【摘要】：全民健身顯然已經(jīng)不是一個(gè)陌生的詞匯。自1995年《全民健身?xiàng)l例》頒布實(shí)施,國(guó)家出臺(tái)了一系列的政策來(lái)促進(jìn)全民健身的發(fā)展。但是直到2008年奧運(yùn)會(huì)后,全民健身才真正走進(jìn)大眾的視線。2009年全運(yùn)會(huì)在山東省舉辦,山東省體育局也借此東風(fēng)成立了山東省全民健身宣講團(tuán)培訓(xùn)基地。到2017年培訓(xùn)基地走過(guò)了8年風(fēng)雨。8年來(lái),培訓(xùn)基地組織開(kāi)展了千百場(chǎng)宣講活動(dòng),這在全國(guó)可謂是首創(chuàng)。全民健身宣講活動(dòng)是真正走進(jìn)人民群眾的活動(dòng),他在促進(jìn)山東省人民群眾健身意識(shí)與傳播全民健身理念中發(fā)揮了舉足輕重的作用。但是,隨著時(shí)代的發(fā)展培訓(xùn)基地的活動(dòng)已經(jīng)不能夠滿足人民群眾日益增長(zhǎng)的健身需求,培訓(xùn)基地也因資金短缺、人員缺乏以及活動(dòng)體系單一等問(wèn)題遇到了發(fā)展瓶頸。據(jù)此,作者導(dǎo)師極力鼓勵(lì)作者研究山東省全民健身宣講團(tuán)培訓(xùn)基地并創(chuàng)新其運(yùn)行模式,以期能夠推動(dòng)全民健身事業(yè)的健康長(zhǎng)效發(fā)展。通過(guò)梳理國(guó)家關(guān)于全民健身發(fā)展的相關(guān)政策、查閱文獻(xiàn)資料總結(jié)優(yōu)秀倫文中關(guān)于全民健身服務(wù)體系以及平臺(tái)建設(shè)的相關(guān)研究,找出創(chuàng)新宣講團(tuán)培訓(xùn)基地的點(diǎn)。通過(guò)調(diào)查訪談全民健身宣講團(tuán)的專家,了解培訓(xùn)基地與宣講團(tuán)的發(fā)展現(xiàn)狀與主要存在和亟待解決的問(wèn)題,歸納總結(jié)各個(gè)專家所提出的建設(shè)性建議,并結(jié)合其他各省市成功案例來(lái)創(chuàng)新山東省全民健身宣講團(tuán)的運(yùn)行模式。山東省全民健身宣講團(tuán)培訓(xùn)基地的創(chuàng)新運(yùn)行模式主要體現(xiàn)在兩個(gè)方面:一個(gè)是轉(zhuǎn)變以"政府主導(dǎo)"為單一模式的發(fā)展運(yùn)行模式。加大民間參與運(yùn)作的力度,充分發(fā)揮社會(huì)資源的力量。讓"山東省全民健身宣講團(tuán)培訓(xùn)基地"由政府推動(dòng)逐步向市場(chǎng)、民間推動(dòng)轉(zhuǎn)變。通過(guò)社會(huì)力量,自造血液,從而推動(dòng)山東省全民健身宣講團(tuán)培訓(xùn)基地的良好運(yùn)行。另一個(gè)是保留基地傳統(tǒng)的宣講模式,同時(shí)融入互聯(lián)網(wǎng)技術(shù)。建立一個(gè)服務(wù)于山東省全民健身的綜合性信息服務(wù)平臺(tái)。利用"互聯(lián)網(wǎng)+體育"的模式,充分整合有效資源、擴(kuò)大受眾群體,充分發(fā)揮科技優(yōu)勢(shì),讓更多人民群眾真真切切的從體育平臺(tái)中受益。同時(shí),利用"互聯(lián)網(wǎng)+體育"系統(tǒng)中的大數(shù)據(jù),完善山東省全民健身相關(guān)數(shù)據(jù)統(tǒng)計(jì)。
[Abstract]:National fitness is clearly no longer a strange word.Since the promulgation and implementation of the regulations on National Fitness in 1995, the state has issued a series of policies to promote the development of National Fitness.But only after the 2008 Olympic Games did the national fitness really come into the public's sight. The 2009 National Games was held in Shandong Province, and the Shandong Sports Bureau took advantage of this to set up the Shandong National Fitness Mission training Base.The training base has been through eight years by 2017. Over the past eight years, the training base has launched hundreds of propaganda activities, which is the first in the country.The campaign of national fitness education is a kind of activity that really enters the masses of the people. It plays an important role in promoting the people's fitness consciousness and spreading the idea of national fitness in Shandong Province.However, with the development of the times, the activities of the training base can no longer meet the increasing fitness needs of the people, and the training base has encountered the bottleneck of development because of the shortage of funds, the lack of personnel and the single system of activities and so on.Therefore, the author's tutor strongly encourages the author to study the training base of Shandong National Fitness Mission and to innovate its operating mode, in order to promote the healthy and long-term development of the cause of national fitness.Through combing the relevant policies of the national fitness development, consulting the literature and summarizing the relevant research on the national fitness service system and platform construction in the excellent Lunwen, we can find out the points of the training base of the innovative propaganda group.Through the investigation and interview with experts of the National Fitness Mission, to understand the current situation of the development of the training base and the propaganda group, and the main problems to be solved, to sum up the constructive suggestions put forward by the various experts.Combined with other provinces and cities successful cases to innovate Shandong Province National Fitness Mission operation model.The innovative operation mode of Shandong National Fitness Mission training Base is mainly reflected in two aspects: one is to change the development and operation mode with "government leading" as a single mode.Increase the dynamics of non-governmental participation in the operation, and give full play to the strength of social resources.Let the "Shandong Province National Fitness Mission training Base" by the government to gradually promote the market, folk promotion transformation.Through social forces, self-made blood, so as to promote the Shandong Province National Fitness Mission training base good operation.The other is to retain the base of the traditional mode of propaganda, at the same time into the Internet technology.To establish a comprehensive information service platform to serve the fitness of all people in Shandong Province.By using the mode of "Internet sports", we can fully integrate effective resources, expand the audience, give full play to the advantages of science and technology, and let more people truly benefit from the sports platform.At the same time, using big data in the system of Internet Sports, improve the statistics of national fitness in Shandong Province.
