【摘要】：通過分析黑龍江省重競技項目退役運動員就業(yè)安置的實際情況,運用問卷調(diào)查法、文獻法、定量與定性分析相結(jié)合方法等來對黑龍江省重競技項目退役運動員的就業(yè)安置現(xiàn)狀進行調(diào)查研究。通過分析社會保障理論、政府責任理論,為后續(xù)研究問題提供了重要的理論基礎(chǔ)。通過對本人的實際工作單位退役運動員的分析和調(diào)查工作,翻閱關(guān)于黑龍江省退役運動員的相關(guān)政策,通過問卷調(diào)查法分析黑龍江省重競技項目退役運動員就業(yè)安置的基本情況,從中發(fā)現(xiàn)黑龍江省重競技項目退役運動員就業(yè)安置的具體問題和影響因素,包括:政府制定的退役運動員安置政策執(zhí)行力弱、退役傷殘運動員社會保障政策不到位、運動員退役安置貨幣化補償金標準較低、重競技項目退役運動員安置難度大四大問題;在此基礎(chǔ)上分析了影響因素,包括:市場經(jīng)濟下政府職能的轉(zhuǎn)變、社會就業(yè)壓力不斷增強、退役運動員市場競爭能力不強、退役運動員職業(yè)教育明顯不足。最后,針對以上問題和影響因素提出了發(fā)揮政府對重競技項目退役運動員就業(yè)的作用、完善退役運動員社會保障體系、改變觀念逐步引導運動員自主擇業(yè)、提高重競技項目運動員自身素質(zhì)等有針對性的解決對策。本文的研究為進一步加快黑龍江省重競技項目退役運動員的就業(yè)有效安置提供了切實可行的解決方案,對黑龍江省、及其他省份的重競技項目退役運動員就業(yè)安置問題的研究工作具有一定的借鑒價值。
[Abstract]:Based on the analysis of the actual situation of employment and placement of retired athletes in Heilongjiang Province, a questionnaire survey and literature method are used. The methods of quantitative and qualitative analysis are combined to investigate and study the present situation of employment and placement of retired athletes in Heilongjiang Province. By analyzing the theory of social security, the theory of government responsibility, It provides an important theoretical basis for the follow-up research. Through the analysis and investigation of retired athletes in my actual work unit, we will look through the relevant policies on retired athletes in Heilongjiang Province. This paper analyzes the basic situation of employment placement of retired athletes in Heilongjiang Province by questionnaire, and finds out the specific problems and influencing factors of employment placement of retired athletes in Heilongjiang Province. Including: the implementation of the retired athletes resettlement policy formulated by the government is weak, the social security policy of retired disabled athletes is not in place, the standard of monetization compensation for retired athletes is low, and the difficulty of settling retired athletes in heavy competitive events is four major problems; On this basis, the influence factors are analyzed, including: the transformation of government function under the market economy, the increasing pressure of social employment, the weak market competition ability of retired athletes, and the obvious shortage of vocational education for retired athletes. In view of the above problems and influencing factors, this paper puts forward that the government should give full play to the role of the government in the employment of retired athletes, improve the social security system of retired athletes, change their concepts, and gradually guide athletes to choose their own jobs. The research in this paper provides a feasible solution for further speeding up the employment and effective placement of retired athletes of heavy competitive events in Heilongjiang Province. The research on employment placement of retired athletes in other provinces has certain reference value.
