【摘要】：從規(guī)制理論和破除行政壟斷的視角,主要運用文獻資料法、訪談法等研究方法,對制約我國"足球""籃球""排球"這"三大球"項目發(fā)展的政府規(guī)制失靈、規(guī)制能力提升問題進行了深入剖析,研究認(rèn)為:1)我國深化體育領(lǐng)域供給側(cè)結(jié)構(gòu)性改革、推動體育事業(yè)各領(lǐng)域全面協(xié)調(diào)發(fā)展等過程,實際上是一個規(guī)制演進過程;運用規(guī)制經(jīng)濟學(xué)理論來分析"三大球"發(fā)展是一次有意義的嘗試。2)行政壟斷導(dǎo)致的規(guī)制失靈與效率低下,即多方利益博弈下的體育產(chǎn)品非均衡供給模式、規(guī)制機構(gòu)被"俘獲"和不健全造成的規(guī)制失靈、規(guī)制不當(dāng)造成的行政性市場進入壁壘、規(guī)制不足引起的公共產(chǎn)品供給缺失和監(jiān)督缺失等是制約"三大球"項目發(fā)展的根源。3)發(fā)揮市場機制的作用和科學(xué)規(guī)制是促進我國"三大球"項目發(fā)展關(guān)鍵,具體策略包括:強化市場機制配置"三大球"資源的作用、推進協(xié)會和中心角色轉(zhuǎn)變以實現(xiàn)權(quán)力制衡、有效的制度供給、"舉國"之力培育和傳播"三大球"文化以夯實項目社會基礎(chǔ)。
[Abstract]:From the perspective of regulation theory and the elimination of administrative monopoly, the main use of literature, interview and other research methods, to restrict the development of "three big balls" of "football", "Basketball", "Volleyball" development of the government regulation failure, the problem of regulation ability to improve, research: 1) China deepens the structure of the supply side structural reform in the field of sports, push forward. The process of comprehensive and coordinated development of various fields of sports sports is actually a process of regulation evolution; using the theory of regulation economics to analyze the development of "three big balls" is a meaningful attempt.2) the regulation failure and inefficient caused by administrative monopoly, that is, the unbalanced supply mode of sports products under the game of multi interests, and the regulatory agency is " The regulation failure caused by the capture of "and the unsound", the administrative market entry barrier caused by the improper regulation, the lack of the supply of public products and the lack of supervision caused by the lack of regulation are the reasons for restricting the development of the "three big ball" project development. The role of the market mechanism and the scientific regulation are the key to promote the development of the "three ball" project of China and the specific strategy package. To strengthen the role of the market mechanism to allocate the resources of "three big balls", promote the change of the role of the association and the center to realize the balance of power, the effective system supply and the "three big ball" culture of "the whole country" to consolidate the social foundation of the project.
