【摘要】：近年來,海洋開發(fā)越來越受到重視,政府提出“建設(shè)海洋強(qiáng)國”發(fā)展戰(zhàn)略,積極加快海洋產(chǎn)業(yè)的發(fā)展。濱海體育產(chǎn)業(yè)與濱海旅游產(chǎn)業(yè)屬于海洋產(chǎn)業(yè)中的濱海休閑業(yè),它們都是以健康、休閑等為目的的公眾活動(dòng),是公共事務(wù)的重要部分,兩者的融合發(fā)展已成為社會(huì)發(fā)展的必然趨勢,國家、部門制定相關(guān)政策,對(duì)于促進(jìn)濱海體育和濱海旅游融合發(fā)展意義重大。本文采用了案例分析法、文獻(xiàn)分析法、實(shí)地調(diào)研法等,研究了我國濱海體育與濱海旅游產(chǎn)業(yè)融合發(fā)展的相關(guān)政策,同時(shí)結(jié)合一些地區(qū)對(duì)于促進(jìn)濱海體育和濱海旅游產(chǎn)業(yè)融合政策的案例進(jìn)行探討,并通過比較其他發(fā)達(dá)國家的政策經(jīng)驗(yàn),提出制定廣東省濱海體育與濱海旅游產(chǎn)業(yè)融合發(fā)展的政策的思路和措施,以科學(xué)合理的制定相關(guān)政策。本文有利于解決濱海體育與濱海旅游產(chǎn)業(yè)融合發(fā)展中出現(xiàn)的問題,能幫助廣東省制定促進(jìn)濱海體育旅游業(yè)良性循環(huán)發(fā)展的政策措施,加快海洋產(chǎn)業(yè)發(fā)展方式轉(zhuǎn)變,加快我國海洋強(qiáng)國戰(zhàn)略的實(shí)施。主要研究內(nèi)容如下:第一部分:緒論。主要論述論文的研究背景與意義、國內(nèi)外相關(guān)政策的研究現(xiàn)狀、研究的內(nèi)容框架、所使用的研究方法以及簡要說明本文的創(chuàng)新之處。第二部分:相關(guān)概念與理論。闡明本研究的理論基礎(chǔ),根據(jù)已有的研究對(duì)濱海體育與濱海旅游產(chǎn)業(yè)、產(chǎn)業(yè)融合理論、政府干預(yù)理論的相關(guān)概念和發(fā)展現(xiàn)狀進(jìn)行梳理和總結(jié)。第三部分:廣東省濱海體育與濱海旅游產(chǎn)業(yè)融合發(fā)展政策的現(xiàn)狀。分別從廣東省體育政策和旅游政策中涉及的濱海體育旅游融合政策以及廣東省各地濱海體育與濱海旅游融合的案例來分析現(xiàn)有政策。第四部分:分析廣東省濱海體育與濱海旅游產(chǎn)業(yè)融合發(fā)展中出現(xiàn)的問題。主要從四個(gè)方面來分析原因和問題,分別是:法律法規(guī)機(jī)制和政策規(guī)劃、市場發(fā)育程度和產(chǎn)業(yè)門檻、行政管理體制和管理機(jī)構(gòu)以及產(chǎn)生的環(huán)境破壞問題。第五部分:案例分析。分為國內(nèi)其他濱海地區(qū)以及澳大利亞體育產(chǎn)業(yè)與旅游產(chǎn)業(yè)融合發(fā)展的主要經(jīng)驗(yàn)措施兩部分闡述,重在借鑒優(yōu)秀經(jīng)驗(yàn)。第六部分:為廣東省濱海體育與濱海旅游產(chǎn)業(yè)融合發(fā)展的政策提出建議。主要包括健全法律法規(guī)制度體系,制定科學(xué)完善的標(biāo)準(zhǔn)體系,健全行政管理體制,制定規(guī)范高效的監(jiān)管機(jī)制,保護(hù)濱海體育旅游資源環(huán)境等措施。第七部分:得出結(jié)論。
[Abstract]:In recent years, more and more attention has been paid to marine development. The government has put forward the development strategy of "building a powerful marine country" to speed up the development of marine industry. The coastal sports industry and the coastal tourism industry belong to the coastal leisure industry in the marine industry. They are all public activities aimed at health and leisure, and they are an important part of public affairs. The integration and development of the two has become an inevitable trend of social development. It is of great significance for countries and departments to formulate relevant policies to promote the integration of coastal sports and coastal tourism. This paper adopts case analysis, literature analysis, field investigation and so on, to study the policies related to the integration and development of coastal sports and coastal tourism industry in China. At the same time, combining with some cases of promoting coastal sports and coastal tourism industry integration policy in some regions, and by comparing the policy experience of other developed countries, This paper puts forward the thinking and measures to formulate the policy of the integration and development of the coastal sports and coastal tourism industry in Guangdong Province, so as to formulate the relevant policies scientifically and reasonably. This paper is helpful to solve the problems in the integration and development of coastal sports and coastal tourism industry, to help Guangdong Province formulate policies and measures to promote the development of coastal sports tourism in a virtuous circle, and to accelerate the transformation of the mode of development of marine industry. We will speed up the implementation of the strategy of China's maritime power. The main research contents are as follows: the first part: introduction. This paper mainly discusses the research background and significance of the paper, the current situation of domestic and foreign related policies, the framework of the research content, the research methods used, and briefly explains the innovation of this paper. The second part: related concepts and theories. This paper expounds the theoretical basis of this study, according to the existing research on coastal sports and coastal tourism industry, industry convergence theory, government intervention theory and related concepts and development status. The third part: the present situation of Guangdong Binhai Sports and Binhai Tourism Industry. The existing policies are analyzed from the aspects of sports policy and tourism policy in Guangdong province and the case of coastal sports and coastal tourism in Guangdong province. Part four: analyze the problems in the development of Binhai Sports and Coastal Tourism Industry in Guangdong Province. The main reasons and problems are analyzed from four aspects: the mechanism and policy planning of laws and regulations, the degree of market development and the threshold of industry, the administrative system and management organization, and the problems of environmental damage. Part V: case study. Divided into other coastal areas and Australia sports industry and tourism industry development of the main experience measures two parts elaborated, the emphasis on learning from excellent experience. The sixth part: put forward suggestions for the policy of Guangdong Binhai Sports and Binhai Tourism Industry. It mainly includes perfecting the system of laws and regulations, establishing a scientific and perfect standard system, perfecting the administrative management system, establishing a standardized and efficient supervision mechanism, protecting the coastal sports tourism resources and environment, and so on. Part VII: draw conclusions.
