【摘要】：隨著我國(guó)經(jīng)濟(jì)的不斷發(fā)展和綜合國(guó)力的不斷提升,體育各項(xiàng)事業(yè)也蓬勃發(fā)展,特別是2008年奧運(yùn)會(huì)后,對(duì)于體育場(chǎng)館的管理和利用問(wèn)題越來(lái)越引起人們的關(guān)注。高校體育場(chǎng)館資源是我國(guó)重要的社會(huì)資源之一,在高等教育工作和全民健身活動(dòng)中都發(fā)揮了極其重要的作用,因此對(duì)于高校體育場(chǎng)館的管理和經(jīng)營(yíng)也提出了更高的要求。本研究以北京體育大學(xué)體育場(chǎng)館為研究對(duì)象,以該場(chǎng)館的特點(diǎn)與日常運(yùn)行狀況為根本出發(fā)點(diǎn),在對(duì)其運(yùn)行情況進(jìn)行深入分析的基礎(chǔ)上,將風(fēng)險(xiǎn)管理基本理論與實(shí)際情況相結(jié)合,按照風(fēng)險(xiǎn)管理的基本步驟——風(fēng)險(xiǎn)識(shí)別、風(fēng)險(xiǎn)評(píng)估、風(fēng)險(xiǎn)應(yīng)對(duì)及監(jiān)控管理幾個(gè)方面,對(duì)北京體育大學(xué)場(chǎng)館運(yùn)行中的風(fēng)險(xiǎn)管理進(jìn)行了分析。通過(guò)使用文獻(xiàn)資料法、專(zhuān)家訪談法和實(shí)地考察法,本文先對(duì)風(fēng)險(xiǎn)管理的相關(guān)概念進(jìn)行了討論和界定,然后根據(jù)體育場(chǎng)館自身的特點(diǎn)對(duì)體育場(chǎng)館及高校體育場(chǎng)館相關(guān)概念進(jìn)行了梳理。對(duì)北京體育大學(xué)場(chǎng)館資源情況、管理體制與內(nèi)容及存在的問(wèn)題進(jìn)行了闡述,并通過(guò)日常工作經(jīng)驗(yàn)積累與專(zhuān)家訪問(wèn)的形式將北京體育大學(xué)場(chǎng)館運(yùn)行風(fēng)險(xiǎn)分為日常教學(xué)、對(duì)外開(kāi)放及舉辦大型活動(dòng)三個(gè)方面進(jìn)行分析,對(duì)每一方面存在的風(fēng)險(xiǎn)類(lèi)型進(jìn)行了確認(rèn)與評(píng)估,并提出了相應(yīng)的應(yīng)對(duì)措施。本文的主要結(jié)論有:高校體育場(chǎng)館風(fēng)險(xiǎn)管理的目的在于運(yùn)用風(fēng)險(xiǎn)理論指導(dǎo)實(shí)際管理工作,最大限度地降低場(chǎng)館運(yùn)行風(fēng)險(xiǎn)造成的各種損失,提高場(chǎng)館抗御風(fēng)險(xiǎn)的能力,實(shí)現(xiàn)場(chǎng)館運(yùn)行效益最大化;北京體育大學(xué)場(chǎng)館運(yùn)行現(xiàn)行的風(fēng)險(xiǎn)管理制度還未形成一定的體系,在場(chǎng)館配套設(shè)施設(shè)備及訓(xùn)練器材的管理與維護(hù)、場(chǎng)館安全與衛(wèi)生管理、人員配備、財(cái)務(wù)管理、日常活動(dòng)安排以及管理觀念上還存在著一定的問(wèn)題;北京體育大學(xué)場(chǎng)館日常運(yùn)行中發(fā)生頻率高且損失嚴(yán)重的風(fēng)險(xiǎn)種類(lèi)多表現(xiàn)為場(chǎng)館器材與設(shè)備的損壞,極易擾亂場(chǎng)館日常運(yùn)行秩序,要極力避免。對(duì)于其他頻率低損失相對(duì)較小的風(fēng)險(xiǎn)則要采用適當(dāng)?shù)姆椒▽p失降到最低;北京體育大學(xué)場(chǎng)館風(fēng)險(xiǎn)管理的主要任務(wù)是增強(qiáng)學(xué)校教職工的風(fēng)險(xiǎn)管理意識(shí),制定有效的風(fēng)險(xiǎn)管理計(jì)劃。
[Abstract]:With the development of our country's economy and the improvement of our overall national strength, sports undertakings are booming, especially after the 2008 Olympic Games, the management and utilization of stadiums and gymnasiums have attracted more and more attention. College stadiums and gymnasiums are one of the most important social resources in our country and have played an extremely important role in the work of higher education and national fitness activities. Therefore, higher requirements have been put forward for the management and management of university stadiums and gymnasiums. This research takes the Beijing Sports University stadiums and gymnasiums as the research object, taking the characteristics and the daily running condition of the stadiums as the basic starting point, combining the basic theory of risk management with the actual situation on the basis of the deep analysis of the running situation of the stadiums and gymnasiums. According to the basic steps of risk management, such as risk identification, risk assessment, risk response and supervision and management, this paper analyzes the risk management in the stadiums and gymnasiums of Beijing University of physical Education. Through the use of literature, expert interviews and field visits, this paper discusses and defines the related concepts of risk management. Then according to the characteristics of stadiums and gymnasiums, the related concepts of stadiums and gymnasiums in colleges and universities are combed. This paper expounds the resource situation, management system, contents and existing problems of Beijing University of physical Education, and divides the operational risks of Beijing University of physical Education into daily teaching through the accumulation of daily work experience and the visit of experts. This paper analyzes the three aspects of opening to the outside world and holding large-scale activities, confirms and evaluates the types of risks existing in each aspect, and puts forward corresponding countermeasures. The main conclusions of this paper are as follows: the purpose of the risk management of university stadiums and gymnasiums is to use the risk theory to guide the practical management, to minimize all kinds of losses caused by the running risks of the stadiums and to improve the ability of the stadiums to resist the risks. The current risk management system of Beijing University of physical Education has not yet formed a certain system for the management and maintenance of facilities and training equipment, the safety and hygiene management of the venues, and the staffing of the venues and stadiums. There are still some problems in financial management, daily activity arrangement and management concept. The risk of high frequency and serious loss in the daily operation of Beijing University of physical Education gymnasium is mostly manifested in the damage of facilities and equipment. It is easy to disturb the order of the daily operation of the venue, we should try our best to avoid it. For other risks with relatively low frequency loss, appropriate methods should be adopted to minimize the loss. The main task of the risk management of Beijing University of physical Education and Sports Stadium is to enhance the awareness of risk management among school staff. Develop an effective risk management plan.
