【摘要】：早在十七大會(huì)議上,我國(guó)政府部門重點(diǎn)闡述了社會(huì)組織理論。而后,在我國(guó)十八大會(huì)議上,相關(guān)部門又進(jìn)一步闡釋了非營(yíng)利社會(huì)組織概念。殘疾人是體育非政府組織重點(diǎn)扶持的對(duì)象。我國(guó)體育事業(yè)的發(fā)展,離不開(kāi)殘疾人體育的支持。關(guān)注殘疾人,促進(jìn)殘疾人體育向前進(jìn)步,是我國(guó)推動(dòng)政治文明向前進(jìn)步的重要工作。是否能做好這項(xiàng)工作,也直接關(guān)系到我國(guó)精神與物質(zhì)文明的發(fā)展。殘疾人體育公共服務(wù)體系作為一個(gè)有機(jī)整體,重在向殘疾人提供滿足其特殊體育需求的服務(wù)。這種服務(wù),既包括心理行為的服務(wù),又包括外在行為,如提供體育物質(zhì)產(chǎn)品等服務(wù)。由相關(guān)研究報(bào)告可知,中國(guó)為滿足殘疾人體育需要建立的體育服務(wù)機(jī)制還遠(yuǎn)遠(yuǎn)比不上發(fā)達(dá)國(guó)家。本文首先采用了理論與實(shí)踐相結(jié)合的方法,通過(guò)多角度對(duì)本文的選題進(jìn)行了綜合分析,深入地研究了發(fā)達(dá)國(guó)家在非政府組織方面的發(fā)展經(jīng)驗(yàn),從宏觀的層面研究了非政府組織參與殘疾人公共體育服務(wù)供給的相關(guān)政策的制定以及落實(shí),也從微觀的層面具體的闡述了,非政府組織參與殘疾人公共體育服務(wù)供給的具體方案�；诖�,本研究重點(diǎn)聚焦非政府組織為殘疾人提供公共體育服務(wù)的理論和作用,探討該服務(wù)的供給現(xiàn)狀與存在的問(wèn)題,并提出針對(duì)性的解決對(duì)策。我國(guó)當(dāng)下非政府組織因?yàn)橘Y金和制度等的欠缺,其發(fā)展上還存在很多問(wèn)題,因此無(wú)法通過(guò)在殘疾人體育公共服務(wù)提供上發(fā)揮更多的力量,但是我國(guó)公共服務(wù)型政府建設(shè)不斷取得新進(jìn)展,以及制度環(huán)境得到優(yōu)化,非政府公共組織的獨(dú)立性得到保障,公益產(chǎn)權(quán)為前提的制度化運(yùn)作方式得到構(gòu)建,同時(shí)多元化的社會(huì)監(jiān)督體制也得以成熟,相關(guān)政策制度不斷健全之后,我國(guó)非政府組織可以與政府組織實(shí)現(xiàn)優(yōu)勢(shì)互補(bǔ),相互推動(dòng),相互合作,在殘疾人體育公共服務(wù)上扮演更加重要的角色,推動(dòng)殘疾人體育的健康發(fā)展。
[Abstract]:As early as the 17th National Congress, our government departments focused on the theory of social organization.Then, at the 18th National Congress of China, relevant departments further explained the concept of non-profit social organization.The disabled are the object that sports non-governmental organizations give priority to support.The development of sports in China can not be separated from the support of disabled sports.To pay attention to the disabled and to promote the progress of sports for the disabled is an important work to promote the progress of political civilization in China.Whether we can do this work or not is directly related to the development of our spiritual and material civilization.As an organic whole, the public sports service system for the disabled focuses on providing the disabled with services to meet their special sports needs.This kind of service includes not only psychological behavior service, but also external behavior service, such as providing sports material product and so on.According to the relevant research report, the sports service mechanism established by China to meet the sports needs of the disabled is far from that of the developed countries.Firstly, this paper adopts the method of combining theory with practice, through the multi-angle comprehensive analysis of the topic of this paper, deeply studies the development experience of the developed countries in the field of non-governmental organizations.From the macro level, this paper studies the formulation and implementation of the relevant policies on the participation of non-governmental organizations in the provision of public sports services for the disabled.NGOs are involved in specific programmes for the provision of public sports services for persons with disabilities.Based on this, this study focuses on the theory and role of non-governmental organizations to provide public sports services for the disabled, discusses the current situation and problems of the supply of the services, and puts forward targeted solutions.At present, because of the lack of funds and systems, there are still many problems in the development of non-governmental organizations in our country. Therefore, they cannot exert more power in the provision of public sports services for the disabled.However, new progress has been made in the construction of public service-oriented government in our country, and the institutional environment has been optimized, the independence of non-governmental public organizations has been guaranteed, and the institutional operation mode of public property rights has been constructed.At the same time, the pluralistic social supervision system has also matured. After the relevant policy systems have been improved, our non-governmental organizations and government organizations can complement each other, promote each other, and cooperate with each other.To play a more important role in the public service of disabled sports and promote the healthy development of sports for the disabled.
