長(zhǎng)春市高校體育場(chǎng)館管理存在問(wèn)題及解決對(duì)策研究

【摘要】:本研究以文獻(xiàn)資料法、調(diào)查法、數(shù)理統(tǒng)計(jì)法為基礎(chǔ),對(duì)長(zhǎng)春市16所本科高校的體育場(chǎng)館管理現(xiàn)狀進(jìn)行了實(shí)地調(diào)查,從管理人員情況、制度建設(shè)情況、管理方式及對(duì)外開(kāi)放管理四方面進(jìn)行了現(xiàn)狀分析,提煉管理方面存在的突出問(wèn)題,并提出了可供長(zhǎng)春市高校體育場(chǎng)館管理借鑒的對(duì)策。研究認(rèn)為: (1)在體育場(chǎng)館管理人員方面,管理者學(xué)歷結(jié)構(gòu)不合理,研究生學(xué)歷比例偏低,中專及以下學(xué)歷比例偏大;場(chǎng)館管理相關(guān)專業(yè)匱乏,管理類專業(yè)僅占4.2%,體育類專業(yè)占比最高,其他專業(yè)次之;職稱結(jié)構(gòu)不合理,,高級(jí)職稱比例偏低,初級(jí)職稱及無(wú)職稱比例較大;管理者年齡結(jié)構(gòu)不合理,40歲以上比重偏大,30歲以下比重偏低;場(chǎng)館管理者工作積極性不理想?傮w現(xiàn)狀表明,管理人員隊(duì)伍建設(shè)有待進(jìn)一步加強(qiáng)。 (2)在體育場(chǎng)館管理制度方面,長(zhǎng)春市高校體育場(chǎng)館管理制度種類比較多,但是制度內(nèi)容上缺乏規(guī)范性,不細(xì)致,并且缺乏監(jiān)管制度。制度落實(shí)效果不理想,好的比例僅占18.9%,主要原因之一是場(chǎng)館管理者缺乏市場(chǎng)競(jìng)爭(zhēng)壓力,執(zhí)行制度缺乏責(zé)任感、熱情。此外,學(xué)校對(duì)體育場(chǎng)館管理制度建設(shè)不重視,資金投入不足是造成制度不規(guī)范,執(zhí)行力不足的主要原因。 (3)在體育場(chǎng)館管理方式方面,長(zhǎng)春市高校體育場(chǎng)館管理的方式主要包括體育部門管理、后勤部門管理、承包管理、租賃管理四種形式,其中體育部門管理與后勤部門管理所占比重高于其他兩種;四種管理方式在管理體質(zhì)、服務(wù)對(duì)象以及經(jīng)營(yíng)目的方面各有突出;場(chǎng)館對(duì)外開(kāi)放程度有顯著提升,其中有償開(kāi)放比例達(dá)到68.8%。但伴隨對(duì)外開(kāi)放的不斷深入,在一定程度上造成了師生使用場(chǎng)地與校外群體使用場(chǎng)地的相互擠壓的矛盾,也造成了場(chǎng)館管理維護(hù)壓力的提高。 (4)提高長(zhǎng)春市高校體育場(chǎng)館管理的對(duì)策:一是更新體育場(chǎng)館管理理念,突破問(wèn)題局限思維,以創(chuàng)新帶動(dòng)管理發(fā)展;二是拓寬資金來(lái)源,加強(qiáng)高校體育場(chǎng)館建設(shè),建立高校間場(chǎng)館共享機(jī)制;三是加強(qiáng)管理與培訓(xùn),提高體育場(chǎng)館管理人員素質(zhì);四是完善高校體育場(chǎng)館管理制度,加強(qiáng)制度執(zhí)行力;五是制定體育場(chǎng)館差異化對(duì)外開(kāi)放管理制度;六是適當(dāng)引入高校體育場(chǎng)館物業(yè)管理服務(wù)模式。
[Abstract]:Based on the methods of literature, investigation and mathematical statistics, the present situation of gymnasiums and gymnasiums management in 16 colleges and universities in Changchun is investigated in this paper. This paper analyzes the present situation of the four aspects of management mode and opening to the outside world, abstracts the outstanding problems in management, and puts forward some countermeasures for reference to the management of the gymnasiums and gymnasiums in colleges and universities in Changchun. The results show that: 1) in the management of stadiums and gymnasiums, the educational structure of managers is unreasonable, the proportion of graduate degrees is low, and the proportion of academic qualifications in technical secondary schools and below is on the high side. The proportion of management specialty is 4.2, sports specialty is the highest, other major is the second, the structure of professional title is unreasonable, the proportion of senior professional title is low, the proportion of primary title and no title is larger. The age structure of the managers is unreasonable and the proportion over 40 years old is too large and the proportion under 30 years old is on the low side, and the enthusiasm of stadium managers is not ideal. The overall situation shows that the construction of administrative staff needs to be further strengthened. (2) in terms of the management system of gymnasiums and gymnasiums in Changchun, there are many kinds of management systems in colleges and universities, but the contents of the system are not standardized and detailed. And the lack of a regulatory system. One of the main reasons is the lack of market competition pressure, the lack of responsibility and enthusiasm in the implementation of the system. In addition, schools do not attach importance to the construction of stadiums and gymnasiums management system, and the lack of capital investment is the main reason for the lack of regulation and implementation of the system. 3) in terms of the management of stadiums and gymnasiums, The management of sports venues in colleges and universities in Changchun mainly includes sports department management, logistics department management, contract management and lease management, in which the proportion of sports department management and logistics department management is higher than the other two. The four management methods are outstanding in the aspects of management constitution, service object and management purpose; the opening degree of gymnasiums and gymnasiums has been greatly improved, among which the proportion of paid opening has reached 68.8%. However, with the deepening of the opening to the outside world, to a certain extent, the contradiction between the use of the site by teachers and students and the use of the site by the community outside the school has been squeezed. It also causes the improvement of the pressure of the stadiums and gymnasiums management. The second is to broaden the sources of funds, to strengthen the construction of university sports venues and stadiums, to establish a sharing mechanism between colleges and universities; third, to strengthen management and training to improve the quality of stadiums and gymnasiums management personnel; fourth, to improve the management system of university stadiums and gymnasiums. Strengthen the execution of the system; fifthly, formulate the management system of the differentiated opening to the outside world; sixthly, appropriately introduce the service mode of property management in university stadiums and gymnasiums.
