【摘要】：自建國后我國群眾體育經(jīng)歷了三個(gè)發(fā)展階段,特別是改革開放后群眾體育事業(yè)進(jìn)入了快速發(fā)展時(shí)期,在政府職能轉(zhuǎn)變過程中先后頒布了《中華人民共和國體育法》、《全民健身計(jì)劃綱要》等法律文件為我國群眾體育的發(fā)展提供了法律保障。雖然國家法律規(guī)定國家發(fā)展群眾體育事業(yè),但我國體育的發(fā)展重點(diǎn)仍是優(yōu)先發(fā)展競技體育,導(dǎo)致我國群眾體育的發(fā)展不能滿足廣大群眾對體育活動(dòng)的需求。2008年北京奧運(yùn)會(huì)后,全民掀起體育健身鍛煉的熱潮,國家政府從建設(shè)小康社會(huì)、實(shí)現(xiàn)中華民族偉大復(fù)興的中國夢的戰(zhàn)略高度高度重視體育事業(yè)的發(fā)展。我國在政治、經(jīng)濟(jì)、文化、社會(huì)等各個(gè)領(lǐng)域進(jìn)行改革以適應(yīng)新時(shí)期經(jīng)濟(jì)社會(huì)發(fā)展的需要,政府職能轉(zhuǎn)變對群眾體育的發(fā)展同樣也具有重要的導(dǎo)向指引作用,因此研究政府職能轉(zhuǎn)變對群眾體育發(fā)展的影響對于滿足對群眾對體育需求以及經(jīng)濟(jì)社會(huì)穩(wěn)定發(fā)展都有重要意義。本文通過文獻(xiàn)資料法、比較分析法、歸納推理法、數(shù)據(jù)統(tǒng)計(jì)分析法等方法對政府職能轉(zhuǎn)變對群眾體育發(fā)展的現(xiàn)狀進(jìn)行分析與討論；從改革開放后特別是1995年政府支持鼓勵(lì)發(fā)展群眾體育的政策后全國體育場地?cái)?shù)量、占地面積、建筑面積、人均擁有數(shù)量、國民群眾體育活動(dòng)的變化狀況入手,通過對現(xiàn)狀的比較,分析政府職能轉(zhuǎn)變對群眾體育發(fā)展變化的原因,以及政府職能轉(zhuǎn)變對群眾體育發(fā)展的影響并提出相關(guān)結(jié)論與建議。
[Abstract]:Since the founding of the people's Republic of China, mass sports has gone through three stages of development, especially after the reform and opening up, the cause of mass sports has entered a period of rapid development. In the course of the transformation of government functions, the sports law of the people's Republic of China and the outline of the National Fitness Program have been promulgated successively, which provides the legal guarantee for the development of mass sports in China. Although the state law stipulates that the state should develop mass sports, the focus of the development of sports in our country is still to give priority to the development of competitive sports, resulting in the development of mass sports in our country being unable to meet the needs of the masses for sports activities. After the 2008 Beijing Olympic Games, The national government attaches great importance to the development of sports from the strategy of building a well-off society and realizing the great rejuvenation of the Chinese nation. China has carried out reforms in political, economic, cultural, social and other fields to meet the needs of economic and social development in the new period. The transformation of government functions also plays an important guiding role in the development of mass sports. Therefore, it is of great significance to study the influence of the transformation of government functions on the development of mass sports for satisfying the needs of the masses for sports and for the stable development of economy and society. This paper analyzes and discusses the current situation of the development of mass sports through the methods of literature, comparative analysis, inductive reasoning, data statistical analysis and so on. Starting with the number of sports venues, the area occupied, the area of construction, the quantity of per capita ownership, and the changing situation of mass sports activities throughout the country since the reform and opening up policy, especially the policy of government support to encourage the development of mass sports in 1995, Through the comparison of the present situation, this paper analyzes the reasons of the change of government function on the development and change of mass sports, and the influence of the transformation of government function on the development of mass sports, and puts forward some relevant conclusions and suggestions.
