【摘要】：近年來,學(xué)者們對于政府向體育社會組織購買公共體育服務(wù)的研究主要是對于對目前已有事例的案例分析,缺乏對系統(tǒng)的理論整合研究。同時,關(guān)于政府向體育社會組織購買群眾性體育賽事這一重要領(lǐng)域目前還是一片空白。因此,本研究基于國家體育總局在江蘇、江西、寧夏、新疆四省區(qū)開展體育社會組織服務(wù)全民健身試點工作的內(nèi)容,對四省區(qū)政府向體育社會組織購買群眾性體育賽事展開理論研究和實踐研究,以期對體育社會組織更好地承接賽事活動提出創(chuàng)新路徑,并產(chǎn)生現(xiàn)實意義。本研究基于政府向體育社會組織購買群眾性體育賽事的歷史背景,由此入手,以政府向體育社會組織購買群眾性體育賽事為研究對象,以委托代理理論、新公共管理理論和新公共服務(wù)理論作為理論基礎(chǔ),采用實地調(diào)查法、問卷法、訪談法等多項研究方法,將“群眾性體育賽事”相關(guān)理論進行界定分析和整合,通過對四省區(qū)政府向各類體育社會組織購買群眾性體育賽事的經(jīng)費使用、購買內(nèi)容與范圍、購買效果、評估方式等方面進行研究和分析,概括和總結(jié)取得的成效、具體論證了政府部門向體育社會組織購買群眾性體育賽事存在財政制度導(dǎo)致資金撥付和使用困難、賽事活動開展類型尚顯單一、部分單位無明確的賽事活動開展安排、有關(guān)法律法規(guī)滯后、體育社會組織缺乏足夠談判能力難以對接政府部門的需求等問題,得出了當(dāng)前體育社會組織發(fā)展已經(jīng)逐步體現(xiàn)出與其經(jīng)濟、社會結(jié)構(gòu)變化相契合的很多積極作用;政府部門向體育社會組織購買群眾性體育賽事使購買主客體間相互受益、正逐漸形成一個自主公共體育服務(wù)治理網(wǎng)絡(luò);大部分體育社會組織缺乏“造血”機制等結(jié)論。提出了明確購買主客體間的權(quán)責(zé),建立平等契約、政府部門從法律、財政等方面健全制度化保障機制、政府部門應(yīng)當(dāng)制定出臺體育社會組織的扶持和培育政策,力爭在資金、稅收、項目等方面向體育社會組織傾斜、結(jié)合實際情況,規(guī)范政府部門購買賽事的流程、根據(jù)不同區(qū)域社會、經(jīng)濟發(fā)展的差異制定不同方案等建議。本文以此一系列活動來完善我國政府向體育社會組織購買群眾性體育賽事的理論,總結(jié)實踐經(jīng)驗,在此基礎(chǔ)上,促進該種模式在盡快成熟的情況下向其他省份復(fù)制和推廣,進而在全國范圍內(nèi)建立和完善我國政府向體育社會組織購買群眾性體育賽事的體系。
[Abstract]:In recent years, scholars' research on the purchase of public sports services by the government from sports social organizations is mainly about the case study of the existing cases, and the lack of systematic theoretical integration research. The important field of government purchasing mass sports events from sports social organizations is still blank. Therefore, this study is based on the State Sports Administration in Jiangsu, Jiangxi, Ningxia, The contents of the pilot work of sports social organizations serving the whole people in the four provinces and districts of Xinjiang are carried out, and the theoretical and practical studies on the purchase of mass sports events from sports social organizations by the governments of the four provinces and districts are carried out. This study is based on the historical background that the government buys mass sports events from the sports social organizations. Taking the purchase of mass sports events from sports social organizations by the government as the research object, taking the principal-agent theory, the new public management theory and the new public service theory as the theoretical basis, the field investigation method and the questionnaire method are adopted. Many research methods, such as interview method, define and integrate the relevant theories of "mass sports events", through the purchase of funds, contents and scope of mass sports events from all kinds of sports social organizations by the four provincial and district governments, This paper studies and analyzes the purchase effect and evaluation method, summarizes and summarizes the results achieved, and proves that there is a financial system in government departments to purchase mass sports events from sports social organizations, which leads to the difficulty in the allocation and use of funds. The types of sports events are still single, some units do not have clear arrangements for the events, the relevant laws and regulations lag behind, the sports social organizations lack sufficient negotiation ability to meet the needs of government departments, and so on. It is concluded that the current development of sports social organizations has gradually reflected a lot of positive effects in line with the changes in their economic and social structure, and that the government departments purchase mass sports events from sports social organizations to benefit each other from the purchase of subjects and objects. It is gradually forming an independent public sports service governance network; most sports social organizations lack the mechanism of "hematopoiesis" and so on. Government departments should formulate policies to support and nurture sports social organizations in the areas of finance, taxation, projects, etc., so as to combine with the actual situation. It is suggested to standardize the process of government purchase of sports events, formulate different schemes according to the differences of social and economic development in different regions, etc. This paper uses this series of activities to perfect the theory that our government buys mass sports events from sports social organizations. On the basis of summing up the practical experience and promoting the model to be copied and popularized to other provinces as soon as possible, the government can establish and perfect the system of purchasing mass sports events from sports social organizations in the whole country.
