【摘要】：1994年我國頒布了《社會體育指導員技術等級制度》使得社會體育指導員出現在社會體育發(fā)展的舞臺,1995年《全民健身計劃》的出臺使得全民健身觀念深入人心,但是由于經濟條件的限制,人民物質生活的不充裕,全民健身運動并未真正得到普遍的發(fā)展,真正意義上說,2008年之后,我國才進入了以發(fā)展群眾體育為重心的后奧運時代,隨著國家各項體育政策和文件的出臺,全民健身運動掀起了一番熱潮。成都市作為四川省的省會城市,2012年10月被評為‘中國最佳休閑城市’,同年擠入‘中國最具幸福感城市’排行榜第四名行列。體育活動作為人民休閑的一種重要方式,也作為人民獲取幸福感的一種有效途徑,成都市的全民健身活動正在如火如荼的開展中。社會體育指導員是全民健身運動中不可缺少的組成部分和重要的推動力量,隨著近年來社會體育指導員隊伍的壯大,其發(fā)展也逐漸暴露出各種問題,本研究通過對成都市社會體育指導員發(fā)展進行分析,期望對整個社會體育指導員隊伍的發(fā)展提供思路。論文通過問卷調查法、實地考察法、文獻資料法等方法對成都市社會體育指導員的整體現狀進行了剖析：成都市社會體育指導員數量上基本能夠滿足成都市群眾體育的發(fā)展,但年齡結構、性別比例、學歷層次不合理；成都市社會體育指導員在工作質量上‘不稱職’,其工作重心多集中在行政管理的文職工作,實踐的健身技術指導情況令人擔憂；成都市社會體育指導員的培訓內容與工作實踐不匹配,缺乏實踐運動技能的培訓,沒有運動項目及受指導對象的區(qū)分,在培訓時間上也未能保持連續(xù)性；論文通過專家訪談法對制約成都市社會體育指導員發(fā)展的因素進行了分析：支持社會體育指導員發(fā)展的資金短缺；對社會體育指導員培訓不到位,再培訓缺失；社會體育指導員管理機構未能重視協會力量；社會輿論和宣傳的不到位導致社會體育指導員社會地位的不重視等,并對其中存在的問題和產生的原因進行剖析,期望成都市社會體育指導員隊伍得到合理化的提升。論文通過走訪相關專家提出以下建議：充實社會體育指導員數量,優(yōu)化隊伍機構；改革社會體育指導員培訓方式,多樣化培訓內容；優(yōu)化管理方式,充分利用協會力量;借助現代化的平臺,做好再培訓。
[Abstract]:In 1994, our country promulgated the social sports instructor technical grade system, which made social sports instructors appear on the stage of social sports development. In 1995, the national fitness program was introduced in 1995, which made the national fitness concept deeply rooted in the hearts of the people. But because of the limitation of the economic conditions, the people's material life is not abundant and the national fitness movement is not really good. To the general development, in a real sense, after 2008, China has entered the post Olympic age of focus on the development of mass sports. With the introduction of national sports policies and documents, the national fitness campaign has set off a upsurge. As the capital city of Sichuan Province, Chengdu was rated as "the best Leisure City in China" in October 2012. In the same year, the fourth ranks of "China's most happy city" are ranked in the same year. As an important way of people's leisure, sports activities are also an effective way for people to obtain happiness. The national fitness activities in Chengdu are in full swing. Social sports instructors are indispensable groups in the national fitness campaign. With the expansion of the social sports instructor team in recent years, the development of the social sports instructors has gradually exposed a variety of problems. Through the analysis of the development of social sports instructors in Chengdu, this study is expected to provide ideas for the development of the whole social sports instructor team. Law, literature and other methods to analyze the overall status of social sports instructors in Chengdu. The number of social sports instructors in Chengdu can basically meet the development of Chengdu mass sports, but the age structure, sex ratio, and educational level are unreasonable; Chengdu social sports instructors are "incompetent" in the quality of work. The focus of its work focused on the civil work of administrative management, the practice of physical fitness technology guidance is worrying; the training content of the social sports instructors in Chengdu is not matched with the work practice, lack of training of practical sports skills, no sports items and the division of the subject, and the training time has not kept continuity; Through expert interview, this paper analyzes the factors that restrict the development of social sports instructors in Chengdu: the shortage of funds to support the development of social sports instructors, the lack of training for the social sports instructors, the lack of retraining, and the failure of the social sports instructors' management institutions to pay attention to the association strength; the social public opinion and propaganda are not available. As a result, the social sports instructor's social status is not attached to the social status, and the existing problems and causes are analyzed, and the social sports instructor team in Chengdu is expected to get a reasonable promotion. Through visiting relevant experts, the paper puts forward the following suggestions: enriching the number of Social Physical Education instructors, optimizing the team organization; reform society. The training mode of sports instructors, diversified training contents, optimized management methods, full use of the strength of the association, retraining with the help of modern platform.
