【摘要】：黨的十八屆三中全會通過的《中共中央關(guān)于全面深化改革若干重大問題的決定》中,專門針對體育的表述凸顯了當(dāng)前青少年體育工作的極端重要性。英國青少年體育俱樂部的發(fā)展經(jīng)驗對當(dāng)下我國青少年體育工作具有重要的借鑒意義。在對二戰(zhàn)后英國青少年體育治理歷程進行概述的基礎(chǔ)上,分析了英國青少年體育俱樂部的主要治理經(jīng)驗,主要包括:體制機制順暢、高效;明確專門的機構(gòu)負責(zé)協(xié)同與整合資源;啟動體育俱樂部標(biāo)準(zhǔn)化認證行動(Clubmark);針對青少年體育俱樂部開展標(biāo)準(zhǔn)化的服務(wù);開展有效的財務(wù)與經(jīng)濟支持措施,即俱樂部領(lǐng)袖計劃(SECL)和社區(qū)體育俱樂部計劃(CASC)。最后,根據(jù)英國的治理經(jīng)驗,提出了針對我國青少年體育俱樂部改革與發(fā)展方面的啟示。
[Abstract]:In the "decision of the CPC Central Committee on deepening the Reform in an All-round way" adopted by the third Plenary session of the 18th CPC Central Committee, the expression specifically aimed at physical education highlights the extreme importance of the current youth sports work. The development experience of the youth sports club in Britain has important reference significance for the youth sports work in our country. On the basis of summarizing the course of British youth sports governance after World War II, this paper analyzes the main management experiences of British youth sports clubs, including: smooth system and efficient mechanism; Identify specialized institutions responsible for coordination and integration of resources; launch sports club standardization certification initiatives; develop standardized services for youth sports clubs; and develop effective financial and economic support measures, That is, the Club Leader Program (SECL) and the Community Sports Club Program (CASCL). Finally, according to the management experience of Britain, the author puts forward the enlightenment on the reform and development of youth sports clubs in China.
