【摘要】：2015年3月《中國足球改革發(fā)展總體方案》提出鼓勵地方政府創(chuàng)造條件,引導(dǎo)職業(yè)足球俱樂部穩(wěn)定在足球基礎(chǔ)比較好、足球發(fā)展示范性和代表性強(qiáng)的城市,避免俱樂部隨著投資者變換而在城市間多次遷移的現(xiàn)象,積極培育穩(wěn)定的球迷群體和城市足球文化,系統(tǒng)規(guī)劃,立足長遠(yuǎn),爭取打造中國的百年俱樂部。這為職業(yè)體育俱樂部和城市發(fā)展之間形成良性互動關(guān)系指明了方向。本文運(yùn)用文獻(xiàn)資料、數(shù)理統(tǒng)計(jì)和專家訪談等方法,選擇城市經(jīng)濟(jì)發(fā)展水平的相關(guān)經(jīng)濟(jì)指標(biāo),與中超俱樂部的競技表現(xiàn)及現(xiàn)場觀眾人數(shù)等數(shù)據(jù)進(jìn)行回歸分析,得出如下結(jié)論:(1)職業(yè)體育俱樂部的產(chǎn)生和發(fā)展與城市發(fā)展關(guān)系密切。首先,城市為職業(yè)體育俱樂部的形成和發(fā)展提供了條件。城市為職業(yè)俱樂部的存在和發(fā)展需要提供了相應(yīng)的供需條件。其次,職業(yè)足球俱樂部對城市經(jīng)濟(jì)發(fā)展也有巨大的影響,這種影響分為直接影響和間接影響。(2)我國中超俱樂部主要集中在經(jīng)濟(jì)發(fā)達(dá)城市,而且所在城市多為直轄市和省會城市。中超聯(lián)賽俱樂部的競技表現(xiàn)與所在城市人均GDP、城鎮(zhèn)居民人均消費(fèi)支出、城鎮(zhèn)居民人均可支配收入、地區(qū)生產(chǎn)總值和城鄉(xiāng)居民儲蓄存款余額存在顯著的正向相關(guān)性。中超聯(lián)賽各俱樂部的現(xiàn)場場均觀眾人數(shù)與所在城市的地區(qū)生產(chǎn)總值和城鄉(xiāng)居民儲蓄存款余額具有顯著的正相關(guān)性,但與人均地區(qū)生產(chǎn)總值、城鎮(zhèn)居民人均消費(fèi)支出、城鎮(zhèn)居民人均可支配收入以及城鎮(zhèn)居民恩格爾系數(shù)并沒有顯著的相關(guān)性。本文提出的建議如下:(1)職業(yè)足球俱樂部投資人與地方政府應(yīng)是雙向選擇的關(guān)系。投資人在選擇某一俱樂部或?yàn)榫銟凡窟x址時應(yīng)對當(dāng)?shù)氐南嚓P(guān)經(jīng)濟(jì)指標(biāo)進(jìn)行充分的調(diào)研;還應(yīng)充分考慮自身資金實(shí)力、對俱樂部的成績期許及收益目標(biāo),以便準(zhǔn)確評估當(dāng)?shù)厥袌鋈萘恳约罢邔ψ闱虻闹С至Χ�。而�?dāng)?shù)卣畱?yīng)充分考慮未來城市定位和發(fā)展方向、本市財政狀況、體育資源狀況等,理性判斷是否存在引進(jìn)或扶持職業(yè)足球俱樂部的必要性。(2)當(dāng)?shù)卣畱?yīng)把職業(yè)足球俱樂部的發(fā)展納入城市經(jīng)濟(jì)整體發(fā)展的戰(zhàn)略規(guī)劃當(dāng)中,在提升城市知名度和品牌形象的同時,不斷滿足居民的文化娛樂需要。發(fā)揮政府宏觀調(diào)控的作用,以減少公共資源的投入,提高公共投入的效率。(3)對于擁有2支或以上職業(yè)足球俱樂部的大城市來說,地方政府和投資者應(yīng)充分考慮各俱樂部的布局和資源分配,以便發(fā)揮該城市職業(yè)足球俱樂部的規(guī)模效應(yīng)。
[Abstract]:In March 2015, the General Plan for the Reform and Development of Chinese Football proposed that local governments should be encouraged to create conditions and guide professional football clubs to stabilize themselves in cities with good football foundation, exemplary and representative development of football. To avoid the phenomenon of clubs moving from city to city with the change of investors, to cultivate stable fans group and city football culture, to plan systematically, to establish China's century-old club in the long run. This for professional sports clubs and urban development between the formation of a benign interaction between the direction. By using the methods of literature, mathematical statistics and expert interview, this paper chooses the relevant economic indicators of the level of urban economic development, and makes regression analysis with the competitive performance of the Chinese Super Club and the number of audience on the spot. A conclusion is drawn as follows: 1) the emergence and development of professional sports clubs are closely related to urban development. First of all, the city provides conditions for the formation and development of professional sports clubs. The city provides the corresponding supply and demand conditions for the existence and development of professional clubs. Secondly, professional football clubs also have a great impact on urban economic development, which is divided into direct and indirect effects. 2) China's super clubs are mainly concentrated in economically developed cities, and most of the cities are municipalities directly under the Central Government and provincial capitals. There is a significant positive correlation between the sports performance of Chinese Super League clubs and the per capita GDP of the city, the per capita consumption expenditure of the urban residents, the per capita disposable income of the urban residents, the regional gross domestic product and the balance of the savings deposits of the urban and rural residents. There is a significant positive correlation between the number of live audience and the gross domestic product of the city and the balance of the savings deposit of the urban and rural residents, but it has a significant positive correlation with the per capita regional gross domestic product, the per capita consumption expenditure of the urban residents. There is no significant correlation between the per capita disposable income of urban residents and the Engel coefficient of urban residents. The suggestions in this paper are as follows: 1) the relationship between professional football club investors and local governments should be a two-way choice. When selecting a club or selecting a site for the club, the investor should make a full investigation of the relevant economic indicators of the local area, and should also give full consideration to his own financial strength, the expectation of the club's achievements and the goal of the club's return. In order to accurately assess the local market capacity and government policy support for football. And the local government should give full consideration to the orientation and development direction of the city in the future, the financial situation of the city, the status of sports resources, etc. The local government should integrate the development of professional football clubs into the strategic planning of the overall development of the city economy, and at the same time promote the city's popularity and brand image. Constantly meet the cultural and recreational needs of the residents. Give full play to the role of the government in macro-control, in order to reduce the input of public resources and improve the efficiency of public investment.) for a big city with two or more professional football clubs, Local governments and investors should give full consideration to the layout and resource allocation of each club in order to bring into play the scale effect of the professional football club in the city.
