【摘要】：本文采用文獻(xiàn)研究法、案例研究法、邏輯分析法等研究方法,從文獻(xiàn)資料入手,全面細(xì)致地了解了“舉國體制”模式下我國青少年體育競技人才培養(yǎng)的困境。然后,文章以黨的十八大三中全會《決定》精神為指導(dǎo),以全面深化體育改革為研究背景,以“公共產(chǎn)品理論和交易費(fèi)用理論”為理論支撐,對溫州市民營資本投資青少年體育競技人才的培養(yǎng)進(jìn)行了深入研究。根據(jù)公共產(chǎn)品理論可知,青少年體育競技人才的培養(yǎng)不能僅僅依靠政府部門、市場或者第三部門,而是需要三者之間的協(xié)調(diào)配合,共同承擔(dān)起青少年體育競技人才培養(yǎng)的重任。為此,本文選取了4所民營資本投資青少年體育競技人才培養(yǎng)的案例,這四個案例中的共性特點(diǎn)是:均是民營資本投資,運(yùn)動員均是在完成九年義務(wù)教育的基礎(chǔ)上進(jìn)行競技能力的訓(xùn)練,并都取得了優(yōu)異的成績,為國家培養(yǎng)了大批優(yōu)秀的競技體育人才。通過對案例的深入剖析,探索這種民營資本投資青少年體育競技人才的培養(yǎng)模式、培養(yǎng)步驟、培養(yǎng)特征、培養(yǎng)趨勢、培養(yǎng)困境、培養(yǎng)優(yōu)勢,以及培養(yǎng)的創(chuàng)新路徑。一方面充分響應(yīng)國家提出的為民營資本投資“松綁開路”的舉措,另一方面能夠作為“舉國體制”模式下競技體育人才培養(yǎng)的輔助模式。并得出以下基本結(jié)論:第一、溫州市民營資本投資模式人才培養(yǎng)已初見成效,在訓(xùn)運(yùn)動員性別比例協(xié)調(diào),運(yùn)動員參與訓(xùn)練的積極性比較高。然而,教練員數(shù)量不足,高學(xué)歷、高職稱教練員數(shù)量比較匱乏。第二、民營資本投資人才培養(yǎng)的模式作為市場化運(yùn)作的一種重要組織形式,促進(jìn)了政府所有權(quán)和管理權(quán)的兩權(quán)分離,促使不同主體的資源和管理有效結(jié)合,為各個主體優(yōu)勢的發(fā)揮提供了發(fā)展平臺。第三、這種民營資本投資青少年體育競技人才培養(yǎng)的模式為市體校和省體校輸送了大批優(yōu)秀的體育競技后備人才。第四、通過這種人才培養(yǎng)模式,緩解了運(yùn)動員學(xué)訓(xùn)矛盾,提高了運(yùn)動員的成才率,同時(shí)加快了青少年體育競技人才培養(yǎng)的市場化和社會化發(fā)展。最后,青少年體育競技人才培養(yǎng)正逐漸改變,由一元化政府投資模式,向政府、社會力量、企業(yè)、個人等共同投資,政府撥款與體育社會組織籌款相結(jié)合的多元化投資主體方向發(fā)展。
[Abstract]:By using the methods of literature research, case study and logic analysis, this paper comprehensively and meticulously understands the dilemma of training young sports talents in China under the mode of "national system" from the point of view of literature and materials. Then, the article is guided by the spirit of the third Plenary session of the 18th CPC Central Committee, taking the deepening of sports reform as the research background, and taking "the theory of public goods and the theory of transaction expenses" as the theoretical support. This paper makes a deep study on the cultivation of juvenile sports talents invested by private capital in Wenzhou. According to the theory of public products, the training of youth sports talents can not only rely on the government, market or the third sector, but need the coordination between the three, to jointly assume the responsibility of youth sports talent training. For this reason, this paper selects four cases of private capital investment in youth sports talent training, the common features of these four cases are: private capital investment, Athletes are on the basis of the completion of nine-year compulsory education on the basis of competitive ability training, and have achieved excellent results, for the country to train a large number of outstanding competitive sports talents. Through the thorough analysis of the case, this paper explores the training mode, training steps, training characteristics, training trend, training difficulties, training advantages and innovative ways of this kind of private capital investment youth sports talents. On the one hand, it fully responds to the national measures of "opening the way" for the private capital investment, on the other hand, it can be regarded as the auxiliary mode of training competitive sports talents under the "national system" mode. The main conclusions are as follows: first, the training of talents in Wenzhou private capital investment mode has achieved initial results, and the athletes are highly motivated to participate in the training because of the coordination of the sex ratio of the athletes in training. However, the number of coaches is insufficient, high education, high title coaches are relatively scarce. Second, as an important organizational form of market-oriented operation, the mode of personnel training of private capital investment promotes the separation of the two rights of government ownership and management, and promotes the effective combination of resources and management of different subjects. It provides the development platform for each main body advantage. Third, the private capital investment in youth sports talent training model for the city sports schools and provincial sports schools to transport a large number of outstanding sports reserve talents. Fourthly, through this kind of talent training mode, the contradiction between learning and training of athletes is alleviated, the rate of success of athletes is improved, and the marketization and socialized development of the training of young sports talents are accelerated at the same time. Finally, the training of young sports talents is gradually changing from a unified government investment model to joint investment in government, social forces, enterprises, individuals, and so on. The direction of diversified investment main body which the government allocates and the sports social organization raises funds.
