【摘要】：青少年是祖國的未來和希望,針對我國青少年體質(zhì)健康狀況連續(xù)多年下滑的局面,2007年4月由教育部和國家體育總局聯(lián)合頒布實施了《國家學生體質(zhì)健康標準》(以下簡稱《標準》),同時要求全國范圍內(nèi)各級各類學校自發(fā)布之日起全面實施,嚴格執(zhí)行。這是教育部、國家體育總局為積極貫徹落實《中共中央國務院關(guān)于深化教育改革全面推進素質(zhì)教育的決定》和國務院《關(guān)于基礎教育改革與發(fā)展的決定》的一項重要舉措,同時也是學校教育要樹立“健康第一”的指導思想的具體措施�！稑藴省返膶嵤┎粌H能夠促進學生體質(zhì)健康水平的提高,激勵學生積極進行身體鍛煉,還是學生體質(zhì)健康的個體評價標準�！稑藴省纷詫嵤┮詠硪延芯艂�年頭,在實施過程中不可避免的存在多種多樣的問題,因此找出學生體質(zhì)健康測試過程中存在的問題并進行研究,對提高高校大學生體質(zhì)健康測試的組織方式及組織管理水平有著巨大的意義。同時為了解當今大學生的體質(zhì)健康狀況,深入高校體育教學改革,大力推展素質(zhì)教育把學生培養(yǎng)成德、智、體、美、勞全面發(fā)展的高素質(zhì)人才具有現(xiàn)實意義和理論意義。本研究主要采用文獻資料法、問卷調(diào)查法、實地考察法、數(shù)理統(tǒng)計法和邏輯歸納法,以山東省12所高校大學生體質(zhì)健康測試體制機制為研究對象,通過調(diào)查研究山東省12所高校關(guān)于體質(zhì)健康測試組織的基本形式和管理方式,在分析測試測試現(xiàn)狀和問題的基礎上,從中得出結(jié)論、獲得啟示。初步得出如下結(jié)論:1.山東省各高校對大學生體質(zhì)健康測試現(xiàn)狀主要存在以下幾個問題:(1)測試組織體系設置不完善,部門分工不科學。(2)測試工作制度不全面,缺乏相關(guān)檢查制度。(3)測試標準執(zhí)行不到位,測試效果欠佳。(4)測試工具未統(tǒng)一,缺乏內(nèi)在動力。(5)測試重視程度低,測試成績評價反饋不及時。2.我國高校大學生體質(zhì)健康測試的發(fā)展需求決定了山東省高校大學生體質(zhì)健康測試管理必須實現(xiàn)專業(yè)化、常態(tài)化、系統(tǒng)化和現(xiàn)代化。3.山東省高校大學生體質(zhì)健康測試體制機制的構(gòu)建必須以法制化和以人為本的管理理念為基礎,遵循相關(guān)的管理原則分別建立矩陣式的《標準》組織委員會管理體制和相應的運行機制(主要包括決策調(diào)控機制、運行協(xié)調(diào)機制、監(jiān)測預警機制、保障動力機制、考核評價機制、激勵約束機制和自我教育機制)體系框架,充分發(fā)揮高校大學生體質(zhì)健康測試管理的組織載體的作用,實現(xiàn)高校大學生體質(zhì)健康測試體制機制的有效實施。

In view of the situation that the physical health status of young people in our country has been declining for many years, in April 2007, the Ministry of Education and the State General Administration of Sports jointly promulgated and implemented the National Standards for the physical Health of students (hereinafter referred to as "the Standards"), and at the same time required the whole country. Schools at all levels and all types within the scope shall be fully implemented since the date of their promulgation, Strict enforcement. This is the Ministry of Education, In order to actively implement the decision of the CPC Central Committee and the State Council on deepening Education Reform and promoting All-round quality Education and the State Council's decision on the Reform and Development of basic Education, the State Sports Administration has taken an important measure. At the same time, it is also a concrete measure for school education to set up the guiding ideology of "health first". The implementation of "Standard" can not only promote the improvement of students' physical health level, but also encourage students to take active physical exercise. It has been nine years since it was put into practice, and there are inevitably a variety of problems in the process of implementation. Therefore, to find out the problems existing in the process of students' physical health test and to carry out research, It is of great significance to improve the organization and management level of college students' physique health test. At the same time, in order to understand the physical health status of college students, the reform of physical education teaching in colleges and universities is carried out. It is of practical and theoretical significance to vigorously promote quality education to cultivate students with high quality talents who have comprehensive development of morality, intelligence, physique, beauty and labor. This study mainly adopts the methods of literature, questionnaire, field investigation, etc. Based on mathematical statistics and logical induction, this paper studies the basic form and management mode of physical health testing organization in 12 colleges and universities in Shandong Province, taking the system and mechanism of physical health test of 12 colleges and universities in Shandong Province as the research object. On the basis of analyzing the current situation and problems of test and testing, we draw a conclusion from the test. This paper draws the following conclusions: 1.The main problems in the present situation of college students' physical health test in Shandong Province are as follows: the following problems exist: the organizational system of testing is not perfect, the division of labor is not scientific, and the work system of testing is not comprehensive. Lack of relevant inspection system. 3) the implementation of the test standard is not in place, the test effect is poor. 4) the test tool is not uniform, and the lack of internal motivation. 2.The development demand of college students' physique health test in our country determines that the management of college students' physique health test in Shandong Province must be specialized and regular. Systematization and Modernization. 3. The construction of college students' physical health testing system in Shandong Province must be based on the concept of legalization and people-oriented management. In accordance with the relevant management principles, the management system and the corresponding operating mechanism of the organization committee of the matrix type (including decision control mechanism, operation coordination mechanism, monitoring and early warning mechanism, ensuring power mechanism, etc.) have been established respectively. The evaluation mechanism, the incentive and restraint mechanism and the self-education mechanism) system frame can give full play to the function of the organization carrier of the college students' physique health test management, and realize the effective implementation of the college students' physique health test system mechanism.
