【摘要】：主要采用文獻(xiàn)資料法、實(shí)地調(diào)查法和訪談法,基于公共體育場(chǎng)館委托經(jīng)營(yíng)管理模式的相關(guān)理論、政策以及對(duì)多個(gè)項(xiàng)目的實(shí)踐比較分析,提出委托經(jīng)營(yíng)管理模式的應(yīng)用意義、需厘清的若干關(guān)鍵問題和發(fā)展建議,為創(chuàng)新體育場(chǎng)館管理體制與運(yùn)行機(jī)制提供理論參考。研究發(fā)現(xiàn):采用委托經(jīng)營(yíng)管理模式運(yùn)作公共體育場(chǎng)館,可以減輕財(cái)政壓力、提高場(chǎng)館運(yùn)營(yíng)效率、避免國(guó)有資產(chǎn)流失,盤活存量資源、擴(kuò)建增量場(chǎng)館。指出應(yīng)用委托經(jīng)營(yíng)管理模式需要厘清的關(guān)鍵問題:1)公共體育場(chǎng)館的屬性;2)公共體育場(chǎng)館財(cái)政政策;3)公共體育場(chǎng)館的服務(wù)內(nèi)容;4)公益性服務(wù)的結(jié)構(gòu)和價(jià)值補(bǔ)償;5)掠奪性經(jīng)營(yíng)等。建議政府應(yīng)加快制定運(yùn)營(yíng)方的準(zhǔn)入、退出標(biāo)準(zhǔn);完善公共體育場(chǎng)館委托受托契約體系;構(gòu)建公益性服務(wù)價(jià)值補(bǔ)償?shù)墓藏?cái)政目標(biāo)導(dǎo)向機(jī)制;協(xié)同運(yùn)營(yíng)方統(tǒng)籌公益性與經(jīng)營(yíng)性服務(wù);邀請(qǐng)運(yùn)營(yíng)方參與場(chǎng)館設(shè)計(jì);建立強(qiáng)有力的監(jiān)督約束機(jī)制。
[Abstract]:This paper mainly adopts the methods of literature, field investigation and interview, based on the related theory, policy and practice of many items, puts forward the application significance of the management mode of entrustment management, which is based on the related theory, policy and practice of many items in public stadiums and gymnasiums. Some key problems and development suggestions need to be clarified to provide theoretical reference for innovating the management system and operation mechanism of stadiums and gymnasiums. It is found that the management mode of entrustment can reduce the financial pressure, improve the efficiency of the stadiums operation, avoid the loss of state-owned assets, activate the resources of stock, and expand the incremental stadiums. The paper points out the key problems that need to be clarified in applying the management mode of entrustment management: 1) the attributes of public stadiums and stadiums, 2) the financial policies of public stadiums and stadiums, 3) the service contents of public stadiums and gymnasiums, 4) the structure and value compensation of public welfare services, 5) predatory management and so on. It is suggested that the government should speed up the formulation of the admission and exit standards of the operators, improve the trust contract system of public sports venues and stadiums, and construct a public financial goal-oriented mechanism for value compensation of public welfare services. Coordinate operators to coordinate public welfare and operational services; invite operators to participate in venue design; establish a strong supervisory and binding mechanism.
