【摘要】：冰雪場地是我國開展冰雪運動的基本載體,是推動我國冰雪運動發(fā)展的重要物質(zhì)保障,推動中國冰雪產(chǎn)業(yè)升級的重要環(huán)節(jié)。隨著我國經(jīng)濟社會的全面發(fā)展及人民生活水平的提高,我國居民參與冰雪運動健身的需求愈加旺盛。加強我國冰雪場地的規(guī)劃和建設滿足人民群眾不斷增長的多層次、多元化體育需求的必然要求。然而目前我國冰雪場地嚴重缺乏,中小學基本沒有建設冰雪場地設施,社會冰雪場地的建設與發(fā)展總體上缺乏科學的規(guī)劃引導。冰雪場地設施的布局與建設無法滿足中國體育事業(yè)和體育產(chǎn)業(yè)發(fā)展的要求。因此開展我國冰雪場地布局與發(fā)展研究對貫徹落實習總書記關于冰雪產(chǎn)業(yè)發(fā)展指示,對籌備和舉辦2022年冬奧會,對建設世界體育強國都具有重要的理論意義與實踐意義。本文通過充分運用“全國第六次體育場地普查”相關數(shù)據(jù)以及國家體育總局冬季項目管理中心的調(diào)查數(shù)據(jù),對我國冰雪場地的布局與建設現(xiàn)狀、主要特點、存在問題、發(fā)展趨勢與發(fā)展方案等方面的問題進行了系統(tǒng)的研究。通過對比國內(nèi)外冰雪場地的數(shù)量、建設環(huán)境條件和產(chǎn)業(yè)發(fā)展情況,分析我國冰雪場地布局與發(fā)展的客觀環(huán)境,提出了進一步優(yōu)化我國冰雪場地布局的對策建議。一是進一步優(yōu)化2022年冬奧會場館建設布局;二是科學規(guī)劃好布局我國未來冰雪場地的建設與發(fā)展;三是推動重點地區(qū)冰雪場地建設,打造中國冰雪產(chǎn)業(yè)發(fā)展增長極;四是采用多種手段促進我國城市滑冰場地的建設;五是適度發(fā)展城市室內(nèi)滑雪場地;六是強化山地運動休閑理念,提高我國滑雪場地的綜合開發(fā)水平;最后,要大力推進“北冰南展”戰(zhàn)略。
[Abstract]:The ice and snow field is the basic carrier of the ice and snow sports in our country and the important material guarantee to promote the development of the snow and ice sports in our country. With the overall development of China's economy and society and the improvement of people's living standards, The demand of Chinese residents to participate in ice and snow sports fitness is more and more vigorous. To strengthen the planning and construction of snow and ice sites in our country to meet the needs of the people's increasing number of layers and diversified sports needs, however, there is a serious lack of ice and snow sites in our country at present. There are basically no ice and snow facilities in primary and secondary schools. The construction and development of social ice and snow sites are generally lack of scientific planning and guidance, and the layout and construction of ice and snow sites and facilities cannot meet the requirements of the development of sports undertakings and sports industry in China. Therefore, the layout of ice and snow sites in China is carried out. And development studies on the implementation of General Secretary Xi's directive on the development of ice and snow industries, To prepare for and host the 2022 Winter Olympics, It is of great theoretical and practical significance to build a world sports powerhouse. This paper makes full use of the relevant data of the 6th National General Survey of Sports venues and the survey data of the Winter events Management Center of the State Sports Administration. The present situation, main characteristics, existing problems, development trends and development plans of ice and snow sites in China are systematically studied. By comparing the number of ice and snow sites at home and abroad, Based on the analysis of the ice and snow site layout and the objective environment of the development in China, the countermeasures and suggestions for further optimizing the ice and snow site layout in China are put forward. The first is to further optimize the construction layout of the Winter Olympics venues in 2022. The second is to plan scientifically the construction and development of our country's future ice and snow sites, the third is to promote the construction of ice and snow sites in key areas and to create the growth pole of China's ice and snow industry, the fourth is to adopt various means to promote the construction of our country's urban ice skating venues; The fifth is to develop the city indoor ski field moderately; the sixth is to strengthen the concept of mountain sports and leisure to improve the comprehensive development level of our country's ski field. Finally, we should vigorously promote the strategy of "North Ice and South Development".
