廣東省男子籃球聯(lián)賽內(nèi)環(huán)境發(fā)展現(xiàn)狀及對策研究

【摘要】:2015年在廣東省政府的正確領(lǐng)導(dǎo)下,廣東省籃球協(xié)會通過有效組織,多方協(xié)調(diào),正確引導(dǎo),科學(xué)決策,迎來了全國第一個以省為單位組織的省級大型業(yè)余籃球聯(lián)賽——廣東省男子籃球聯(lián)賽(GDBA)。聯(lián)賽是為貫徹落實《國務(wù)院關(guān)于加快發(fā)展體育產(chǎn)業(yè)促進(jìn)體育消費的若干意見》精神,進(jìn)一步滿足人民群眾體育文化需求,促進(jìn)體育消費、增加社會就業(yè)、推進(jìn)經(jīng)濟轉(zhuǎn)型升級為首要宗旨。本文運用文獻(xiàn)資料法、訪談法、問卷調(diào)查法等研究方法對廣東省男子籃球聯(lián)賽內(nèi)環(huán)境進(jìn)行調(diào)查和研究。旨為GDBA的發(fā)展提供理論參考與實踐對策。研究結(jié)論與建議如下:1.研究結(jié)論:1.1在發(fā)展戰(zhàn)略方面:GDBA是廣東基層籃球聯(lián)賽與職業(yè)籃球聯(lián)賽之間的紐帶,目前其發(fā)展注重裁判員的培養(yǎng),對人才主體、市場、制度、媒體等方面缺乏系統(tǒng)的戰(zhàn)略部署。1.2在管理體制與運行機制方面:GDBA聯(lián)賽部門設(shè)置基本合理;地區(qū)參賽管理較為松散,絕大多數(shù)地區(qū)未形成完善的管理系統(tǒng)。賽制較為合理,但賽區(qū)劃分與賽程時長有待調(diào)整;且部分地區(qū)場館設(shè)施相對落后。1.3在人力資源方面:GDBA運動員年齡結(jié)構(gòu)偏大,來源以企事業(yè)單位為主。教練員等級不平衡,執(zhí)教水平差異較大。裁判員隊伍建設(shè)良好,但地區(qū)選拔缺乏合理機制。聯(lián)賽管理人員業(yè)務(wù)水平較高,地區(qū)管理人員水平較弱。1.4在運營經(jīng)費方面:GDBA聯(lián)賽運營經(jīng)費較為充足;部分地區(qū)參賽隊伍運營以企業(yè)贊助商和政府撥款為主,開發(fā)市場能力較弱。1.5在科技與訓(xùn)練理論運用方面:GDBA具備良好的數(shù)據(jù)統(tǒng)計平臺,部分參賽隊伍缺乏系統(tǒng)訓(xùn)練,訓(xùn)練方法簡單、手段單一,與先進(jìn)訓(xùn)練理論結(jié)合能力較差。1.6在規(guī)模與質(zhì)量方面:GDBA不斷擴軍,但聯(lián)賽質(zhì)量問題凸顯,存在隊伍競技能力發(fā)展不平衡,地區(qū)賽事直播較少,地區(qū)媒體宣傳力度不足等問題。2.對策建議:2.1在發(fā)展戰(zhàn)略方面:進(jìn)一步放寬政府職能干預(yù),引進(jìn)市場化競爭機制;優(yōu)化人才機構(gòu),加強梯隊建設(shè);完善制度建設(shè),設(shè)立保障機制;擴大市場經(jīng)營,形成完整產(chǎn)業(yè)結(jié)構(gòu)。2.2在管理體制與運行機制方面:健全管理體制;開發(fā)競賽資源;注重專業(yè)技術(shù)人員的引進(jìn)與培養(yǎng)。擴充聯(lián)賽隊伍,實現(xiàn)全面覆蓋;不斷優(yōu)化聯(lián)賽賽制;完善場地設(shè)施,開發(fā)物質(zhì)資源。2.3在人力資源方面:優(yōu)化運動員年齡結(jié)構(gòu);完善基層籃球聯(lián)賽。建立教練員信息數(shù)據(jù)庫,完善培訓(xùn)體系。建立裁判員信息數(shù)據(jù)庫,完善地區(qū)裁判員選拔制度。引進(jìn)運營人才;加強合作交流。2.4在運營經(jīng)費方面:提高地區(qū)招商能力;加大資源開發(fā)力度。2.5在科技與訓(xùn)練理論運用方面:結(jié)合賽制特點與訓(xùn)練理論,制定訓(xùn)練計劃;建立科學(xué)的比賽訓(xùn)練監(jiān)控系統(tǒng)。2.6在規(guī)模與質(zhì)量方面:嚴(yán)格參賽資格審批事項;擴大媒體傳播力度;建立人才選拔機制。
[Abstract]:Under the correct leadership of the Guangdong Provincial Government in 2015, the Guangdong Basketball Association through effective organization, multi-party coordination, correct guidance, and scientific decision-making, Ushered in the country's first provincial organization of large amateur basketball league-Guangdong Men's Basketball League GDB Agai. In order to carry out the spirit of the State Council on speeding up the development of sports industry and promoting sports consumption, the League is to further meet the sports cultural needs of the people, promote sports consumption, and increase social employment. Promoting economic transformation and upgrading is the primary aim. This paper makes an investigation and research on the environment of men's basketball league in Guangdong province by the methods of literature, interview and questionnaire. The aim is to provide theoretical reference and practical countermeasures for the development of GDBA. The conclusions and recommendations are as follows: 1. Conclusion: 1. In terms of development strategy, the GDBA is the link between Guangdong Basketball League and Professional Basketball League. At present, its development pays attention to the training of referees, the talent subject, the market, and the system. In the aspect of management system and operation mechanism, the system of managing system and running mechanism is basically reasonable, the management of regional competition is looser, and most of the regions have not formed a perfect management system. The competition system is reasonable, but the division of the competition area and the length of the race schedule need to be adjusted, and some local venues and facilities are relatively backward. 