒng)性原則、綜合性原則以及層次性原則。(2)我國(guó)社會(huì)體育項(xiàng)目資助評(píng)估體系包含一級(jí)指標(biāo)3個(gè),分別是：基本條件、組織管理與能力建設(shè)和特色與宗旨；二級(jí)指標(biāo)11個(gè),分別是：競(jìng)賽特征、覆蓋范圍競(jìng)技性、競(jìng)賽規(guī)模、競(jìng)賽經(jīng)費(fèi)、新聞宣傳、組織保障、項(xiàng)目運(yùn)作能力、安全保障、社會(huì)公益性、社會(huì)影響力以及持續(xù)發(fā)展性；32個(gè)三級(jí)指標(biāo)組成的社會(huì)體育活動(dòng)評(píng)估體系,并計(jì)算出各個(gè)指標(biāo)的權(quán)重。(3)社會(huì)體育項(xiàng)目資助評(píng)估實(shí)施辦法,從申請(qǐng)和實(shí)施方面提出了具體措施,包括資助條件、資助標(biāo)準(zhǔn)、申報(bào)程序和組織管理四個(gè)方面。
[Abstract]:The national fitness campaign is a nationwide undertaking with a large scale. In its organization and management, it is necessary to extensively mobilize various social forces in order to organize magnificent national fitness activities. The highly centralized system of sports administration and management, under the circumstances that the sports cause of New China is very backward, has played an important role in activating the poor social resources, enhancing the people's sense of trust, and arousing the people's patriotic enthusiasm. The positive role of enhancing social cohesion. However, in the period of transition from planned economy to market economy, various sports undertakings have been diversified and the system of sports administration is changing accordingly. The transformation of government function is the basic premise and basic guarantee to promote the development and perfection of the national fitness system. The proposal drafted by the Ministry of Culture, the Ministry of Finance, the General Administration of Press, publication, Radio, Film and Television, and the General Administration of Sports on how to do a good job in purchasing public cultural services from social forces: by 2020, In the whole country, a relatively perfect system of government purchasing mass culture service should be set up, which is suitable for the development of economy and society, and is in line with the people's spiritual culture and sports and fitness demand, and the allocation mechanism and supply mechanism of mass culture resources. Based on the theory of sociology and management, this paper adheres to the principle of "people-oriented", analyzes and establishes the "evaluation index system and implementation methods of social sports project support" through project evaluation and combined with the specific content of social sports activities. It provides a theoretical and policy basis for the transformation of government functions of sports management departments and the development of comprehensive fitness exercises. This article mainly uses the literature method, the expert investigation method, the data statistics method and the analytic hierarchy process, starts from our country social sports item activity own situation, consults the social appraisal knowledge, The conclusions are as follows: (1) the evaluation principles of social sports projects in China should follow the principles of science, systematization, comprehensiveness and hierarchy. (2) the evaluation system of social sports projects in China includes three first-grade indexes. They are: basic conditions, organizational management and capacity building, characteristics and purposes, 11 second-level indicators, which are: competition characteristics, scope of competition, competition scale, competition funds, news publicity, organizational security, project operation ability, Safety and security, social welfare, social influence and sustainable development; 32 three-level indicators of social sports evaluation system, and calculate the weight of each index. (3) the social sports project funding evaluation implementation method, Specific measures are put forward from the aspects of application and implementation, including funding conditions, funding standards, application procedures and organization management.
