【摘要】：青少年是祖國的未來、民族的希望,體育活動(dòng)在促進(jìn)青少年身心健康、體魄強(qiáng)健的過程中發(fā)揮著重要的作用,扮演著重要角色。青少年的體育活動(dòng)的開展問題歷來是黨和各級(jí)政府十分關(guān)心和高度重視的,分別從國家、國務(wù)院直屬部委、以及各地方政府層面先后頒布了一系列政策保障青少年體育活動(dòng)的開展,我們將這一系列政策總稱為青少年體育活動(dòng)促進(jìn)政策。目前在學(xué)術(shù)研究領(lǐng)域和實(shí)踐中都一致認(rèn)為,青少年體育活動(dòng)開展程度和開展范圍情況并不樂觀,這很大程度上與青少年體育活動(dòng)促進(jìn)政策未得到真正的執(zhí)行、實(shí)施有很大關(guān)系。公共政策學(xué)認(rèn)為,政策執(zhí)行是將政策理想變?yōu)楝F(xiàn)實(shí)的過程,政策執(zhí)行效力水平直接影響政策執(zhí)行的效果。由此可見,提升青少年體育活動(dòng)促進(jìn)政策執(zhí)行效力水平才是保障青少年體育活動(dòng)順利開展的根本所在。針對(duì)以上問題,本文采用文獻(xiàn)資料法、問卷調(diào)查法、比較分析法、政策模型法、專家訪談法來研究構(gòu)建青少年體育活動(dòng)促進(jìn)政策執(zhí)行效力模型,前期通過研究國家層面和國務(wù)院直屬部委層面出臺(tái)的青少年體育活動(dòng)促進(jìn)政策執(zhí)行現(xiàn)狀,找出政策執(zhí)行過程中存在的問題。以公共政策執(zhí)行理論中“米德—霍恩的系統(tǒng)模型”和“中國公共政策執(zhí)行效力模型”作為構(gòu)建青少年體育活動(dòng)促進(jìn)政策執(zhí)行效力的依據(jù),以此來確定青少年體育活動(dòng)促進(jìn)政策執(zhí)行效力的影響因素,初步構(gòu)建青少年體育活動(dòng)促進(jìn)政策執(zhí)行效力模型。在此基礎(chǔ)上通過與青少年領(lǐng)域和體育管理領(lǐng)域的專家進(jìn)行訪談,結(jié)合專家意見對(duì)青少年體育活動(dòng)促進(jìn)政策執(zhí)行效力模型要素及要素間的關(guān)系進(jìn)行分析和調(diào)整,優(yōu)化初步構(gòu)建的模型,最終形成青少年體育活動(dòng)促進(jìn)政策執(zhí)行效力模型。通過分析,青少年體育活動(dòng)促進(jìn)政策執(zhí)行效力模型中包含五個(gè)要素:即政策執(zhí)行主體、政策本身、政策執(zhí)行方式、政策資源、政策環(huán)境。在此基礎(chǔ)上,本文對(duì)提升青少年體育活動(dòng)政策促進(jìn)政策執(zhí)行效力,提出以下建議:提高政策執(zhí)行主體的執(zhí)行能力、改進(jìn)政策本身使其更具有科學(xué)性和合理性、創(chuàng)新政策執(zhí)行方式、強(qiáng)化政策資源的保障作用、優(yōu)化政策環(huán)境、建立政策執(zhí)行監(jiān)督評(píng)估機(jī)制。本文研究構(gòu)建的青少年體育活動(dòng)促進(jìn)政策執(zhí)行效力模型研究有助于了解并掌握青少年體育活動(dòng)促進(jìn)政策執(zhí)行效力影響因素,以期為決策管理部門更好地貫徹執(zhí)行青少年體育活動(dòng)促進(jìn)政策提供參考與借鑒。
[Abstract]:Youth is the future of the motherland, the hope of the nation, sports activities in promoting the physical and mental health of young people in the process of playing an important role. The issue of the development of youth sports activities has always been of great concern and great importance to the Party and governments at all levels, from the state and the State Council directly under the ministries and commissions, And the local government level has promulgated a series of policies to ensure the development of youth sports activities, we will call this series of policies to promote youth sports activities. At present, it is agreed in academic research and practice that the extent and scope of adolescent sports activities are not optimistic, which to a large extent is related to the implementation of the promotion policy of youth sports activities. In the view of public policy, policy implementation is the process of turning policy ideal into reality, and the level of policy implementation effectiveness directly affects the effect of policy implementation. It can be seen that promoting the effective level of policy implementation of youth sports activities is the fundamental to ensure the smooth development of youth sports activities. In view of the above problems, this paper uses the methods of literature, questionnaire, comparative analysis, policy model and expert interview to study and construct the effective model of adolescent sports activities to promote policy implementation. In the early stage, through studying the current situation of promoting the implementation of the policy at the national level and the level of the department directly under the State Council, we can find out the existing problems in the process of policy implementation. Based on the system model of Meader-Horne and the effectiveness Model of Chinese Public Policy implementation in the theory of public policy implementation, it is the basis of constructing adolescent sports activities to promote the effectiveness of policy implementation. In order to determine the effect of adolescent sports activities to promote the effectiveness of policy implementation factors, preliminary construction of adolescent sports activities to promote the effectiveness of policy implementation model. On this basis, through interviews with experts in the field of youth and sports management, and combining with expert opinions, this paper analyzes and adjusts the factors and the relationships among the factors of the model of the effectiveness of adolescent sports activities in promoting policy implementation. Optimize the initial model, and finally form the adolescent sports activities to promote the effectiveness of policy implementation model. Through the analysis, there are five elements in the model of promoting the effectiveness of policy implementation: the main body of policy implementation, the policy itself, the mode of policy implementation, the policy resources and the policy environment. On this basis, this paper puts forward the following suggestions to promote the policy implementation effectiveness of adolescent sports activities policy: to improve the executive ability of the policy executive body, to improve the policy itself to make it more scientific and reasonable. Innovation of policy execution, strengthening of policy resources, optimization of policy environment, establishment of policy implementation supervision and evaluation mechanism. The research on the model of adolescent sports promotion policy implementation effectiveness is helpful to understand and understand the factors that affect adolescent sports promotion policy implementation effectiveness. The aim is to provide reference and reference for the decision-making management department to carry out the policy of promoting adolescent sports activities.
