【摘要】：2025年5萬億的體育產(chǎn)業(yè)發(fā)展目標(biāo)以及2022北京—張家口冬奧會(huì)的籌備,將為PPP模式在我國體育場館運(yùn)營的實(shí)際應(yīng)用提供實(shí)踐背景。運(yùn)用文獻(xiàn)資料法、邏輯分析法和案例分析法,立足我國體育場館運(yùn)營的實(shí)際情況,結(jié)合我國政治經(jīng)濟(jì)發(fā)展特征,對(duì)PPP模式在中國的發(fā)展、困境以及出路進(jìn)行研究。通過對(duì)發(fā)展歷史的梳理,得出PPP在我國體育場館運(yùn)營上存在公共困境、產(chǎn)業(yè)困境以及關(guān)系困境。通過體育領(lǐng)域的具體實(shí)踐并結(jié)合公私部門現(xiàn)狀提出了3條優(yōu)化路徑:完善政府理性、三權(quán)分置、提升公共資源的公共價(jià)值;完善我國產(chǎn)品供給目錄下的市場準(zhǔn)入制,提升私人部門的供給能力;優(yōu)化社會(huì)主義市場經(jīng)濟(jì)下的社會(huì)契約關(guān)系。旨在為全民健身國家戰(zhàn)略背景下的體育產(chǎn)業(yè)多元供給提供理論支持。
[Abstract]:The sports industry development target of 5 trillion in 2025 and the preparation of the 2022 Beijing-Zhangjiakou Winter Olympic Games will provide the practical background for the practical application of the PPP model in China's sports stadiums and gymnasiums. By using the methods of literature, logic analysis and case analysis, based on the actual situation of stadiums and gymnasiums operation in China and combining the characteristics of political and economic development of our country, this paper studies the development, predicament and outlet of PPP mode in China. By combing the history of development, it is concluded that PPP has public dilemma, industry dilemma and relationship dilemma in the operation of Chinese stadiums and gymnasiums. Through the concrete practice in the field of sports and combining with the present situation of the public and private sectors, this paper puts forward three optimized paths: perfecting the government rationality, dividing the three rights, promoting the public value of the public resources, perfecting the market access system under the catalogue of the supply of products in our country. To improve the supply capacity of the private sector and optimize the social contract relationship under the socialist market economy. The aim is to provide theoretical support for the diversified supply of sports industry under the background of national strategy of national fitness for all.
