【摘要】：2009年武漢市最早作為全國(guó)44個(gè)校園足球布局城市之一,2012年武漢市政府與中國(guó)足協(xié)簽訂了中國(guó)足球發(fā)展試點(diǎn)城市計(jì)劃。近四年的發(fā)展現(xiàn)在武漢市在校園足球和市足協(xié)青訓(xùn)工作有了一定的基礎(chǔ)。國(guó)家在提出體教結(jié)合的政策思想后,2014年正式大力推廣校園足球活動(dòng),并堅(jiān)持體教結(jié)合,這標(biāo)志著我國(guó)的足球在今后將發(fā)生實(shí)質(zhì)性的改革。在此背景下,國(guó)務(wù)院要求教育部推進(jìn)校園足球全面升級(jí),足球后備人才的培養(yǎng)方針隨之而轉(zhuǎn)變,使得當(dāng)下對(duì)研究校園足球和足球后備人才培養(yǎng)方式的研究的意義變得重大,本人針對(duì)校園足球活動(dòng)推廣和足球發(fā)展試點(diǎn)城市項(xiàng)目背景做了相應(yīng)研究,闡述在二者背景下武漢市區(qū)級(jí)青訓(xùn)中心成立的契機(jī)和運(yùn)行體系。目前武漢市在政府領(lǐng)導(dǎo)下,由教育部門與足管中心合作建立的區(qū)級(jí)青訓(xùn)中心正是兩者共同作用下,開(kāi)展校園足球與培養(yǎng)青少年足球后備人才結(jié)合的產(chǎn)物,其建立的意義不僅僅在于武漢市青少年人才的培養(yǎng),也在于促進(jìn)武漢市青少年足球整體水平,提升城市足球的魅力。本文章利用了文獻(xiàn)資料法、實(shí)地調(diào)查法、專家訪談法、問(wèn)卷調(diào)查法、數(shù)理統(tǒng)計(jì)法、邏輯分析法,對(duì)武漢市區(qū)級(jí)青訓(xùn)中心的整個(gè)工作內(nèi)容和運(yùn)行體系來(lái)進(jìn)行研究和分析,針對(duì)武漢市區(qū)級(jí)青訓(xùn)中心在建立和工作開(kāi)展中的,管理體系、政府部門的職能作用、訓(xùn)練與競(jìng)賽體系、人力資源、監(jiān)管體系以及保障體系等六個(gè)方面做了相應(yīng)的剖析。得出了在武漢市目前的區(qū)級(jí)青訓(xùn)中心在建立和工作中的一些結(jié)論:在武漢市目前的區(qū)級(jí)青訓(xùn)體系在管理體系上較完整,管理監(jiān)督單位在不同的系統(tǒng)中,體育部門和教育部門之間沒(méi)有形成相應(yīng)評(píng)價(jià)機(jī)制,對(duì)青訓(xùn)中心的提高訓(xùn)練管理有所疏忽。在人力資源方面,政府和社會(huì)加大經(jīng)費(fèi)投入,教練員基本滿足區(qū)級(jí)青訓(xùn)點(diǎn)的訓(xùn)練要求,但是隨著參訓(xùn)的學(xué)生的增加,教練員在補(bǔ)充人員方面存在著濫竽充數(shù)的情況。競(jìng)賽和訓(xùn)練方面,由于社會(huì)資源和經(jīng)費(fèi)的流動(dòng)導(dǎo)向,中心城區(qū)訓(xùn)練效果遠(yuǎn)遠(yuǎn)好于邊遠(yuǎn)城區(qū)。在校園足球的快速普及和政府的大力扶持,武漢市今年來(lái)足球聯(lián)賽越辦越紅火,聯(lián)賽組織達(dá)到千隊(duì)萬(wàn)人的規(guī)模。另外在監(jiān)督體系和保障體系方面做出了相應(yīng)的闡述和分析。最后根據(jù)武漢市目前區(qū)級(jí)青訓(xùn)中心的現(xiàn)狀和校園足球?qū)W校情況,全面總結(jié)武漢市區(qū)級(jí)青訓(xùn)中心整體的發(fā)展情況和存在的問(wèn)題。
[Abstract]:Wuhan was one of the first 44 campus football cities in China in 2009. In 2012, Wuhan Municipal Government and the Chinese Football Association signed a pilot city plan for the development of Chinese football. Nearly four years of development now Wuhan City in campus football and the City Football Association Youth Academy work has a certain basis. After putting forward the policy thought of combination of sports and education, in 2014, the country formally popularized the campus football activities and insisted on the combination of sports and education, which indicates that the football of our country will take place substantive reform in the future. In this context, the State Council has asked the Ministry of Education to promote the overall upgrading of campus football, and the training policy of football reserve talents has been changed, which makes the current research on campus football and football reserve talents training way become significant. Based on the background of the campus football promotion and football development pilot city project, this paper expounds the opportunity and operation system of the establishment of Wuhan district youth training center under the two background. At present, under the leadership of the government, the district youth training center, set up by the education department and the foot management center, is the product of the combination of the development of campus football and the training of youth football reserve talents. The significance of its establishment lies not only in the cultivation of youth talents in Wuhan, but also in promoting the overall level of youth football in Wuhan and enhancing the charm of urban football. This paper makes use of the methods of literature, field investigation, expert interview, questionnaire investigation, mathematical statistics and logic analysis to study and analyze the whole work content and operation system of Wuhan Youth training Center at district level. This paper analyzes the six aspects of Wuhan district youth training center in establishing and carrying out management system, function of government department, training and competition system, human resource, supervision system and security system. Some conclusions are drawn from the establishment and work of the current district youth training center in Wuhan: in Wuhan, the current district youth training system is relatively complete in management system, and the management supervision units are in different systems. There is no corresponding evaluation mechanism between sports department and education department, and neglect of improving training management in youth training center. In terms of human resources, the government and the society increase the investment, coaches basically meet the training requirements of district youth training points, but with the increase of students, coaches in the supplementary staff in the situation of making up the number. Competition and training, due to the flow of social resources and funds, the effect of central urban training far better than the remote urban areas. With the rapid popularization of campus football and the strong support of the government, the football league in Wuhan has become more and more popular this year, and the organization of the league has reached the scale of tens of thousands of people. In addition, the supervision system and the security system have made the corresponding elaboration and analysis. Finally, according to the current situation of Wuhan district youth training center and campus football school, the overall development and problems of Wuhan district youth training center are summarized.
