《奧運(yùn)項(xiàng)目競(jìng)技體育后備人才培養(yǎng)中長(zhǎng)期規(guī)劃》實(shí)施情況評(píng)價(jià)指標(biāo)與標(biāo)準(zhǔn)研究

【摘要】:為使我國(guó)奧運(yùn)項(xiàng)目競(jìng)技體育事業(yè)實(shí)現(xiàn)可持續(xù)發(fā)展,擴(kuò)大和提高奧運(yùn)項(xiàng)目競(jìng)技體育后備人才的規(guī)模和質(zhì)量,國(guó)家體育總局于2014年11月頒布了《奧運(yùn)項(xiàng)目競(jìng)技體育后備人才培養(yǎng)中長(zhǎng)期規(guī)劃(2014-2024)》(以下簡(jiǎn)稱《規(guī)劃》。為使《規(guī)劃》的落實(shí)工作取得良好效果,針對(duì)《規(guī)劃》的實(shí)施情況建立一套科學(xué)合理的評(píng)價(jià)指標(biāo)體系是非常有必要的。本文以《奧運(yùn)項(xiàng)目競(jìng)技體育后備人才培養(yǎng)中長(zhǎng)期規(guī)劃(2014-2024)》為研究對(duì)象,以文獻(xiàn)資料法、問(wèn)卷調(diào)查法、德爾菲法、專家訪談法、數(shù)理統(tǒng)計(jì)分析法、邏輯分析法為主要研究方法針對(duì)《規(guī)劃》的實(shí)施情況構(gòu)建了一套科學(xué)合理的評(píng)價(jià)體系,以期來(lái)更好的落實(shí)國(guó)家體育總局頒布的《規(guī)劃》。研究結(jié)果如下:1.通過(guò)查閱參考文獻(xiàn)和對(duì)相關(guān)領(lǐng)域?qū)<疫M(jìn)行訪談,了解到我國(guó)當(dāng)前在奧運(yùn)項(xiàng)目競(jìng)技體育領(lǐng)域的后備人才現(xiàn)狀無(wú)論是在規(guī)模上還是質(zhì)量上與之前相比較都呈現(xiàn)出一定的下滑趨勢(shì),究其原因就是隨著我國(guó)國(guó)情的改變,之前的后備人才培養(yǎng)模式已經(jīng)與時(shí)代脫節(jié),隱藏的問(wèn)題和缺陷逐漸暴露出來(lái)。為了改變這一現(xiàn)狀,國(guó)家體育總局出臺(tái)了一系列文件,以2014年頒發(fā)的《規(guī)劃》為主,為了促使《規(guī)劃》的內(nèi)容得到確切的落實(shí),總局決定階段性的對(duì)各個(gè)管理中心關(guān)于《規(guī)劃》的落實(shí)工作進(jìn)行評(píng)估。2.本次問(wèn)卷調(diào)查的形式采用“德爾菲法”對(duì)專家進(jìn)行重復(fù)調(diào)查,通過(guò)專家在此領(lǐng)域的研究結(jié)論和豐富的工作經(jīng)驗(yàn)來(lái)對(duì)備選指標(biāo)進(jìn)行評(píng)判,幫助我們構(gòu)建《規(guī)劃》實(shí)施情況的評(píng)價(jià)指標(biāo)體系,以期讓國(guó)家體育總局采用這套評(píng)價(jià)工具對(duì)各個(gè)項(xiàng)目管理中心關(guān)于《規(guī)劃》的落實(shí)工作進(jìn)行階段性的考核與評(píng)估。3.本次研究所構(gòu)建的《規(guī)劃》實(shí)施情況評(píng)價(jià)指標(biāo)體系包括一級(jí)指標(biāo)六個(gè):訓(xùn)練體系、競(jìng)賽體系、保障體系、組織體系、管理機(jī)制、特色項(xiàng)目,二級(jí)指標(biāo)十七個(gè):地方布局、梯隊(duì)結(jié)構(gòu)、基地建設(shè)、科學(xué)選材、科學(xué)訓(xùn)練、競(jìng)賽制度、成績(jī)目標(biāo)、政策保障、隊(duì)伍保障、經(jīng)費(fèi)保障、普及推廣、組織機(jī)構(gòu)、運(yùn)動(dòng)員文化教育、評(píng)價(jià)機(jī)制、督導(dǎo)機(jī)制、激勵(lì)機(jī)制、特色項(xiàng)目(具體含義)。并且根據(jù)專家對(duì)每個(gè)指標(biāo)的打分賦值,計(jì)算出了指標(biāo)的權(quán)重系數(shù)。4.建立了評(píng)價(jià)標(biāo)準(zhǔn)與細(xì)則,且針對(duì)奧運(yùn)項(xiàng)目競(jìng)技體育后備人才培養(yǎng)工作的特點(diǎn)選取了科學(xué)合理的評(píng)估方法(模糊綜合評(píng)估法)對(duì)各個(gè)項(xiàng)目管理中心關(guān)于《規(guī)劃》的落實(shí)工作進(jìn)行考核,為更好的落實(shí)《規(guī)劃》起到導(dǎo)向性作用。
[Abstract]:In order to realize the sustainable development of the Olympic sports in China, and to expand and improve the scale and quality of the reserve talents of the Olympic sports, In November 2014, the State General Administration of Sports promulgated the "medium and long term Plan for the training of competitive Sports talents in Olympic events" (hereinafter referred to as "the Plan"). In order to achieve good results in the implementation of the "Plan", It is very necessary to set up a set of scientific and reasonable evaluation index system for the implementation of "Planning". This paper takes "medium and long term Planning for the training of competitive Sports talents in Olympic events" as the research object, takes the method of literature data and questionnaire survey as the research object. Delphi method, expert interview method, mathematical statistics analysis method and logic analysis method are the main research methods to build a scientific and reasonable evaluation system for the implementation of "Planning". In order to better implement the Plan promulgated by the State Sports Administration, the research results are as follows: 1.By consulting references and interviewing experts in related fields, We have learned that the current situation of reserve talents in the field of competitive sports in the Olympic Games has shown a certain downward trend both in terms of scale and quality, and the reason is that with the change of our country's national conditions, The former reserve talent training model has been out of touch with the times, and hidden problems and defects have been gradually exposed. In order to change this situation, the State Sports Administration has issued a series of documents, mainly the "Plan" issued in 2014. In order to ensure that the contents of the "plan" are precisely implemented, the General Administration has decided to periodically evaluate the implementation of the "plan" in various management centers. The form of this questionnaire survey is repeated investigation of experts by the Delphi method. Through the experts' research conclusions in this field and rich work experience to judge the alternative indicators, it helps us to build the evaluation index system of the implementation of "Planning". With a view to let the State General Administration of Sports use this set of evaluation tools for the implementation of the project management center on the implementation of the stage assessment and evaluation .3.The Institute constructed the implementation of the "Planning" evaluation index body. The Department includes six first-level indicators: the training system, Competition system, security system, organization system, management mechanism, characteristic project, secondary index 17: local layout, echelon structure, base construction, scientific selection, scientific training, competition system, achievement goal, policy guarantee, Team security, funding guarantee, popularization, organization, athlete culture and education, evaluation mechanism, supervision mechanism, incentive mechanism, characteristic item (specific meaning). The weight coefficient of the index is calculated. 4. The evaluation criteria and rules are established. According to the characteristics of the training of reserve talents in Olympic sports, a scientific and reasonable evaluation method (fuzzy comprehensive evaluation method) is selected to assess the implementation of "planning" in each project management center. In order to better implement the "plan" play a leading role.
