【摘要】：《全民健身計(jì)劃2016-2020》中明確指出:將青少年作為實(shí)施全民健身計(jì)劃的重點(diǎn)人群,大力普及青少年體育活動(dòng),提高青少年身體素質(zhì)。學(xué)校體育教育是學(xué)生身體健康教育的重要途徑,學(xué)校體育設(shè)施是提高學(xué)校體育教學(xué)質(zhì)量的物質(zhì)保障。國(guó)家加大了相關(guān)經(jīng)費(fèi)的投入,進(jìn)一步完善學(xué)校體育設(shè)施,各種活動(dòng)場(chǎng)館逐漸齊全,學(xué)校體育工作得到較好的發(fā)展。但通過(guò)實(shí)地調(diào)查了解到,學(xué)校大量的體育設(shè)施在課余時(shí)間基本處于閑置狀態(tài),沒(méi)有充分發(fā)揮它的最大效用。群眾體育也是我國(guó)體育事業(yè)的重要組成部分之一。隨著人民的生活質(zhì)量提高,群眾的健康意識(shí)逐漸增強(qiáng),全民健身變成群眾日常生活中的重要組成部分,因而對(duì)社區(qū)體育設(shè)施的需求也不斷增大,政府為改善群眾體育健身的環(huán)境和條件,加大對(duì)公共體育健身設(shè)施的投入。但現(xiàn)有的社區(qū)體育設(shè)施資源已無(wú)法滿(mǎn)足群眾日益增加的需求,發(fā)揮學(xué)校的體育設(shè)施資源優(yōu)勢(shì)顯得尤為重要。如將二者優(yōu)劣勢(shì)互補(bǔ),形成資源共享,一方面擴(kuò)大了全民健身的資源,滿(mǎn)足了社區(qū)居民對(duì)體育健身設(shè)施的需求。另一方面,解決了學(xué)校體育設(shè)施閑置浪費(fèi)的情況,使現(xiàn)有的資源得到最大的利用效率,學(xué)校又可以從社區(qū)獲得更多政策傾斜、資金等資源。共享可以使兩者之間形成良性互動(dòng)的發(fā)展格局,促進(jìn)體育設(shè)施資源的優(yōu)化配置,因此二者資源共享是體育事業(yè)健康發(fā)展的必由之路。本文以哈爾濱市社區(qū)與學(xué)校體育設(shè)施資源共享為研究對(duì)象,運(yùn)用文獻(xiàn)資料法、問(wèn)卷調(diào)查法、專(zhuān)家訪(fǎng)談法、實(shí)地考察法等研究方法,了解哈爾濱市社區(qū)體育與學(xué)校體育設(shè)施資源共享的情況,發(fā)現(xiàn)哈爾濱市社區(qū)體育與學(xué)校體育設(shè)施資源共享存在的問(wèn)題,并探討解決問(wèn)題的思路和對(duì)策,從而對(duì)促進(jìn)社區(qū)體育活動(dòng)與學(xué)校體育教育的共同發(fā)展提供借鑒與參考。通過(guò)調(diào)查研究結(jié)果表明:第一,哈爾濱市社區(qū)體育與學(xué)校體育設(shè)施資源共享過(guò)程中發(fā)現(xiàn)學(xué)校存在安全隱患問(wèn)題,包括學(xué)校自身的安全、參加體育鍛煉群眾的安全和校園內(nèi)體育設(shè)施的安全;第二,哈爾濱市學(xué)校領(lǐng)導(dǎo)及社區(qū)群眾思想觀(guān)念陳舊。學(xué)校領(lǐng)導(dǎo)不愿意與社區(qū)共享設(shè)施資源,而社區(qū)群眾則認(rèn)為社區(qū)體育與學(xué)校體育是不同領(lǐng)域的兩個(gè)部分,互不相通;第三,哈爾濱市的學(xué)校與社區(qū)隸屬兩個(gè)不同的行政部門(mén),存在著制度上或利益協(xié)調(diào)等許多問(wèn)題。并且隨著共享的進(jìn)行費(fèi)用消耗增大,資金缺乏等問(wèn)題也隨之出現(xiàn);第四,哈爾濱市社區(qū)體育和學(xué)校體育要協(xié)調(diào)發(fā)展,需加強(qiáng)學(xué)校與社區(qū)的合作,鼓勵(lì)學(xué)校體育資源向社區(qū)開(kāi)放并且積極組織學(xué)生參加社區(qū)的各種體育活動(dòng),以社區(qū)體育活動(dòng)為平臺(tái),開(kāi)展豐富多采的課外體育活動(dòng);第五,加強(qiáng)法規(guī)建設(shè),制定合理的法規(guī)政策,規(guī)范學(xué)校的管理。多方籌措資金,保證專(zhuān)款專(zhuān)用。
[Abstract]:The National Fitness Program 2016-2020 clearly points out that young people should be regarded as the key people in the implementation of the National Fitness Plan, so as to popularize the sports activities of teenagers and improve their physical quality. School physical education is an important way for students' physical health education, and school physical education facilities are the material guarantee to improve the quality of school physical education teaching. The state has increased investment in related funds, further improved school sports facilities, gradually completed various venues, and school sports work has been better developed. However, through field investigation, it is found that a large number of sports facilities in the school are basically idle after school hours, and their maximum utility has not been brought into full play. Mass sports is also one of the important components of sports in China. With the improvement of the people's quality of life and the increasing awareness of the people's health, the national fitness has become an important part of the people's daily life, and the demand for community sports facilities is also increasing. In order to improve the environment and conditions of mass sports fitness, the government has increased investment in public sports fitness facilities. However, the existing resources of community sports facilities can not meet the increasing needs of the masses, so it is particularly important to give play to the advantages of sports facilities resources in schools. If the advantages and disadvantages of the two complementary, forming a resource sharing, on the one hand expanded the national fitness resources, to meet the community residents' needs for sports fitness facilities. On the other hand, it solves the waste of school sports facilities, makes the existing resources get the maximum utilization efficiency, and the school can get more resources from the community, such as policy tilt, funds and so on. Sharing can form a positive interactive development pattern between the two and promote the optimal allocation of sports facilities resources, so sharing the two resources is the only way to the healthy development of sports. In this paper, the community and school sports facilities resources sharing in Harbin as the research object, the use of literature, questionnaire survey, expert interviews, field visits and other research methods, To understand the situation of resources sharing between community sports and school sports facilities in Harbin, to find out the problems existing in the sharing of resources between community sports and school sports facilities in Harbin, and to discuss the ideas and countermeasures to solve the problems. Therefore, it provides reference and reference for promoting the common development of community sports activities and school physical education. The results show that: first, Harbin community sports and school sports facilities in the process of sharing resources found that there are hidden safety problems in schools, including the safety of the school itself, The safety of participating in physical training and the safety of sports facilities on campus; second, the school leaders and community leaders in Harbin have outdated ideas. School leaders are unwilling to share facilities resources with the community, while the community people believe that community sports and school sports are two different parts of different fields. Third, schools and communities in Harbin belong to two different administrative departments. There are many problems such as institutional or interest coordination. And with the cost of sharing increases, the lack of funds and other problems also appear. Fourthly, in order to coordinate the development of community sports and school sports in Harbin, we need to strengthen the cooperation between schools and communities. Encouraging school sports resources to be open to the community and actively organizing students to participate in various sports activities in the community, taking community sports activities as a platform to carry out a variety of extracurricular sports activities; fifthly, strengthening the construction of laws and regulations, Formulate reasonable laws and regulations and standardize the management of the school.
