【摘要】：全民健身國家戰(zhàn)略與體育治理現(xiàn)代化的不斷推進,體育社會組織的社會主體地位日益凸顯,體育社會組織的培育及功能健全已成為我國體育治理領(lǐng)域的重要研究內(nèi)容。當(dāng)下,我國體育社會組織尚存在內(nèi)生力不足,外部環(huán)境依賴性過強;社會主體地位缺失,基本社會服務(wù)功能表達(dá)受阻;社會復(fù)雜性特性凸顯,市場失靈與政策失效等困局。運用文獻資料、邏輯分析、系統(tǒng)分析等方法,以系統(tǒng)科學(xué)、復(fù)雜性科學(xué)為理論基礎(chǔ),對體育社會組織的復(fù)雜治理模式進行分析。研究認(rèn)為,體育社會組織由具有復(fù)雜性特征的"人"所組成的復(fù)雜適應(yīng)系統(tǒng),復(fù)雜性與適應(yīng)性是其本質(zhì)屬性。復(fù)雜性科學(xué)能有效解決復(fù)雜性難題,復(fù)雜性治理是破解體育社會組織發(fā)展困局的有效手段。"教育價值"與"以人為本"是復(fù)雜性治理的邏輯起點,自組織發(fā)展力與環(huán)境推動力是復(fù)雜性治理的動力機制,網(wǎng)絡(luò)化與多中心協(xié)同治理及自組織治理是復(fù)雜性治理的主要模式。提出加強社會扶持引導(dǎo)制度建設(shè),培育體育社會組織自組織發(fā)展環(huán)境;完善多元主體協(xié)同參與治理制度,構(gòu)建體育社會組織多元主體評估體系;建立現(xiàn)代化的內(nèi)部治理機制,強化體育社會組織治理法治化的實現(xiàn)路徑。
[Abstract]:With the development of the national strategy of national fitness and the modernization of sports governance, the status of social main body of sports social organization is increasingly prominent. The cultivation and function of sports social organization has become an important research content in the field of sports governance in China. At present, sports social organizations in China still have insufficient endogenous power, too strong dependence on external environment, lack of social subject status, blocked expression of basic social service function, prominent social complexity characteristics, market failure and policy failure and other difficulties. Based on the methods of literature, logic analysis and system analysis, the complex governance model of sports social organization is analyzed on the basis of system science and complexity science. It is believed that the complexity and adaptability of sports social organization are the essential attributes of complex adaptive system composed of "people" with complex characteristics. Complexity science can effectively solve the complex problem, complexity management is an effective means to solve the difficult development of sports social organization. " Educational value "and" people-oriented "are the logical starting point of complexity governance, self-organization development power and environment driving force are the motive mechanism of complexity governance, network and multi-center cooperative governance and self-organization governance are the main modes of complexity governance. It is proposed to strengthen the construction of social support and guide system, to foster the self-organization development environment of sports social organization, to perfect the multi-agent cooperative participation in governance system, to construct the multi-subject evaluation system of sports social organization, and to establish a modern internal governance mechanism. Strengthen the realization path of sports social organization governance by law.
