德國體育戰(zhàn)略演進(jìn)的歷程、特征與啟示

【摘要】:從國家歷史演進(jìn)視角對(duì)德國體育戰(zhàn)略進(jìn)行研究,將德國體育戰(zhàn)略演進(jìn)歷程分為體操運(yùn)動(dòng)主導(dǎo)期、體育改革探索期、納粹思想膨脹期、東德西德并進(jìn)期與人本需求強(qiáng)化期5個(gè)階段,經(jīng)歷了軍國體育、政治性體育、種族化體育、人本體育等戰(zhàn)略思想的轉(zhuǎn)變。演進(jìn)特征體現(xiàn)在:戰(zhàn)略價(jià)值服務(wù)于國家發(fā)展,滿足了不同時(shí)期國家利益的需要;戰(zhàn)略重心從注重國家政治訴求到強(qiáng)調(diào)社會(huì)人本需求;戰(zhàn)略主體從國家主導(dǎo)到社會(huì)主導(dǎo);戰(zhàn)略缺陷體現(xiàn)為特定時(shí)期將體育作為國家意識(shí)形態(tài)工具,對(duì)人本需求關(guān)注不足。提出:我國體育戰(zhàn)略應(yīng)服務(wù)于國家發(fā)展戰(zhàn)略,滿足新時(shí)期國家利益的需要;體育戰(zhàn)略重心轉(zhuǎn)移到社會(huì)人本需求,推動(dòng)全民健身戰(zhàn)略價(jià)值釋放;政府職能向調(diào)控型與服務(wù)型轉(zhuǎn)變,發(fā)揮社會(huì)市場在體育發(fā)展中的主導(dǎo)作用。
[Abstract]:This paper studies German sports strategy from the perspective of national historical evolution, and divides the evolution of German sports strategy into three periods: the leading period of gymnastics, the period of sports reform and exploration, the period of Nazi ideology expansion. The five stages of East Germany and West Germany and the strengthening period of humanism demand have experienced the changes of military sports, political sports, race sports, humanistic sports and so on. The evolution features are as follows: the strategic value serves the national development and meets the needs of the national interests in different periods; the strategic focus is from paying attention to the political appeal of the country to emphasizing the social humanism demand, the strategic subject from the state leading to the social leading; The strategic defect is that sports is regarded as a tool of national ideology in a specific period, and attention to human-oriented needs is not enough. The paper puts forward that the sports strategy of our country should serve the national development strategy and meet the needs of the national interests in the new period; the focus of the sports strategy should be shifted to the demand of social humanism to promote the release of the value of the national fitness strategy; the government function should be changed to the type of regulation and service. Give play to the leading role of the social market in the development of sports.
