【摘要】：當(dāng)前,我國(guó)正處于全面建成小康社會(huì)的關(guān)鍵期。體育體制改革的不斷深入與競(jìng)技網(wǎng)球向職業(yè)化方向發(fā)展的確立,改變了競(jìng)技網(wǎng)球后備人才培養(yǎng)的政治和經(jīng)濟(jì)條件。習(xí)慣了在計(jì)劃經(jīng)濟(jì)體制下運(yùn)行的我國(guó)競(jìng)技網(wǎng)球后備人才培養(yǎng),如何適應(yīng)新環(huán)境與新形勢(shì),使我國(guó)競(jìng)技網(wǎng)球后備人才培養(yǎng)蓬勃發(fā)展,是近年來(lái)業(yè)界關(guān)注的一個(gè)熱點(diǎn)問(wèn)題,也是學(xué)術(shù)理論界一直在研究的課題。本文采用文獻(xiàn)資料法、專家訪談法、問(wèn)卷調(diào)查法、比較分析法及邏輯分析法等研究方法相結(jié)合,從資源配置與利益目標(biāo)的角度出發(fā),分析討論了我國(guó)競(jìng)技網(wǎng)球后備人才培養(yǎng)模式中的資源配置方法與利益目標(biāo)之間的關(guān)系及影響;分析了計(jì)劃經(jīng)濟(jì)時(shí)期和市場(chǎng)經(jīng)濟(jì)體制對(duì)我國(guó)競(jìng)技網(wǎng)球后備人才培養(yǎng)模式的影響;揭示了在“路徑依賴”的情況下,我國(guó)競(jìng)技網(wǎng)球后備人才培養(yǎng)模式的選擇目標(biāo)。通過(guò)論述分析,本文認(rèn)為,競(jìng)技網(wǎng)球后備人才培養(yǎng)是不同的資源配置方法與各級(jí)培養(yǎng)主體追求不同利益目標(biāo)的過(guò)程。資源的配置方法由所屬經(jīng)濟(jì)體制決定,不同利益目標(biāo)分別由“國(guó)家利益”和“經(jīng)濟(jì)利益”組成。目前我國(guó)主要的競(jìng)技網(wǎng)球后備人才培養(yǎng)模式是財(cái)政機(jī)制模式、主要的利益目標(biāo)是“國(guó)家利益”。在有關(guān)國(guó)家和地區(qū),競(jìng)技網(wǎng)球后備人才培養(yǎng)是通過(guò)良好的政策與完善的法規(guī)體系,政府進(jìn)行適當(dāng)干預(yù),資源由社會(huì)組織與市場(chǎng)進(jìn)行配置,形成學(xué)校與俱樂(lè)部共同追求經(jīng)濟(jì)利益最大化的競(jìng)技網(wǎng)球后備人才培養(yǎng)模式。研究認(rèn)為,根據(jù)我國(guó)國(guó)情并遵循職業(yè)網(wǎng)壇的運(yùn)行規(guī)律,在初級(jí)與高級(jí)階段植入“國(guó)家利益”至上的價(jià)值觀,承認(rèn)“市場(chǎng)化”模式的“經(jīng)濟(jì)利益”至上的價(jià)值觀。在投資方面采用財(cái)政機(jī)制干預(yù)與市場(chǎng)機(jī)制相結(jié)合的“多樣化”資源配置方法。在培養(yǎng)渠道方面采用國(guó)家培養(yǎng)與市場(chǎng)體系相結(jié)合的“多樣化”渠道。“多樣化模式”不僅有利于內(nèi)部各級(jí)培養(yǎng)主體的利益統(tǒng)一,還能為網(wǎng)球運(yùn)動(dòng)的普及奠定良好的外部環(huán)境。
[Abstract]:At present, our country is in the key period of building a well-off society in an all-round way. The deepening of the sports system reform and the establishment of the professional development of competitive tennis have changed the political and economic conditions for the training of competitive tennis reserve talents. It is a hot issue that the industry pays attention to how to adapt to the new environment and the new situation, and how to develop the reserve talents of competitive tennis in our country, which is used to run under the planned economy system, and how to train the reserve talents of competitive tennis in our country in recent years. Also is the academic theory circle has been studying the topic. This paper combines the methods of literature, expert interview, questionnaire investigation, comparative analysis and logic analysis, and sets out from the angle of resource allocation and benefit goal. This paper analyzes and discusses the relationship and influence between the resource allocation method and the benefit goal in the training mode of reserve talents of competitive tennis in China, and analyzes the influence of planned economy period and market economy system on the training mode of reserve talents of competitive tennis in China. Under the condition of "path dependence", the selection goal of reserve talents training mode of competitive tennis in China is revealed. Through discussion and analysis, this paper holds that the training of competitive tennis reserve talents is a process of different resource allocation methods and different interest objectives pursued by all levels of training subjects. The allocation method of resources is determined by the economic system, and the different benefit objectives are composed of "national interest" and "economic interest" respectively. At present, the main training mode of reserve talents of competitive tennis in our country is the mode of financial mechanism, and the main benefit target is "national interest". In the relevant countries and regions, the training of competitive tennis reserve talents is through good policies and perfect legal system, the government carries out appropriate intervention, and the resources are allocated by social organizations and markets. Form the training model of reserve talents of competitive tennis which school and club pursue economic benefit maximization together. According to the situation of our country and the rule of professional tennis, the author puts forward the value of "national interest" in the primary and advanced stage, and recognizes the "economic benefit" value of "market-oriented" mode. In the aspect of investment, the method of "diversification" resource allocation which combines financial mechanism intervention with market mechanism is adopted. In the cultivation channel, the national training and market system combined with the "diversified" channels. The "diversification mode" is not only conducive to the unity of the interests of all levels of training subjects, but also provides a good external environment for the popularization of tennis.
