【摘要】：近年來(lái),我國(guó)青少年的體質(zhì)逐年下降,以校園體育為抓手,在學(xué)校舉行各種各樣的體育活動(dòng),以此作為突破口深化體育體制改革已是大勢(shì)所趨。中國(guó)足球整體水平近年來(lái)不斷下滑,作為發(fā)展根基的青少年培養(yǎng)更是跌入谷底。面對(duì)殘酷現(xiàn)實(shí),發(fā)展校園足球,吸引更多在校學(xué)生參與足球活動(dòng),成為中國(guó)足球力圖自救的破冰之旅。基于此,2009年4月,國(guó)家體育總局和教育部聯(lián)合下發(fā)了《關(guān)于開(kāi)展全國(guó)青少年校園足球活動(dòng)的通知》;2015年3月國(guó)家出臺(tái)了《中國(guó)足球改革發(fā)展總體方案》;2015年7月,教育部、國(guó)家發(fā)展與改革委員會(huì)、財(cái)政部、新聞出版廣電總局、體育總局、共青團(tuán)中央等6部委聯(lián)合出臺(tái)了《關(guān)于加快發(fā)展青少年校園足球的實(shí)施意見(jiàn)》,要求“把發(fā)展青少年校園足球作為落實(shí)立德樹(shù)人根本任務(wù)”。在此背景下,將瀘州市作為全國(guó)大多數(shù)三、四線城市的代表,對(duì)其青少年校園足球活動(dòng)開(kāi)展的場(chǎng)地經(jīng)費(fèi)硬件設(shè)施、學(xué)校管理者認(rèn)識(shí)、師資隊(duì)伍、學(xué)生家長(zhǎng)的態(tài)度以及學(xué)生參與度等為重點(diǎn)開(kāi)展調(diào)查研究,并提出相應(yīng)的意見(jiàn)與建議,為我國(guó)三、四線城市青少年校園足球的可持續(xù)發(fā)展提供提供一定的理論依據(jù)。本文采用文獻(xiàn)資料法、專家訪談法、歸納法和分析法等研究方法,通過(guò)對(duì)瀘州市40所青少年校園足球特色學(xué)校建設(shè)單位的調(diào)查分析,主要結(jié)論如下:(1)校園足球特色學(xué)校建設(shè)單位在經(jīng)費(fèi)投入、硬件設(shè)施上都有明顯進(jìn)步,省、市每年都有專項(xiàng)經(jīng)費(fèi)保障,但經(jīng)費(fèi)問(wèn)題特別是場(chǎng)地匱乏,仍是制約校園足球發(fā)展的瓶頸;(2)學(xué)校的管理者通過(guò)培訓(xùn)、學(xué)習(xí)等途徑,關(guān)于校園足球的認(rèn)識(shí)有了明顯的好轉(zhuǎn),但仍有個(gè)別領(lǐng)導(dǎo)只是流于形式,不夠重視;(3)教練員主要以年輕教師為主,熱愛(ài)足球有活力,但是教練員有資質(zhì)的較少,專業(yè)能力偏弱、執(zhí)教經(jīng)驗(yàn)欠缺是其短板;(4)學(xué)生家長(zhǎng)由于擔(dān)心踢球影響孩子的學(xué)習(xí)和孩子踢球的時(shí)候受傷;所以對(duì)校園足球活動(dòng)的開(kāi)展缺乏熱情,支持度不高;(5)學(xué)生的參與校園足球活動(dòng)的積極性非常高,但是建立行之有效的制度來(lái)保障學(xué)生踢球不影響學(xué)習(xí)以及避免參加足球運(yùn)動(dòng)受傷,仍是未來(lái)開(kāi)展校園足球所必須要解決的重要課題。
[Abstract]:In recent years, the physique of young people in our country has been declining year by year. It is the trend of the times to take campus sports as the starting point and hold various kinds of sports activities in the school as a breakthrough point to deepen the reform of sports system. The overall level of Chinese football has been declining in recent years, as the foundation of development of youth training is falling to the bottom. Facing the cruel reality, developing campus football and attracting more students to participate in football activities have become the ice-breaking journey of Chinese football trying to save itself. Based on this, in April 2009, the State General Administration of Sports and the Ministry of Education jointly issued the Circular on the Development of Youth School Football activities in China; in March 2015, the State issued the General Plan for the Reform and Development of Chinese Football; in July 2015, the Ministry of Education, the Ministry of Education, National Development and Reform Commission, Ministry of Finance, General Administration of Press, publication, Radio, Film and Television, General Administration of Sports, The Central Committee of the Communist Youth League and other six ministries and commissions jointly issued the "opinions on the implementation of speeding up the Development of Youth Campus Football", which called for "taking the development of juvenile campus football as the fundamental task of carrying out the task of building up people by virtue". In this context, Luzhou City is regarded as the representative of most of the third-and fourth-tier cities in the country. The hardware facilities of the site funds, the school administrators' understanding, and the teaching staff of its youth campus football activities, The attitude of parents and the degree of student participation are investigated and studied, and the corresponding opinions and suggestions are put forward, which provide a certain theoretical basis for the sustainable development of campus football in the third and fourth tier cities of our country. By using the methods of literature, expert interview, induction and analysis, this paper makes an investigation and analysis on the construction units of 40 schools with football characteristics on campus in Luzhou. The main conclusions are as follows: (1) the school construction units with campus football characteristics have made significant progress in investment and hardware facilities. The province and the city have special funds every year, but the funding problem, especially the lack of space, is not enough. It is still a bottleneck restricting the development of campus football. (2) through training, learning and other channels, school administrators have a clear improvement in the understanding of campus football, but there are still some leaders who are just mere formality. (3) coaches are mainly young teachers, love football has vitality, but coaches have less qualified, professional ability is weak, The lack of teaching experience is its weakness; (4) students' parents lack enthusiasm for campus football activities because they are worried about the impact of playing football on their children's study and injuries when their children play football. (5) students are highly motivated to participate in campus football activities, but an effective system is established to ensure that students play football without affecting their study and avoid injuries in football. It is still an important subject that must be solved to develop campus football in the future.
