【摘要】：隨著我國體育事業(yè)的發(fā)展,各體育院校作為我國競技體育的重要組成以及學(xué)校體育發(fā)展的重點(diǎn)——全國體育院校的競技水平卻在這個(gè)發(fā)展的大洪流中略顯滯后,多數(shù)的體育院校經(jīng)濟(jì)水平停止不前,甚至在一定情況下還有退步。這些體育院校不僅面臨著生源質(zhì)量、數(shù)量的下滑,并且在校生也由于相關(guān)競賽制度的限制,陷入了無大賽可打的尷尬局面。參加比賽少,只參加由全國體院競賽協(xié)作會組織的四年一屆的全國體育院�；@球錦標(biāo)賽。2014年,國務(wù)院印發(fā)了《關(guān)于加快發(fā)展體育產(chǎn)業(yè)促進(jìn)體育消費(fèi)的若干意見》,對于此項(xiàng)工作國家體育總局高度重視,為此提出了打造“一校一品牌,一校一賽事”的全國體育院�；@球聯(lián)賽的競賽新模式,旨在嘗試體育院校賽事市場化運(yùn)作改革,加強(qiáng)后備人才的培養(yǎng)。國家體育總局科教司司長蔣志學(xué)在2015年6月5日的《全國體育院�；@球聯(lián)賽籌備會議》中指出:“我國已經(jīng)提出了建設(shè)體育強(qiáng)國的目標(biāo)。新時(shí)期發(fā)展體育產(chǎn)業(yè),“振興三大球”已經(jīng)上升至國家戰(zhàn)略層面。在體育深化改革,科學(xué)謀劃,市場化運(yùn)作的新形式下,作為培養(yǎng)專業(yè)體育人才的全國各大體育學(xué)院,應(yīng)當(dāng)創(chuàng)立自己的聯(lián)賽,并將它打造成為一個(gè)品牌。建立此項(xiàng)賽事也是貫徹落實(shí)國家體育總局提出的“一校一品牌,一校一賽事”的工作部署,并希望以此為契機(jī),真正意義上打造出全國體育院校競賽新模式,從而擴(kuò)大體育院校的社會影響力,打造有價(jià)值,有影響力的平臺”。他還指出,“建立全國體育院�；@球聯(lián)盟僅僅是一個(gè)開始,也是一個(gè)標(biāo)桿,我們要打響“第一炮”,為將來的排球聯(lián)賽、足球聯(lián)賽開好頭,鋪好路”。因此如何在現(xiàn)有資源基礎(chǔ)上,建立與完善SCBA的運(yùn)行機(jī)制,尤為重要。美國的NCAA經(jīng)過一百多年的不斷發(fā)展,發(fā)展成為全球最成功的體育賽事之一,其高效的賽事運(yùn)行機(jī)制是促進(jìn)NCAA良好發(fā)展的基礎(chǔ)。同樣作為大學(xué)生聯(lián)賽,SCBA與NCAA在管理機(jī)制、經(jīng)營模式等方面有著許多的相似之處,但SCBA與NCAA相比差距明顯,SCBA在管理機(jī)制、賽事機(jī)制、經(jīng)營模式機(jī)制等方面存在著許多制約發(fā)展的因素。通過對SCBA和NCAA運(yùn)行機(jī)制的對比,可以為SCBA籃球聯(lián)賽整體水平的提升提供經(jīng)驗(yàn)借鑒。本文通過文獻(xiàn)資料、專家訪談、實(shí)地考察法、對比分析法,綜合國內(nèi)外學(xué)者針對此問題或相關(guān)問題的研究,有針對性的提出SCBA運(yùn)行機(jī)制存在的問題,并針對這些問題提出針對性的建議。本文通過研究得出以下結(jié)論:1.競賽組織機(jī)構(gòu):在運(yùn)行過程中明確分化各委員會的責(zé)任和職權(quán),早日實(shí)現(xiàn)權(quán)管分離;完善規(guī)章制度;申請運(yùn)動員等級審批,成立運(yùn)動員等級審批委員會。2.競賽制度方面:邀請更多的院校參與到SCBA中來,對聯(lián)賽實(shí)行等級劃分;實(shí)行新的比賽賽制;對基層比賽進(jìn)行推廣,展開豐富多樣的比賽活動。3.運(yùn)營方式:構(gòu)建科學(xué)合理的人員培訓(xùn)體系;建立SCBA人才數(shù)據(jù)庫;完善運(yùn)作方式,拓寬經(jīng)濟(jì)來源。
[Abstract]:With the development of sports in our country, as an important component of competitive sports in our country and the key point of the development of school sports, the competitive level of the national sports colleges and universities lags behind in the great current of development. The economic level of most sports colleges and universities has stopped, and even retreated under certain circumstances. These physical education colleges not only face the decline of the quality and quantity of students, but also fall into the awkward situation of no contest due to the restriction of relevant competition system. Participate in fewer competitions, only participate in the National Sports Academy Competition Cooperation Association organized by the four-year National Sports Academy Basketball Championships. 2014, The State Council has issued several opinions on speeding up the Development of Sports Industry and promoting Sports consumption. The State Administration of Sports attaches great importance to this work and has therefore proposed to build a "one school, one brand". The new competition mode of the National Basketball League of Colleges and Universities is aimed at trying to reform the market-oriented operation of sports events in colleges and universities and strengthening the training of reserve talents. Jiang Zhixue, director of the Department of Science and Education of the State Sports Administration, pointed out in the "National Basketball League Preparatory meeting of Sports Colleges" on June 5, 2015: "China has put forward the goal of building a strong sports country." The development of sports industry in the new period, "vitalizing the three big balls" has risen to the level of national strategy. In the new form of sports reform, scientific planning and market-oriented operation, each major sports college in China, as a professional sports talent, should establish its own league and turn it into a brand. The establishment of this competition is also to carry out the work plan of "one school, one brand, one school and one event" proposed by the State Sports Administration, and hope to take this as an opportunity to truly create a new national sports academy competition model. In order to expand the social influence of physical education institutions, to create a valuable, influential platform. He also pointed out that "the establishment of the National Sports Academy Basketball League is only a start and a benchmark. We should start the first shot and make a good start and pave the way for the future volleyball league and football league." Therefore, it is very important to establish and perfect the operating mechanism of SCBA on the basis of existing resources. The United States NCAA has developed into one of the most successful sports events in the world after more than one hundred years of continuous development. Its efficient running mechanism is the foundation to promote the good development of NCAA. There are many similarities between SCBA and NCAA in management mechanism, management mode and so on, but the gap between SCBA and NCAA is obvious. There are many factors restricting the development of business model. Through the comparison of SCBA and NCAA, we can provide experience for the improvement of the whole level of SCBA basketball league. Based on the literature, experts interview, field investigation, comparative analysis, this paper synthesizes the domestic and foreign scholars' research on this or related problems, and puts forward the problems of SCBA operation mechanism. And to these problems put forward targeted recommendations. This paper draws the following conclusion: 1. Competition organization: in the process of operation clearly divided the responsibilities and powers of the various committees, realize the separation of authority and management at an early date; perfect the rules and regulations; apply for athletes' grade examination and approval, set up the athletes' grade examination and approval committee. Competition system: invite more colleges and universities to participate in the SCBA, to implement the division of the league; to implement the new competition system; to promote the grass-roots competition, to launch a rich variety of competition activities. 3. Operation mode: construct scientific and reasonable personnel training system; establish SCBA talent database; perfect operation mode and broaden economic source.
