【摘要】：在加快經(jīng)濟(jì)轉(zhuǎn)型升級、推進(jìn)供給側(cè)改革的今天,體育產(chǎn)業(yè)在建設(shè)健康中國、推動經(jīng)濟(jì)轉(zhuǎn)型升級能發(fā)揮重大作用,湖南目前也處于經(jīng)濟(jì)轉(zhuǎn)型的爬坡過坎時期,體育產(chǎn)業(yè)發(fā)展面臨重要戰(zhàn)略機(jī)遇。因此,研究討論湖南省政府如何更好更快地發(fā)展體育產(chǎn)業(yè)顯得尤為迫切和重要。本文綜合運(yùn)用文獻(xiàn)研究法、訪談法和對比分析法,闡述了美國政府、英國政府和日本政府在體育產(chǎn)業(yè)發(fā)展中所采用的政策,著重分析了中國政府和體育產(chǎn)業(yè)發(fā)展優(yōu)秀的地方政府在體育產(chǎn)業(yè)發(fā)展中的職能,提煉出這些國家和地方在發(fā)展體育產(chǎn)業(yè)時可供湖南借鑒的方法。在分析湖南省體育產(chǎn)業(yè)發(fā)展現(xiàn)狀和面臨問題的基礎(chǔ)上,解析湖南省政府在發(fā)展體育產(chǎn)業(yè)所面臨問題的原因,提出:第一,發(fā)達(dá)國家和地區(qū)政府在體育產(chǎn)業(yè)發(fā)展中的職能作用可以為湖南省政府發(fā)展體育產(chǎn)業(yè)提供有利的經(jīng)驗(yàn)借鑒。他們在發(fā)展體育產(chǎn)業(yè)的過程中對編制體育產(chǎn)業(yè)規(guī)劃的重視、對體育產(chǎn)業(yè)門類和主導(dǎo)產(chǎn)業(yè)的恰當(dāng)選擇和對財政金融等經(jīng)濟(jì)手段著重運(yùn)用是湖南省政府發(fā)展體育產(chǎn)業(yè)可借鑒方法;第二,湖南省的體育產(chǎn)業(yè)有鮮明的地方特色,成立了全國首家省級體育產(chǎn)業(yè)集團(tuán),體育傳媒業(yè)在全國占據(jù)重要地位,體育賽事發(fā)展勢頭良好,在建立與我省經(jīng)濟(jì)發(fā)展水平相適應(yīng)的體育產(chǎn)業(yè)體系有所建樹。第三,體育產(chǎn)業(yè)的發(fā)展是一個動態(tài)的遞進(jìn)過程,湖南省政府針對體育產(chǎn)業(yè)不同的發(fā)展階段采取多元的政策措施,在起步階段充分發(fā)揮引導(dǎo)作用,重塑體育產(chǎn)業(yè)發(fā)展核心理念,優(yōu)化體育產(chǎn)業(yè)發(fā)展環(huán)境,深化體育產(chǎn)業(yè)內(nèi)部組織改革;在發(fā)展階段充分發(fā)揮助推作用,按區(qū)域?qū)嵤┎煌恼?構(gòu)建特色體育產(chǎn)業(yè)集群,加強(qiáng)和改進(jìn)體育產(chǎn)業(yè)統(tǒng)計工作;在成熟階段充分發(fā)揮協(xié)調(diào)作用,加速體育產(chǎn)業(yè)與相關(guān)產(chǎn)業(yè)的融合,重視體育人才的培養(yǎng),培養(yǎng)多元市場主體;在改革期充分發(fā)揮服務(wù)作用,政府應(yīng)逐漸淡化其職能,淡出體育產(chǎn)業(yè)的發(fā)展過程,將其交給市場。同時積極構(gòu)筑服務(wù)平臺,服務(wù)于科技進(jìn)步與自主創(chuàng)新。
[Abstract]:In order to accelerate the economic transformation and upgrade, promote the supply side reform today, the sports industry in building healthy China and promoting the economic transformation and upgrading can play a significant role. Hunan is also in the period of economic transformation, the development of sports industry is facing important strategic opportunities. Therefore, the research and discussion on how the Hunan provincial government is better and faster development. The sports industry is particularly urgent and important. This paper, using the literature research method, the interview method and the comparative analysis method, expounds the policies adopted by the American government, the British government and the Japanese government in the development of the sports industry, and emphatically analyzes the functions of the local government in the development of the sports industry in the development of the Chinese government and the sports industry. Based on the analysis of the current situation and problems facing the sports industry in Hunan Province, this paper analyzes the reasons for the problems faced by the Hunan provincial government in the development of sports industry, and puts forward the functions and functions of the developed countries and regional governments in the development of sports industry on the basis of the analysis of the current situation and problems facing the sports industry in Hunan. It can provide useful experience for Hunan provincial government to develop sports industry. In the process of developing sports industry, they pay attention to the planning of sports industry, the proper selection of sports industry categories and leading industries and the use of financial and financial means, which can be used for reference by Hunan provincial government to develop sports industry; Two, the sports industry in Hunan province has distinctive local characteristics, and the first provincial sports industry group has been set up. Sports media industry occupies an important position in the whole country. The sports events have a good momentum of development and the sports industry system is built to adapt to the economic development level of our province. Third, the development of sports industry is a dynamic one. In the process of progressive development, the government of Hunan province takes multiple policy measures in accordance with the different development stages of the sports industry, fully plays the guiding role in the starting stage, reinventing the core concept of sports industry development, optimizing the development environment of sports industry, deepening the internal organization reform of the sports industry, giving full play to the boosting role in the development stage, and carrying out the regional implementation. The same policy, construction of special sports industry cluster, strengthen and improve the sports industry statistical work; fully play the coordination role in the mature stage, accelerate the integration of sports industry and related industries, pay attention to the training of sports talents, and train the multi market main body. In the period of reform, the government should gradually desalination its function and fade out. The development process of education industry is handed over to the market. At the same time, the service platform is actively built to serve technological progress and independent innovation.
