江西省高校公共體育服務研究

【摘要】:隨著改革開放步伐的不斷加快,國民經(jīng)濟持續(xù)發(fā)展,我國政府職能隨之發(fā)生轉變,公共服務逐漸成為政府工作的重要內容,其中公共體育服務是公共服務的重要組成部分。公共體育服務是體育領域研究熱點,其研究廣度和深度不斷拓展,高校公共體育服務成為政府職能在高校領域內的延伸,受到政府部門的高度重視。研究運用文獻資料法、問卷調查法、訪談法對江西省高校公共體育服務現(xiàn)狀、組織管理結構、運行機制進行研究。研究發(fā)現(xiàn):江西省高校公共體育服務在江西省高校內普及程度較低,高校領導與體育職能部門對高校公共體育服務不夠重視。江西省高校公共體育服務組織結構沿用高校已有的體育組織管理結構,二者采用同一套“管理班子”進行管理,將導致江西省高校管理體制缺陷及運行機制不順的問題。江西省高校公共體育服務管理體制缺陷主要表現(xiàn)為:(1)江西省高校公共服務實施主體缺失;(2)江西省高校公共體育服務部門存在雙重管理現(xiàn)象。江西省高校公共體育服務運行機制不順主要表現(xiàn)為:(1)江西省高校公共體育服務場館設施開放程度無法滿足學生需求;(2)江西省高校公共體育服務內容發(fā)展不平衡;(3)江西省高校公共體育服務監(jiān)督體系不完善;(4)江西省高校公共體育服務人才儲備不足;(5)江西省高校公共體育服務資金投入不足與資金分配不均導致高校公共體育服務面臨很大困難。針對江西省高校公共體育服務所面對的問題,研究提出優(yōu)化江西省高校體育管理組織結構,以及有序運行的方法。優(yōu)化高校體育管理組織結構包括:(1)構建江西省各高校公共體育服務團隊;(2)區(qū)分江西省高校公共體育服務供給者與生產者的責任,職能劃分,責任到人;(3)加強江西省高校公共體育服務生產職能,形成多重供應的格局。不同的生產部門根據(jù)其特色采用多樣的活動方式,提供不同的體育服務,依靠供給引導內需。優(yōu)化運行機制包括:(1)江西省高校公共體育服務實行有效的監(jiān)督機制。上至政府、下至社會,各司其職,共同對高校公共體育服務進行監(jiān)督,通過各種途徑表達自己的意見與建議;(2)江西省高校公共體育服務建立科學的評估體系。以公民的需求為導向,高校公共體育服務具體實施情況為依據(jù),評估指標為標準。(3)利用江西省高校人才資源,培養(yǎng)體育指導員,并采取獎懲分明的激勵機制。(4)充分利用江西省高校體育資源,堅持對外開放,吸引外資,優(yōu)化財政支持結構,拓展資金渠道。另外,江西省高校公共體育服務適當堅持以人為本的理念,以公民的體育需求為目標,提供高質量的高校公共體育服務,完善高校公共體育服務體系,促進人的全面健康發(fā)展,促使社會和諧發(fā)展。
[Abstract]:With the continuous acceleration of the pace of reform and opening up, the sustained development of the national economy, our government functions have changed, public services gradually become an important content of government work. Among them, public sports service is an important part of public service. Public sports service is a research hotspot in the field of sports, and its research scope and depth are constantly expanding. The public sports service of colleges and universities has become the extension of the government function in the field of higher education, which is highly valued by the government. The present situation of the public sports service in colleges and universities in Jiangxi Province has been studied by using the methods of literature, questionnaire and interview. Research on organization management structure and operation mechanism. The study found that the popularization of public sports service in colleges and universities in Jiangxi Province is low. The university leaders and sports functional departments do not pay enough attention to the public sports service in colleges and universities. The organizational structure of the public sports service in Jiangxi Province follows the existing management structure of the sports organizations in colleges and universities. Both use the same set of "management team" for management. It will lead to the defects of the management system and the operating mechanism of Jiangxi colleges and universities. The defects of the public sports service management system in Jiangxi colleges and universities are mainly manifested in the absence of the main body of the public service implementation in Jiangxi colleges and universities. (2) there is a double management phenomenon in the public sports service department of Jiangxi Province. The main manifestation of the malfunction of the running mechanism of the public sports service in Jiangxi Province is as follows: 1). The opening degree of public sports service facilities in Jiangxi Province can not meet the needs of students; (2) the development of the content of public sports service in Jiangxi Province is not balanced; 3) the supervision system of public sports service in Jiangxi Province is not perfect; (4) the talent reserve of public sports service in Jiangxi Province is insufficient; 5) the lack of investment and uneven distribution of funds in the public sports service of Jiangxi colleges and universities lead to great difficulties in the public sports service of colleges and universities in Jiangxi Province, aiming at the problems faced by the public sports service in colleges and universities in Jiangxi Province. The paper puts forward the methods of optimizing the organization structure and orderly running of sports management in colleges and universities in Jiangxi Province. The optimization of the organizational structure of sports management in colleges and universities includes: 1) constructing the public sports service teams of colleges and universities in Jiangxi Province; (2) to distinguish the responsibilities, functions and responsibilities of the public sports service providers and producers in Jiangxi Province; 3) strengthen the production function of the public sports service in Jiangxi Province, and form a multi-supply pattern. According to their characteristics, different production departments adopt various ways of activities and provide different sports services. Relying on supply to guide domestic demand. Optimization of the operational mechanism including: 1) Jiangxi Province colleges and universities public sports services to implement an effective supervision mechanism. Up to the government, down to the society, each performing its duties. Jointly supervise the public sports service in colleges and universities, and express their opinions and suggestions through various ways; 2) establishing a scientific evaluation system for the public sports service in Jiangxi Province, which is guided by the needs of the citizens and based on the concrete implementation of the public sports service in colleges and universities. The evaluation index is standard. Y3) make use of the talent resources of colleges and universities in Jiangxi Province, train the sports instructors, and take the incentive mechanism of rewards and punishments clearly. 4) make full use of the sports resources of Jiangxi colleges and universities and persist in opening up to the outside world. To attract foreign capital, optimize the financial support structure, expand the funding channels. In addition, Jiangxi colleges and universities public sports services properly adhere to the people-oriented concept, with the citizens' sports needs as the goal. To provide high quality public sports service in colleges and universities, to perfect the public sports service system of colleges and universities, to promote the overall and healthy development of human beings and to promote the harmonious development of society.