1.3. In terms of human resources, the age structure of the GDBA athletes is too large, and the main sources are enterprises and institutions. The level of coaches is unbalanced and the teaching level is quite different. The referee team is well built, but the regional selection lacks a reasonable mechanism. The level of management personnel in the league is relatively high, and the level of regional managers is weak .1.4. In terms of operating funds, the operating expenses of the 10% GDBA leagues are relatively adequate. In some regions, the main operation of the participating teams is corporate sponsors and government funds. Developing market ability weak .1.5. In the application of science, technology and training theory, the team: GDBA has a good data and statistics platform. Some of the participating teams lack systematic training, the training method is simple, and the means are single. The ability of combining with advanced training theory is poor .1.6. In the aspect of scale and quality, the GDBA expands the army continuously, but the quality problem of league matches is prominent, the development of team competitive ability is not balanced, the live broadcast of regional events is less, and the propaganda intensity of regional media is insufficient, etc. Countermeasures: 2.1 in terms of development strategy: further relaxation of government function intervention, introduction of market-oriented competitive mechanism, optimization of talent institutions, strengthening of echelon construction, improvement of system construction, establishment of security mechanism, expansion of market operation, Forming a complete industrial structure .2.2 in terms of management system and operational mechanism: perfect management system; develop competition resources; pay attention to the introduction and training of professional and technical personnel. Expand the league team to achieve full coverage; constantly optimize the league match system; improve the venue facilities, develop material resources. 2.3 in terms of human resources: optimize the age structure of players; improve the basic-level basketball league. Set up the coach information database, perfect the training system. Establish information database of referees and perfect the selection system of regional referees. Introduction of operational personnel; strengthening cooperation and exchange in terms of operating funds; enhancing the capacity of regional investment; strengthening the development of resources .2.5 in the application of science, technology and training theory; combining the characteristics of competition system and training theory, making training plans; The establishment of scientific competition training monitoring system .2.6 in terms of scale and quality: strict examination and approval of entry qualifications; expansion of media dissemination; establishment of talent selection mechanism.
